Indian passport renewal in the US (2026): VFS, the new fees, documents, tatkal, children and lost passports
An Indian citizen living in the US renews the passport through the Embassy in Washington DC or one of eight consulates — Atlanta, Boston, Chicago, Houston, Los Angeles, New York, San Francisco and Seattle — fixed by the state you live in: fill the form on the Global Passport Seva portal, print it, and send the file to VFS Global’s centre for your jurisdiction by courier (most consulates no longer take walk-ins) with the current passport, proof of US status and address and two 2 × 2 inch photographs. Since the 1 July 2026 fee revision a 36-page adult booklet costs US$125, plus US$2 for the Indian Community Welfare Fund and VFS’s US$19 charge — US$146 before shipping; tatkal adds US$125. A clean renewal takes three to eight weeks door to door; a lost passport or anything that needs police verification in India, two to four months. Apply with less than a year to run, keep the old passport for the US visa in it, and check your I-94 after the next entry.
1.When to renew, and why an expiring Indian passport matters more in America than at home
Correct or addContents ↑An Indian passport is valid for ten years for an adult and five years for a child under 15 (or until the child turns 18, whichever comes first; a 15-to-17-year-old may choose a ten-year booklet at the adult fee). The missions accept a renewal — a "re-issue", in the portal's language — once the passport has less than one year left, or earlier if the pages are full, the particulars have changed, or it is damaged. A passport that expired more than three years ago is treated as a fresh case with full verification, so do not sit on an expired one. Nothing is gained by waiting, either: the new passport's ten years run from its own issue date, not from the old expiry.
In the US the passport is wired into your immigration status in ways that have nothing to do with flying, which is why renewing early is the rule here:
- Your I-94 is capped at the passport's expiry. Customs and Border Protection may not admit you for longer than your passport is valid. An H-1B or L-1 holder who re-enters on a passport with eight months to run gets an I-94 that ends in eight months, whatever the I-797 says — and an I-94 that lapses unnoticed is an overstay. The only cures are to leave and re-enter on the new passport, or to file an extension inside the US before the date.
- Extensions and changes of status are filed on it. An I-129 or I-539 filed with an expiring passport invites a request for evidence and a shortened grant; an I-485 interview wants a current one.
- Visa stamping in India needs validity. A US consulate wants a passport that will outlast the stay it is stamping; a renewal timed badly turns a two-week stamping trip into a two-month one.
- Airlines want six months. An India-bound itinerary on a passport inside its last six months is a refused boarding at the gate, not a conversation at the counter.
- Children's five years go fast. A passport issued to a newborn in Texas expires in kindergarten; put the date in the calendar when it arrives.
The whole thing is done from the US, without a trip to India and without the Indian address needing to be current — but a change of address, name or appearance can trigger police verification at the Indian address on file, which is the one part of the process no fee can hurry. The sections below take the ordinary renewal first, then the special cases, then the US paperwork the new booklet touches.
2.The fees after 1 July 2026: the dollar schedule, the two charges on top, and the shipping
Correct or addContents ↑India revised every passport fee on 1 July 2026 — the Passports (Amendment) Rules, 2026, notified by the Ministry of External Affairs in June 2026, the first increase in fourteen years. Fees at missions abroad are set in US dollars, so in America the schedule is simply the price: a 36-page adult booklet went from US$75 to US$125, a 60-page one from US$100 to US$175. Every application also pays the Indian Community Welfare Fund contribution (US$2) and VFS Global's service charge (US$19 per application, up from US$15.90), and most pay for shipping. Confirm the figures on VFS's US fee page on the day you pay — the consulates publish the consular fee, VFS the rest.

What the extras buy
- Tatkal buys queue position at the consulate, not at the police station: a tatkal file that needs a police verification report waits for it like any other, and the surcharge is not refunded when that happens. The consulates also exclude whole categories from tatkal — the timelines section lists them.
- 60 pages are worth the US$50 for anyone who flies to India twice a year and collects stamps elsewhere; the booklet has to be replaced when the pages run out, at the full fee.
- Shipping is the US-specific line. Applications go to VFS by courier, and the new passport comes back the same way: VFS's own return courier costs about US$30 for both legs when it is bought with the fee, or you supply your own prepaid, trackable label of a kind your centre’s checklist accepts — a USPS label with an expiry date is refused. A return envelope with no valid label is the commonest reason a finished passport sits at VFS. Since the August 2025 expansion VFS says the return courier is included in the service fee for a file handed in at one of its centres, and that photographs and photocopies are free on the premises — worth knowing if a centre near you takes appointments.
- Paying by card online adds a 3.75 per cent convenience charge; a money order or cashier's cheque payable to VFS Services (USA) Inc. avoids it and slows nothing down.
