Indian passport renewal in the UAE (2026): Al Hind replaces BLS, the new fees, documents, tatkal, children and lost passports

An Indian in the UAE renews the passport through the Embassy in Abu Dhabi (Abu Dhabi, Al Ain and Al Dhafra) or the Consulate General in Dubai (Dubai and the five northern emirates), and since 22 July 2026 every application is lodged at one of the sixteen Indian Consular Application Centres run by Alhind Tours and Travels — not at BLS International, whose contract ended in June 2026. Fill the form on the Passport Seva portal for missions abroad, book a free slot at consularsevainuae.com, and bring the current passport, Emirates ID, visa copy and address proof. After the 1 July 2026 fee revision a 36-page adult booklet costs AED 450 (AED 900 tatkal), plus AED 8 for the Indian Community Welfare Fund and Al Hind’s AED 19 charge. A clean renewal takes days, not weeks; tatkal is a walk-in. Renew before the passport has six months left, because a UAE residence visa cannot be issued or renewed on less.

1.When to renew, and why an expiring Indian passport matters more in the Gulf than at home

An Indian passport is valid for ten years for an adult and five years for a child under 15 (or until the child turns 18, whichever comes first; a 15-to-17-year-old may choose a ten-year booklet at the adult fee). The missions accept a renewal — a "re-issue", in the portal's language — once the passport has less than one year left, or earlier if the pages are full, the particulars have changed, or it is damaged. A passport that expired more than three years ago is treated as a fresh case with full verification. Nothing is gained by waiting: the new passport's ten years run from its own issue date, not from the old expiry.

In the UAE the passport is the key to your legal presence in a way it is nowhere else Indians live in numbers, which is why the groups' standard advice is to renew with a year to run, not six months:

  • A residence visa cannot be issued or renewed on a passport with under six months. GDRFA's rule, applied by every typing centre and Amer office, is that the sponsored person's passport must have more than 180 days left. An employer whose PRO goes to renew your visa and finds the passport short sends you to the Indian centre first — and the visa clock does not stop while you queue.
  • The Emirates ID is the residency. Since 11 April 2022 the UAE has put no visa sticker in passports; the Emirates ID carries the residency data and expires when the visa does. A lapsed visa is an overstay at AED 50 a day once the grace period for your category (30 to 180 days) runs out.
  • The passport must be in your hand. Article 13 of Federal Decree-Law 33 of 2021 forbids an employer to withhold a worker's official documents; it may hold the passport only for the visa or permit transaction and must return it at once. An employer that "keeps the passports in the office" is the single biggest reason renewals in the UAE run late. Ask for it in writing; if refused, MoHRE's complaint line is 80060.
  • Everything else wants a valid passport and visa. A job change (the new employer's visa), a tenancy and its Ejari, a bank's KYC review, a car loan, the driving-licence renewal and the children's school admission all ask for the passport copy; the bank in particular freezes an account whose passport on file has expired.
  • Children's five years go fast. A passport issued to a newborn in Dubai expires before the child finishes KG2, and the child's visa renewal needs it.

The whole process happens inside the UAE, without a trip to India and — unusually — without a wait: the Dubai consulate has for years issued ordinary re-issues in a few working days and tatkal passports within a day, because unlike the missions in Europe and America it prints booklets itself. What has changed in 2026 is who takes your file and what it costs.

2.The fees after 1 July 2026: the dirham table, the two charges on top, and what Al Hind’s AED 19 buys

India revised every passport fee on 1 July 2026 — the Passports (Amendment) Rules, 2026, notified by the Ministry of External Affairs on 20 June 2026, the first increase since 2012. Fees at missions abroad are fixed in US dollars (a 36-page adult re-issue went from US$75 to US$125, tatkal to US$250) and the UAE missions charge them in dirhams at a fixed rate of about AED 3.6, which is how AED 285 became AED 450. Every application also pays the Indian Community Welfare Fund contribution (AED 8, the dirham form of US$2) and Al Hind's service charge of AED 19 including VAT — a single flat fee that replaces BLS's menu of add-ons. In rupees, for comparison, the same revision took a 36-page booklet in India from ₹1,500 to ₹2,500 and tatkal from ₹3,500 to ₹5,000; the UAE price is roughly ₹10,500, which is the dollar schedule, not a Gulf surcharge.