What nobody may charge you
The fees are paid to VFS against a receipt. Nobody — not a "documentation agent" in Edison or Fremont, not a "Passport Seva" website ending in .com, not a caller from a "consulate helpline" — can take the fee on the mission's behalf or shorten the queue for money. The genuine portal is passportindia.gov.in and its Global Passport Seva service for missions abroad; the genuine logistics site is VFS's US India page. Everything else is a form-filler at best.
3.Step by step: the Global Passport Seva portal, the printout, VFS, the courier and the tracking
Correct or addContents ↑The renewal is online first, then by post, and the two halves use different systems: the Ministry of External Affairs' portal for the form, VFS Global for the checklist, the shipping, the fee and the physical file. The American model is unusual: with few exceptions you never meet anyone. Chicago and Atlanta take applications by courier only; the other centres take a courier file from anywhere in their jurisdiction and offer appointments at some Indian Consular Application Centres, which VFS expanded to sixteen cities in August 2025 and opened six days a week.
- Start on VFS's US India site, not on the government site directly. The consulates are explicit about this: VFS's pages identify your category, fee and checklist for your mission and then hand you to the Global Passport Seva portal for the form. Since 28 October 2025 that portal runs the upgraded GPSP 2.0, and the photograph, signature and supporting documents are uploaded online before the form is submitted.
- Fill the re-issue form exactly as the current passport prints your particulars — the place of birth, the parents' names, the spelling. VFS does not edit a form after it arrives, and the consulate rejects a file whose data differs from the passport; the VFS fee, the card charge and the shipping are not refunded when it does. Answer the ECR and police-verification questions honestly; declare a change of address, name or appearance where it is true.
- Submit and print the application with its ARN (application reference number); sign inside the box in black ink. A child's form is signed by both parents on page four, under the child's signature or thumb impression.
- Back on VFS, choose the submission mode — courier (buy the return label through VFS or print your own) or an appointment where your centre offers one — pay, and print the VFS checklist and receipt. The checklist is generated for your exact case and tells you which copies must be notarised.
- Assemble the file in checklist order: the printout, the current passport, the copies, the annexures, the photographs, the fee receipt, the return label. Single-sided, unstapled. Photograph every page before it goes in the envelope.
- Send it. VFS takes six or seven working days to open the package and log it, after which the ARN shows on the portal and VFS's tracking; a missing document brings an email, and you have seven days to supply it before the file stops. The consulate's own decision on a clean re-issue is a matter of two or three working days; the booklet is then printed in India and shipped back to VFS, which couriers it to you with the old passport cancelled.
- The day it arrives, check the spelling against the old booklet, check that the old passport came back, and start on the list in the "after" section — the visa in the old passport, the I-94 at your next entry, the employer, Global Entry.
4.The documents for a standard renewal, and the photograph that gets most files sent back
Correct or addContents ↑The consulate's checklist — the one VFS generates for your case — is the authority, and VFS enforces it on the day the envelope is opened. For an adult renewing on expiry with no change of particulars it comes to this; where a copy must be notarised, any US notary public will do, and a bank or a UPS Store is the usual stop.
- The printed application with the ARN, signed in black ink inside the box, every page.
- The current passport, original — it travels with the file — and a copy of the first two and last two pages and of any observation page.
- Proof of US immigration status, as a notarised copy: the green card, the visa page with the most recent I-94 (print it from CBP's I-94 site), the I-797A approval notice, the EAD, the I-20 for a student or the DS-2019 for an exchange visitor. A US passport is not this document; a US citizen is surrendering, not renewing.
- Proof of US address in your name, matching the form: a driver's licence or state ID (both sides), a utility bill under three months old, a lease or mortgage statement, or a university housing letter on letterhead for a student. A spouse's lease needs the marriage certificate alongside it.
- Two photographs, 2 × 2 inches (51 × 51 mm), recent, colour, full face, both ears visible, plain white background, no glasses, no shadow, no teeth; since 1 September 2025 the consulates accept only ICAO-compliant photographs, which is what any pharmacy counter produces if you say "passport photo, white background". The same image is uploaded to the portal; a different one in the envelope is a returned file.
- Annexure E, the standard self-declaration for a re-issue, printed from the portal and signed.
- The change-of-appearance affidavit, notarised, if the face in the old passport is not the face in the new photograph — a beard, a decade; the checklist asks every adult for it, and it costs nothing to include.
- The ECNR document — a tenth-standard or higher certificate — if the current passport says ECR and you want it changed.
- Marriage certificate and the spouse's passport copy if you are adding or removing a spouse's name.
- Proof of the Indian address — an Aadhaar card or a voter card — if the Indian address on the form differs from the old passport's; this is the one that triggers verification, so declare it and expect the longer timeline.
What is not accepted
A photocopy without the original passport, an address proof older than three months or in someone else's name, a photograph in the 35 × 45 mm size that other countries use, a form signed outside the box or in blue ink, a stapled or double-sided file, a USPS prepaid return label, and a passport that has been laminated, written on or has pages missing — that is a "damaged passport" application with the higher fee.
5.Changes of name: marriage, divorce, a US court order — and the spouse’s name on the passport
Correct or addContents ↑A change of particulars is a re-issue with the same fee and a longer document list, it is excluded from tatkal when the change is more than a minor correction, and it is the renewal most likely to trigger police verification — so it pays to make every change in one application.
Adding a spouse's name
The Indian passport prints the spouse's name; a newly married applicant adds it with the marriage certificate and a copy of the spouse's passport. The consulates accept three forms of certificate: one issued in India by the Registrar of Marriages, one issued by a foreign government with an apostille — for a US marriage, the certified copy from the county clerk apostilled by that state's Secretary of State — or one issued by an Indian mission abroad. A religious ceremony's certificate is not a civil registration. If the spouse is not Indian, their foreign passport serves.
Taking a spouse's surname
The apostilled marriage certificate again, the spouse's passport, and the re-issue is filed under "change of name" in VFS's miscellaneous-services menu. In the US the new name usually already exists on the Social Security card and the driver's licence — bring them; they show the name is in use. A name changed by a US court order (the common route for anything beyond taking a spouse's surname) needs the certified order; the newspaper advertisements the Passport Rules once demanded for a change of name are not generally asked for abroad, but the checklist for your mission says whether one is wanted in your case — read it before the envelope is sealed, not after.
Divorce
The court-certified divorce decree (or a self-attested copy of an Indian divorce certificate), and the re-issue removes the spouse's name. A decree is not needed to drop a spouse's name on separation alone; an affidavit in the mission's format covers it.
Correcting a spelling or a date
A passport that has carried a wrong date of birth or a misspelt name for years is corrected as a change of particulars with the birth certificate, the school-leaving certificate or an Indian court order, depending on what is wrong and by how much; a change of date or place of birth is never tatkal, and most consulates refer it to India. Allow months, not weeks.
Signature and appearance
A signature that has changed is a listed "change", not tatkal-eligible, and simply becomes the new one in the new booklet. A changed appearance needs the notarised affidavit; for a minor it needs nothing, which is the point of five-year validity.
The police verification that follows
Any change of name, and most changes of Indian address, send the file for a verification report from the police station for the Indian address on record. The timelines section explains what that means; the practical advice is to make all the changes in one go, keep the Indian address current with a relative who will answer the door and the phone, and not to pay the tatkal surcharge on a change-of-name file — the consulate will refuse it and keep the fee.
6.Children: a baby born in the US, renewals, consent, and the 2026 one-passport rule
Correct or addContents ↑A child's application has three rules of its own: both parents sign and consent, the passport lasts five years (or until 18), and since the Citizenship (Amendment) Rules 2026, notified on 30 April 2026, a minor may not hold an Indian passport and a foreign one at any time.
A baby born in the US to Indian parents
Here the US differs from almost everywhere else Indians live: a child born on American soil is a US citizen at birth, whatever the parents' status, and is entitled to a US passport from day one. Indian law still allows the child to be registered as a citizen of India by descent — the birth must be registered with the mission for your state within one year, and the consulates issue the Indian passport only after that registration — on the condition that the child holds no US passport and both parents declare so. Before April 2026 that was a declaration made once; it is now a continuing rule, and a US passport taken later ends the Indian one. So the honest choice for a US-born baby is binary, and most families take the US passport and an OCI card — the OCI guide covers the child's application — while the Indian passport is the route for families who expect to move back and want the child's Indian citizenship kept alive until 18, when the Citizenship Act requires the dual-national young adult to choose.
If you choose the Indian passport: the US birth certificate (the certified copy from the state or county, with both parents' names; the VFS minor checklist says whether a notarised copy suffices), the registration of birth at the mission, both parents' passports and US status (notarised copies), the parents' marriage certificate, Annexure D — the parents' consent, signed by both and notarised; a parent abroad signs it before a notary there and adds a notarised no-objection letter — proof of the US address, and two 2 × 2 inch photographs of the baby: eyes open, white background, nobody's hands in the frame, which takes patience and a white sheet. A child under five gives a thumb impression in place of a signature (left thumb for a boy, right for a girl); from five the child signs under the photograph, and both parents sign beneath.