What the extras buy

  • Tatkal buys queue position at the mission, not a different file: a tatkal application that needs a police verification report still waits for it, and the surcharge is not refunded when that happens. In the UAE tatkal is a walk-in service at every ICAC — no appointment — and the timelines section says what "urgent" currently means.
  • 60 pages are worth the AED 180 for anyone who flies home three times a year and takes the family to Oman and Georgia in between; a full booklet is replaced at the full fee.
  • Al Hind's AED 19 covers the form-filling help, the photographs, typing, photocopies, printouts and the domestic courier of the finished passport — the ancillaries BLS charged for one by one (a service fee of AED 9.45, ICWF AED 8.05, SMS tracking AED 3, courier AED 25). The old Premium Lounge (AED 236.25, and never a fast-track) went with BLS; Al Hind has published no premium tier.
  • Payment is at the counter. During the three weeks in July 2026 when the missions took applications themselves it was cash only; ask the centre which cards it takes before you go.

What nobody may charge you

The appointment is free. The Embassy and the Consulate said so in writing on 11 July 2026: any campaign by an individual or agency offering passport, visa or attestation appointments on their behalf is "completely fake and unauthorised", and no fee is payable to anyone to book. The genuine form is at passportindia.gov.in (the missions-abroad portal mportal.passportindia.gov.in/gpsp); the genuine booking site is consularsevainuae.com; the genuine counters are the sixteen ICACs. A typing centre that fills the form for AED 200 is selling you your own fifteen minutes.

3.Step by step: the Passport Seva portal, the printout, the ICAC appointment, the counter and the courier

The renewal is online first, then in person, and the two halves use different systems: the Ministry of External Affairs' portal for the form, Al Hind's site for the appointment and the counter. Unlike the US, where everything goes by courier, and the UK, where VFS slots vanish in hours, the UAE model is built for volume — the missions handle some 600,000 transactions a year, and the sixteen centres are sized for 8,000 applications a day.

  1. Register on the Global Passport Seva portal for missions abroad (mportal.passportindia.gov.in/gpsp). Since 28 October 2025 the UAE missions run GPSP 2.0, which issues chip-enabled e-passports and lets you upload the ICAO photograph, signature and supporting documents before the appointment — do it; it is what makes the counter visit short. Choose United Arab Emirates and the mission for your emirate (Embassy of India, Abu Dhabi, or Consulate General of India, Dubai — the table at the end of this page), then "Re-issue of passport".
  2. Fill the form exactly as the current passport prints your particulars — the spelling, the place of birth, the previous passport's number, date and place of issue. The missions reject a file whose data differs from the booklet, and the fee is not refunded. Answer the ECR and police-verification questions honestly; declare a change of name, appearance or Indian address where it is true, because the mission's own check finds it anyway.
  3. Submit and print the application with its ARN (application reference number) and sign inside the box in black ink. A child's form is signed by both parents.
  4. Book at consularsevainuae.com. Slots are released at 9am and 9pm, Monday to Saturday, and Al Hind's contract obliges it to offer an appointment within five working days. Pick any ICAC inside your mission's jurisdiction. Tatkal, newborns, Emergency Certificates and anyone aged 60 or over walk in without an appointment, first come first served.
  5. Attend 15 minutes before the slot — not earlier; the centres admit you only then — with the printout, the originals and one set of copies (next section). The centres open 8am to 6pm. The counter checks the file against the checklist, takes the photograph if you did not upload one, takes the fee and Al Hind's AED 19, and hands you a receipt with the tracking reference. The contract's target is 30 minutes at the centre, and in the first weeks applicants reported fifteen to twenty.
  6. Track by ARN on the portal and on the ICAC site. The mission decides; the booklet is printed and sent to the centre you chose or couriered to you — the domestic courier is inside the AED 19 — and the old passport comes back cancelled, with your visas and stamps intact. Since 21 September 2026 every ICAC also runs a Sunday collection counter, 10am to noon, free, for collection only.
  7. The day it arrives, check the spelling against the old booklet, then start the list in the "after" section: the residence file at GDRFA or ICP, the employer's PRO, the bank, the children's school. Put the new expiry in the calendar with a reminder at minus twelve months.