Renewing a child's passport
The child's current passport, the birth certificate, both parents' passports and status, Annexure D again, US address proof, two photographs, and the form signed by both parents. A child of 15 to 17 may take a ten-year passport at the adult fee; a five-year passport comes only as a 36-page booklet. Minors do not give an affidavit of changed appearance and may use tatkal for an appearance change — the one listed change the scheme allows.
One parent, or parents apart
Where one parent cannot sign — abroad, separated, or unwilling — the mission's Annexure C, a declaration by the applying parent, replaces the joint consent, with the US custody order where there is one. A consulate treats a single-parent minor application as a complex case, which means thirty days or more even under tatkal. A parent who is not Indian signs the same consent with their own passport.
School and the five-year clock
A child's Indian passport expires between school years with no warning; the renewal takes the same weeks as an adult's and goes for verification less often. Renew in the spring, before the summer trip, and before any H-4 or L-2 extension that needs a valid passport to carry the new I-94.
7.Tatkal, police verification and how long it really takes
Correct or addContents ↑Two things decide the wait: whether the consulate can re-issue on its own records, and whether the Indian police have to confirm something first. A third, peculiar to America, is the post.

Inside those numbers: VFS takes six or seven working days to log the file; the consulate decides a clean re-issue in two or three working days and a tatkal in three, both "excluding VFS's processing time", as every consulate's page says; a file that needs a police verification report is thirty days or more at the consulate alone; printing in India and the two courier legs add a week to a fortnight. The 2026 guides that quote "six to twelve weeks" are measuring from the day the form was filled to the day the courier rang; the consulates' "three working days" measure the decision. Both are true.
What triggers police verification
A re-issue with no change, on a passport the mission can see on its system, is granted on file. The file goes for a report from the police station for the Indian address on record when there is a change of name, Indian address or appearance, when the passport is lost or stolen, when a child gets a first passport, when the previous passport was issued in India before the central database and the particulars cannot be matched, when it expired more than three years ago, or when an officer sees a discrepancy between the form and the record. The verification happens in India, at the address, by the local police, and increasingly by telephone first: keep the Indian mobile number on the form live, and tell the relative at the address to expect the call and to have a copy of your passport and the ARN. A long-closed address, a flat the family has sold, a village with nobody home: those are the files that take a quarter.
Tatkal
Tatkal is a re-issue with priority at the consulate for a US$125 surcharge (US$250 instead of US$125 for 36 pages), open to anyone in the jurisdiction with a valid passport and valid US status — a visa with I-94, EAD, green card or I-797A. It is not available for a lost, stolen or badly damaged passport, for renewing a short-validity passport, for a major change of name, a change of sex, a change of appearance (minors excepted), a change of signature, a change of a parent's name, or a correction of the date or place of birth. Some consulates — San Francisco is one — want the emergency explained to a consular officer in person on a working morning before they approve it; Chicago takes it by post. No consulate refunds the surcharge if the file turns out to need verification, and every one of them says in writing: do not book travel until the passport is granted.
Short-validity passports
A consulate can issue a short-validity passport to someone whose US status is pending — an I-797C receipt for a change or extension of status — so that they hold a valid document while USCIS decides; once the status is granted, the passport is upgraded to full validity with a fresh application. Renewal of a short-validity passport is never tatkal.
Tracking and asking
The portal shows the status by ARN; VFS answers on the physical file; the consulate's passport desk — every one has a passport@ or cons@ address — answers on the decision, and the MADAD portal is the formal grievance route when a file is stuck past the published time. Telephoning VFS about the consulate's decision, or the consulate about VFS's envelope, is the wrong door in each case.
8.Lost, stolen or damaged: the police report, the affidavit, the higher fee, and the Emergency Certificate
Correct or addContents ↑A lost Indian passport in America is two months of admin and double the fee, not a crisis — unless you are flying on Saturday, in which case it is also a crisis, because tatkal is not available for a lost passport.
Lost or stolen
- Report it to the local police — the city or county department for where it was lost, or online where the department takes reports — and get the report or incident number in writing with your name on it. The consulate will not accept the application without it, and an Emergency Certificate needs it to be less than two years old.
- Tell the consulate by email the same day, so the passport is cancelled on the system: a lost Indian passport used by someone else is your problem until it is.
- Apply for a re-issue "in lieu of lost passport" on the portal and through VFS, with the police report, Annexure F (the affidavit of loss, notarised), a copy of the lost passport if you have one — photograph every passport's bio page the day you get it — your US status (the I-94 record still exists online; the I-797 is still in the drawer) and the standard address proof and photographs.
- Pay the higher fee — US$250 for 36 pages, US$300 for 60, US$215 for a child, each plus ICWF and VFS — and expect the file to go to India for confirmation of the lost passport's particulars and a police report at the Indian address, which puts it in the eight-to-sixteen-week timeline. The new passport comes with a new number and full ten-year validity.
Damaged
A passport that has been through the washing machine, is torn, has a loose page, has been written on or laminated is a damaged-passport re-issue: the same route, the damaged passport handed in, a notarised declaration of how it happened, and the lost-passport fee where the damage is "beyond recognition" — the consulates' phrase — because then the particulars have to be verified from India exactly as for a loss. A legible passport with one torn page is often accepted as an ordinary re-issue at the normal fee; let the consulate decide, and do not pre-pay the higher one.
Urgent travel: the Emergency Certificate
The Emergency Certificate is a one-way travel document to India, valid for the single journey, for US$15 plus US$2 ICWF — paid to the mission itself, by money order or cashier's cheque, because this is the one service that does not go through VFS — issued within ten working days when the mission can confirm your nationality from its own records and after referral to India when it cannot. The Embassy's own description of who it is for is precise: someone whose passport has expired or been lost and who has no valid US status and must return to India, or someone under a removal order with no travel document. It needs the application form, a Nationality Verification Form, four photographs, the police report and whatever remains of the old passport. If you hold valid status and have lost your passport, the Emergency Certificate is not the designed route; the route is the lost-passport re-issue, and a letter to the consulate's passport desk explaining the bereavement or the illness, which the consulates do act on case by case. An Emergency Certificate does not bring you back: you apply for the new passport at a Passport Seva Kendra in India and return on that, with the visa in the old passport if you still have it or a fresh stamping if you do not.
Lost abroad
A passport lost in India is replaced in India, at a Passport Seva Kendra, with the police report there; your US visa, if it was in the lost booklet, is gone with it and has to be stamped again. A passport lost in a third country goes to the Indian mission there for an Emergency Certificate home — to India, not to the US.
After a loss
Tell the bank, the employer and anyone else who holds the number; keep the police reference with the new passport, because the next renewal's form asks for the previous passport's details and the lost one's number is still the answer; and if the lost booklet carried your US visa, budget for a stamping appointment before the next trip.
9.After the new passport: the visa in the old one, the I-94, the employer’s I-9, Global Entry, and the Indian accounts
Correct or addContents ↑The new booklet is the beginning of a short list, and in the US the first three items are the ones the groups argue about every week.
- The US visa stays in the old passport, and stays valid. The State Department's rule is plain: a valid visa in an expired passport is still a valid visa, and you travel on both booklets — the officer reads the visa in the old one, admits you on the new one, and annotates the stamp "VIOPP" (visa in other passport). Both must be ordinary passports of the same country. Do not cut the visa page out and tape it into the new passport; that cancels the visa. Keep the cancelled old passport in your hand luggage, not a drawer, until the visa in it expires.
- Check the I-94 after your next entry. The admit-until date is now capped at the new passport's expiry, so the next entry finally gives you the full period on your I-797. Print it from CBP's I-94 site within a day of landing; a wrong date is corrected at a deferred-inspection office, not by hoping.
- I-797, EAD and green card are untouched. None carries the passport number as a condition. The employer's Form I-9 is not reopened either: USCIS tells employers not to reverify identity documents, and reverification is triggered by the expiry of the employment authorisation — the I-94 or the EAD — never by the passport's own expiry. If HR asks for the new passport "for the file", give a copy; a new I-9 is not required and should not be demanded.
- Global Entry: log in to the Trusted Traveler Programs site and use Update Documents with the new number and dates; the kiosk refuses you until you do. A name change cannot be done online — that is a visit to an enrolment centre. TSA PreCheck's Known Traveler Number does not change. Airlines' frequent-flyer profiles and the passport details saved in their apps do.
- Social Security and the DMV do not keep your passport number; a changed name is the only thing they need to hear about, with the marriage certificate or court order. A driver's licence renewal in a state that checks lawful status will want the new passport and I-94 on the day — bring both.
- Indian banks and brokers: the NRE/NRO account, the demat account and the mutual-fund KYC each hold a passport copy and each will freeze on an expired one during a visit home; upload the new copy through the bank's NRI desk the week it arrives. Aadhaar and PAN do not change with the passport; Aadhaar's name can be updated online if the name changed.
- Keep the cancelled old passport, always. It carries the visas and entry stamps that prove your immigration history — the N-400 asks for every trip outside the US in five years, and the I-485 for your passport details and your entries — and any valid US visa in it is still the visa you travel on. After the visa expires, it goes in the safe, not the bin.
- The calendar entry: expiry minus twelve months, "renew Indian passport", and for a child, expiry minus six.