4.The documents for a standard renewal, and the photograph and the address proof that get most files sent back

The mission's checklist is the authority and the ICAC enforces it at the counter. For an adult renewing on expiry with no change of particulars it comes to this; bring originals and one set of self-attested photocopies — no notary is involved in the UAE process, which is one of its mercies.

  • The printed application with the ARN, signed in black ink inside the box, every page.
  • The current passport, original — it travels with the file — and copies of the first and last pages, any observation page, and the page with the last UAE visa sticker if your passport is old enough to have one.
  • The Emirates ID, both sides, and a copy of the residence visa. The visa has been digital since April 2022: print it from the ICP app or the GDRFA Dubai app, or ask the employer's PRO for the e-visa PDF. A visit-visa holder or someone whose residency is cancelled applies with what they hold; the mission can still re-issue, but expect questions.
  • Proof of the UAE address. The Consulate's own list is narrow: a DEWA or SEWA (utility) bill or a title deed in your own, your spouse's or your parent's name. Centres also accept the Ejari-registered tenancy contract in practice, and an employee in company housing brings the employer's letter stating the accommodation address; bring two of these rather than one, because the address on the form must match a document in the file.
  • Two photographs, 51 mm × 51 mm (2 inches square), recent, colour, full face, both ears visible, plain white background, no glasses, no uniform, no shadow, no smile that shows teeth — ICAO-compliant, the only kind the missions have accepted since the e-passport rollout. The same image goes on the portal. Al Hind takes the photograph at the counter inside the AED 19, which is the simplest way to get it right.
  • The annexures the checklist names for your case — a sworn declaration if the passport expired more than six months ago; Annexure F for a lost or damaged booklet; Annexure J or the marriage certificate for a spouse's name.
  • The ECNR document — a tenth-standard or higher certificate — if the current passport says ECR and you want it changed (see the services section; most UAE residents qualify after three years abroad even without it).
  • Marriage certificate and the spouse's passport copy if you are adding or removing a spouse's name.
  • Proof of the Indian address — Aadhaar, voter card, a parent's utility bill with a declaration — only if the Indian address on the form differs from the old passport's. This is the one that triggers verification in India; declare it and expect the longer timeline.

If the employer has your passport

You must attend in person and hand the original in, so get it back first. A company that holds passports "for safekeeping" is breaking Article 13(2) of the labour law; a request by email, with the appointment confirmation attached, is usually enough. If it is not, MoHRE (80060) opens a complaint and must resolve it within fourteen days, and the Labour Claims advisory line is 80084. Do not let a PRO lodge the application for you with your passport in his bag — the applicant signs at the counter.

What is not accepted

A photocopy without the original, a 35 × 45 mm photograph from a visa booth, a form signed in blue ink or outside the box, a file whose particulars differ from the booklet, an address proof in a friend's name, and a passport that has been laminated, written on or has pages missing — that is a "damaged passport" application at AED 900.

5.Changes of name: marriage, Annexure J, divorce, corrections — and the spouse’s name on the passport

A change of particulars is a re-issue with the same fee and a longer document list, it is the renewal most likely to be sent to India for police verification, and the UAE has a wrinkle of its own: documents made in the UAE have to be attested by the Ministry of Foreign Affairs (MOFAIC) before an Indian mission relies on them, and Indian documents have to come through India's MEA and the UAE embassy there before a UAE office does.

Adding a spouse's name

The Indian passport prints the spouse's name. The classic route is the marriage certificate — one issued in India by the Registrar of Marriages, one issued by an Indian mission (the Consulate in Dubai solemnises and registers marriages), or a UAE certificate (a Sharia court, a church, or the civil marriage now available to non-Muslims in Abu Dhabi and Dubai) attested by MOFAIC (AED 150 a document, two to three working days) — with a copy of the spouse's passport. Since May 2025 there is a second route: Annexure J, a joint declaration with a joint photograph, for couples with no registered certificate. In the UAE the Consulate requires both spouses to appear and sign it before the consul; it then accepts it in lieu of the certificate. If the spouse is not Indian, their passport serves as identity.