If you became a US citizen since
A naturalisation certificate means the Indian passport is surrendered, not renewed: the OCI guide's renunciation section sets out the surrender certificate for anyone naturalised before 1 June 2010, the renunciation declaration and certificate for anyone naturalised on or after it, and the penalty schedule for a passport kept or used after the oath. Do not travel to India on the Indian passport after the ceremony; the penalty is counted per journey.
10.ECNR, police clearance, Global Entry verification, attestations and the other things the same desk does
Correct or addContents ↑VFS and the portal handle more than the booklet, and several of these come up at the same time as a renewal.
ECR and ECNR
Every Indian passport is either ECR (Emigration Check Required — for work in the eighteen countries, mostly in the Gulf, where India requires a clearance from the Protector of Emigrants) or ECNR. Anyone who has passed the tenth standard, anyone over 50, every income-tax payer, every holder of a professional degree, and anyone who has lived abroad for more than three years is ECNR; if your passport still says ECR, add the certificate to the renewal and the new booklet comes out ECNR at no extra fee. It matters for nothing in the US and a great deal if you are ever posted to Dubai.
Police clearance certificate
A PCC from the Indian mission — a certificate that the Indian police hold nothing against you — is applied for on the same portal, for US$40 plus US$2 ICWF in the July 2026 schedule (Atlanta's own page still quotes US$45) and VFS's US$19 where the consulate has outsourced it, against a notarised passport copy, US status and address proof and a photograph. Who needs one: the National Visa Center for an immigrant visa processed at a US consulate asks for a police certificate from India if you lived there for six months or more after turning 16, and from any other country where you lived a year or more; Canada's permanent-residence stream and Australia's visas ask for one; some US employers in regulated work ask for one. The I-485 filed inside the US does not. The consulates are candid that the certificate issues only after clearance from the police authority in India and that there is "no fixed timeframe"; six to eight weeks is normal, and the day the requirement appears is the day to apply.
Global Entry verification
An Indian citizen applying for Global Entry needs a background verification from the Indian government first, and it runs through the same VFS desk as a "GEP" application — about US$40 plus ICWF and the VFS charge — before CBP's own interview. It is a separate fee from the passport and a separate queue.
Attestations and the apostille
The US is a Hague Apostille country, so a US document for use in India — a degree, a marriage certificate, a power of attorney to sell property in India — is apostilled by the Secretary of State of the state that issued it (or by the US Department of State for a federal document), and no consular attestation is then needed. The consulates still attest a power of attorney or an affidavit executed in front of them, and that is the format a registrar in India trusts most; VFS books it as a miscellaneous service, and the fee is in the same schedule as the surrender certificate.
Registration of birth
A child born in the US to Indian parents is registered with the mission within one year of the birth — the step before the first Indian passport, if that is the choice — on the US birth certificate, the parents' passports and status, and the parents' declaration that the child holds no US passport; see the children's section for what the 2026 rule makes of that.
Life certificate and the rest
A pensioner's annual life certificate, an affidavit for a bank in India, a "certificate based on passport" when an Indian authority wants the mission to confirm what the booklet already says, a certificate of identity for someone whose nationality is in doubt: all the same desk, all through VFS, each with its own line in the fee schedule.
Surrender and renunciation
For the newly American, handled at the same desk — the surrender certificate at US$40 plus US$3 ICWF and the VFS charge, one service whether you naturalised before or after 1 June 2010, with the penalty for a passport kept or used after the oath computed on VFS's form — and covered in the OCI guide.
11.The nine missions, the state each one covers since July 2025, and where your file actually goes
Correct or addContents ↑Your mission is fixed by the state you live in — the address on the proof you send — not by convenience. India redrew the map in July 2025 when the consulates in Boston and Los Angeles opened and Seattle took over the northern tier; a file sent to the wrong consulate is returned unprocessed, and most of the older guides still show the seven-mission map.

The changes that catch people: Delaware now files to New York, not Washington; Colorado to San Francisco, not Houston; New Mexico to Los Angeles; Nebraska and the Dakotas to Seattle; and a Bay Area address and a San Diego one are now two different consulates.
Where the envelope goes
The courier goes to VFS's Indian Consular Application Centre for your mission's jurisdiction — Chicago's, for example, is on North Stetson Avenue downtown, Atlanta's in Sandy Springs — and VFS's site prints the address on the shipping label, which is the reason to buy the label there. VFS expanded to sixteen centres across the US on 1 August 2025, adding Boston, Columbus, Dallas, Detroit, Edison, Orlando, Raleigh and San Jose to the centres in the consulate cities, with a seventeenth planned for Los Angeles, and opened them on Saturdays. A new centre is a sub-centre of the consulate that holds its state — Dallas files to Houston, Edison and Columbus to New York, Detroit to Chicago, Raleigh to Washington, Orlando to Atlanta, San Jose to San Francisco — and your file still travels to that consulate. VFS's announcement also folded the return courier into the service fee for a file handed in at a centre, and made photographs, photocopies and form-filling free on the premises; a mail-in file pays its own shipping. Some centres take appointments for in-person submission; Chicago and Atlanta take none for passports. Whatever the centre, the decision is made at the consulate, and the passport is printed in India.
The people who can actually move a file
The consulate's passport desk answers on the decision — every mission publishes a passport@ or cons@ address and a telephone hour; Seattle, for instance, keeps a ten-to-noon window for the public. VFS answers on the envelope and the tracking. The Embassy's consular wing in Washington is not above the consulates on individual files, and MADAD is the grievance route after the published time has passed. The groups in each city carry last month's experience — which centre has appointments this quarter, how long Houston took in August — and the Indians in the US page has the community, the events and the businesses around each of them.
12.The mistakes that cost a month, the scams, and the things nobody tells you
Correct or addContents ↑Mistakes
- The photograph. A 35 × 45 mm photo from a European booth, glasses, a shadow, a grey background, a photo older than six months, or a different image uploaded from the one in the envelope. Two inches square, white, recent, identical.
- The form filled from memory. The place of birth, the parents' names and the previous passport's details must match the current booklet to the letter; "Bombay" stays "Bombay". VFS will not edit a submitted form and the consulate rejects a variance; the fee, the card charge and the shipping are gone, and you start again.
- The wrong consulate. A Denver address lodged at Houston, a Wilmington one at Washington, a San Diego one at San Francisco: all returned since July 2025.
- The return label. A label with an expiry date, a label VFS's checklist does not accept, or no label: the finished passport sits at VFS until you sort it. Buy the return courier through VFS, or send exactly the prepaid, trackable label the checklist asks for.
- Applying with travel booked. The passport is away for three to eight weeks; a trip inside that window means tatkal if you qualify, and nothing if you do not.
- Undeclared changes. A new Indian address, a beard, a surname taken at marriage — declared, they are a longer process; undeclared, they are a refused file and a second fee.
- Blue ink, a signature outside the box, one parent's signature on a child's form, a stapled file, no notary. The envelope comes back for all of these.
- Entering the US on a short passport. The I-94 ends when the passport does; the H-1B holder who renewed, never left, and never checked the I-94 is the commonest "accidentally out of status" story in the forums.
Scams
- "VFS agents" on Facebook, Instagram, WhatsApp and Telegram offering appointments, "priority processing" or a document checklist for a fee, with the VFS logo on the profile. VFS's own advice: no upfront payment to anyone, no personal details, never post your passport or ARN number in a group. VFS appointments are free and VFS has no agents.
- "Passport Seva" look-alike sites ending in .com, .org or .us, which charge to fill the free form and sometimes for nothing. The portal is passportindia.gov.in; the logistics site is VFS's US India page; everything else is a reseller of your own effort.
- "Consulate" phone calls demanding a payment to avoid cancellation of the passport or the visa, often with a spoofed Washington number: the mission does not telephone for money, ever. Hang up; report it to the FTC and to the consulate.
- Courier texts asking for a "customs fee" or a "redelivery fee" to release your passport: Couriers and VFS do not collect fees by text link. Track the real number on the real site.
- Agents promising tatkal for an excluded case or "no police verification": the agent fills the form; the consulate decides on the facts, and the surcharge is not refunded.
Things nobody tells you
- The consulates print nothing in America: booklets are printed in India and shipped, which is why "granted" is followed by ten days of silence.
- A renewal can be done while a USCIS petition is pending; the new passport is simply the one you carry to the interview or the stamping. Tell your attorney the new number for the file.
- The cancelled old passport comes back in the same envelope; if it does not, write to VFS the same day, because the US visa in it is the one you travel on.
- The consulate's fee is the consulate's; the shipping, the card charge and VFS's US$19 are VFS's; a refund of one never includes the others.
- Children's renewals are the ones families forget, and the H-4 extension for a child with an expired Indian passport is the renewal everyone then does in a hurry.

- How much does it cost to renew an Indian passport in the USA in 2026?
- Since the 1 July 2026 fee revision, a 36-page adult booklet costs US$125 (US$175 for 60 pages), plus US$2 for the Indian Community Welfare Fund and VFS Global’s US$19 service charge — US$146 all-in before shipping, which is about US$30 for VFS’s two-way courier option. Tatkal adds US$125; a child’s five-year passport is US$90; a lost or damaged passport is US$250 (36 pages) or US$300 (60). Paying by card adds 3.75 per cent. Confirm the figures on VFS’s US fee page before you pay.