Taking a spouse's surname

The marriage certificate or Annexure J again, the spouse's passport, and the re-issue is filed as a change of name. The Consulate's checklist for a change of name still lists the older proofs — newspaper clippings, a gazette notification, public documents in the new name — so read the current list before the appointment; where the new name already appears on the Emirates ID or the labour contract, bring them. A name changed in the UAE for other reasons (a court order, a deed) follows the same path with the attested order.

Divorce

The divorce decree — from an Indian court, or a UAE court judgment attested by MOFAIC with its legal translation — and the re-issue removes the spouse's name. A decree is not needed to drop a spouse's name on separation alone; a declaration in the mission's format covers it.

Correcting a date or place of birth

A passport that has carried a wrong date of birth or a misspelt name for years is corrected with the birth certificate, the school-leaving certificate or a court order, depending on what is wrong and by how much; a change of the date or place of birth is never tatkal and is usually referred to India. For anyone born on or after 1 October 2023 the birth certificate is now the only accepted proof of the date of birth, which matters for the UAE-born babies in the next section. Allow months, not weeks.

Parents' names and the address page

Two 2025 changes make this easier than it was: new booklets no longer print the holder's residential address on the last page (it is encoded in a barcode instead), and the parents' names are no longer printed either. A correction to a parent's name is still a change of particulars — birth certificate, school certificate, identity proofs — but the stakes have dropped.

The police verification that follows

Any change of name, and most changes of the Indian address, send the file for a report from the police station for the Indian address on record. The timelines section explains what that means; the practical advice is to make all the changes in one application, keep the Indian address current with a relative who will answer the door and the phone, and not to pay the tatkal surcharge on a change-of-name file.

6.Children: a baby born in the UAE, the 120-day clock, registration of birth, renewals and the 2026 one-passport rule

A child's application has three rules of its own: both parents sign and consent, the passport lasts five years (or until 18), and since the Citizenship (Amendment) Rules 2026, notified on 30 April 2026, a minor may not hold an Indian passport and a foreign one at the same time. In the UAE a fourth rule outranks the other three: the baby must have a passport, a residence visa and an Emirates ID within 120 days of the birth.

A baby born in the UAE to Indian parents

Here the UAE is the opposite of America: Emirati nationality is by descent (Federal Law 17 of 1972), so a child born in Dubai or Abu Dhabi to two Indian parents acquires nothing by being born there. The child is Indian by descent, and the Indian passport is not a choice but the only document the child can have. The one-passport rule of 2026 bites only in mixed families — an Indian parent and, say, a British or Filipino one — who must now pick one passport for the child rather than carry both. The sequence, with the UAE's deadlines:

  1. Birth certificate — the hospital's notification of birth, then the certificate from the health authority (MOHAP, DHA in Dubai, SEHA in Abu Dhabi), in Arabic and English, within 30 days of the birth before fines start.
  2. MOFAIC attestation of the English certificate (AED 150, two to three working days, online with UAE Pass); the Consulate's checklist asks for the certificate "attested by MOFA and MOHA".
  3. Registration of birth with the mission. File it online at indiancitizenshiponline.nic.in, print the form with the child's photograph and both parents' signatures, and submit it at the ICAC with the passport application. The Citizenship Act wants the registration within one year; after that it needs a further declaration and takes longer. The two missions registered 19,300 births in 2024 — 13,900 in Dubai and the northern emirates, 5,400 in Abu Dhabi.
  4. The first passport — a walk-in category at every ICAC, no appointment — with the attested birth certificate, the registration printout, both parents' passports, visas and Emirates IDs, the marriage certificate (where the parents hold different nationalities, at least one parent's passport must carry the spouse's name), a declaration signed by both parents that the child holds no other country's passport, two photographs of the baby (eyes open, white background, no hands in the frame — a white sheet and patience), and Annexure D if one parent is outside the UAE, with Annexure C from the parent applying. The fee is AED 295 for a child up to eight (the 10 per cent discount for a fresh issue), plus ICWF and AED 19.
  5. Residence visa and Emirates ID through the sponsoring parent — the employer's PRO or a typing centre; GDRFA in Dubai, ICP elsewhere — with the baby's passport and attested birth certificate. Miss the 120 days and the fine runs at AED 25 to AED 100 a day depending on the emirate (Dubai charges AED 50), and the baby cannot leave the country until it is settled.