- How long does Indian passport renewal take in the USA?
- Three to eight weeks door to door for a straightforward re-issue in 2026 — VFS takes about a week to log the file, the consulate decides in two or three working days, and printing in India plus the two courier legs add the rest. Tatkal is one to two weeks. Anything that triggers police verification in India — a change of name or Indian address, a lost passport, a child’s first passport, a passport expired more than three years — is thirty days or more at the consulate alone and eight to sixteen weeks in all.
- Can I walk in to VFS, or do I have to mail my Indian passport application?
- Mostly by courier. Chicago and Atlanta accept passport applications by post only, and the other missions take a courier file from anywhere in their jurisdiction; some of VFS’s Indian Consular Application Centres offer appointments for in-person submission, and none take walk-ins without one. Buy the return courier through VFS when you pay (about US$30 both ways) or send your own prepaid, trackable label of a kind your centre’s checklist accepts — a USPS label with an expiry date is refused.
- Can I apply for a tatkal Indian passport from the US?
- Yes, for a US$125 surcharge (US$250 instead of US$125 for a 36-page adult booklet, plus ICWF and VFS), if you have a valid passport and valid US status. Tatkal is not available for a lost, stolen or badly damaged passport, a major change of name, a change of appearance (minors excepted), signature, sex or a parent’s name, a correction of the date or place of birth, or renewal of a short-validity passport. It buys a three-working-day decision at the consulate when no police verification is needed; the surcharge is not refunded if it turns out to be.
- What documents do I need to renew an Indian passport in the USA?
- The printed, signed application from the Global Passport Seva portal with VFS’s checklist and receipt; the current passport with copies of the first two and last two pages; a notarised copy of your US status (green card, visa with I-94, I-797A, EAD, I-20 or DS-2019); proof of US address (driver’s licence, utility bill under three months, lease); two 2 × 2 inch photographs on a white background; Annexure E; and the notarised change-of-appearance affidavit. Add the apostilled marriage certificate and spouse’s passport for a spouse’s name, and both parents’ passports and notarised Annexure D for a child.
- Which Indian consulate do I apply to from my state?
- The one whose jurisdiction holds your address since the July 2025 revision: Washington DC for DC, Maryland, Virginia, West Virginia, Kentucky and North Carolina; New York for New York, New Jersey, Connecticut, Pennsylvania, Ohio and Delaware; Boston for New England’s other five states; Atlanta for the South-East; Chicago for Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri and Wisconsin; Houston for Texas, Arkansas, Kansas, Louisiana and Oklahoma; San Francisco for Northern California, Colorado, Utah, Wyoming, Hawaii and Guam; Los Angeles for Southern California, Arizona, Nevada and New Mexico; Seattle for Washington, Oregon, Alaska, Idaho, Montana, Nebraska and the Dakotas. - Can a child born in the USA get an Indian passport?
- Yes, if the birth is registered with the Indian mission within one year, the child holds no US passport and both parents declare so — and since the Citizenship (Amendment) Rules of 30 April 2026 that is a continuing condition: a minor may not hold an Indian and a foreign passport at the same time. A US-born child is a US citizen at birth, so most families take the US passport and an OCI card instead; the Indian passport is the route for families keeping the child’s Indian citizenship alive until 18, when a choice must be made.
- My US visa is in my old Indian passport — can I still travel on it?
- Yes. A valid visa in an expired or cancelled passport remains valid; you travel with both booklets, the officer reads the visa in the old one and admits you on the new one with a "VIOPP" annotation. Never remove the visa page and put it in the new passport — that cancels the visa. After the entry, print your I-94: the admit-until date is capped at the passport’s expiry, so the new passport is what finally gives you the full period on your I-797.
- What do I do if my Indian passport is lost or stolen in the USA?
- Get a police report with your name on it from the local department, email the consulate so the passport is cancelled, then apply for a re-issue "in lieu of lost passport" through VFS with the report, the notarised Annexure F affidavit, a copy of the old passport if you have one, your US status and address proof and photographs, at US$250 (36 pages) plus ICWF and VFS. Tatkal is not available; the file goes to India for confirmation, so allow eight to sixteen weeks. If the lost booklet held your US visa, you will need a new stamping before your next trip.
- Do I have to tell my employer or USCIS when I get a new Indian passport?
- Not formally. Your I-797, EAD and green card are unaffected, and the Form I-9 is not reopened — USCIS tells employers not to reverify identity documents, and reverification is triggered by the expiry of your employment authorisation, not your passport. Give HR a copy if they want one for the file, tell your immigration attorney the new number, update Global Entry under "Update Documents" (a name change needs an enrolment centre), and keep the old passport for the visa in it.