A child under five gives a thumb impression in place of a signature; from five the child signs under the photograph, and both parents sign beneath.

Renewing a child's passport

The child's current passport, the attested birth certificate, both parents' passports and Emirates IDs, the parents' consent on the form (Annexure D again if one parent is away), UAE address proof, two photographs and the form signed by both parents, for AED 325 plus ICWF and AED 19. A child of 15 to 17 may take a ten-year passport at the adult fee. Minors do not give an affidavit of changed appearance — the whole point of five-year validity.

One parent, or parents apart

Where one parent cannot sign — abroad, separated, unwilling — Annexure C, a declaration by the applying parent, replaces the joint consent, with the custody order where there is one; the mission treats a single-parent minor file as a case to examine, so do not expect same-day. A parent who is not Indian signs the same consent with their own passport.

School and the five-year clock

A child's Indian passport expires between school years with no warning, and in the UAE the child's visa renewal cannot proceed on a passport with under six months. Renew in the spring, before the summer flight home and before the parent's own visa renewal, and keep the calendar entry at expiry minus six months for every child.

7.Tatkal, police verification and how long it really takes in the UAE

Two things decide the wait: whether the mission can re-issue on its own records, and whether the Indian police have to confirm something first. The UAE's good fortune is that the missions print passports locally, so a clean file is measured in days.

What the numbers mean: the Embassy's January 2025 clarification set out three to four working days for a normal re-issue with pre-verification and next working day, or the same day if lodged before noon, for tatkal with post-verification; the July 2026 fee guides quote five to seven working days for normal service at the new centres; and the Consul General in Dubai said on 5 August 2026, after the handover's "teething problems", that tatkal was taking up to three days, that genuine emergencies still got same-day issue, and that there would be "zero pendency" in tatkal. By 22 August 2026 the centres had processed 44,000 passport services in their first month and Al Hind said the backlog was cleared. Treat a week as normal for a normal file this autumn, and check the groups for last week's reality.

What triggers police verification

A re-issue with no change, on a passport the mission can see on its system, is granted on file; the missions are explicit that police verification is not usually required for a UAE renewal. The file goes for a report from the police station for the Indian address when there is a change of name, Indian address or appearance, when the passport is lost or stolen, when there is a pending court case or a discrepancy between form and record, when the previous passport was issued before the central database and cannot be matched, or when it expired more than three years ago. The verification happens in India, at the address, by the local police, and increasingly by telephone first: keep the Indian mobile number on the form live, and tell the relative at the address to expect the call and to have a copy of your passport and the ARN. A long-closed address, a village with nobody home: those are the files that take a quarter.

Tatkal

Tatkal is a re-issue with priority for a 100 per cent surcharge — AED 900 instead of AED 450 for 36 pages, AED 1,080 for 60 — and in the UAE it is a walk-in at every ICAC, first come first served, with the consular fee, ICWF and AED 19 paid at the counter. The missions decide whether a case qualifies; a change of date or place of birth and most changes of name do not, a lost passport is priced for tatkal (AED 1,350) but still waits for the lost-passport confirmation from India, and nobody refunds the surcharge when verification turns out to be needed. Bring the ticket and the reason — a death, a hospital admission, a visa renewal date — because same-day issue is now reserved for the file that proves it.

Short validity and the "pending" months

A mission can issue a short-validity passport to someone whose Indian records are under correction, so that the UAE residency can be renewed while India decides; renewal of a short-validity passport is never tatkal. Ask the mission's passport desk in writing before you book anything.

Tracking and asking

The portal shows the status by ARN; Al Hind answers on the appointment and the physical file (800 248517, support.ae@alhindglobal.com); the mission's passport desk answers on the decision; the Pravasi Bharatiya Sahayata Kendra helpline (800 46342, 24 hours) is for the Indian in difficulty rather than the file in a queue; and the MADAD portal is the formal grievance route when a file is stuck past the published time. Shouting at a counter in Bur Dubai moves nothing; the file is decided at Al Hamriya or in India.

8.Lost, stolen or damaged: the Dubai Police certificate, the higher fee, the Emergency Certificate and the outpass

A lost Indian passport in the UAE is a fortnight of admin and double the fee, not a crisis — unless your visa renewal or your flight is inside that fortnight, in which case the order of the steps matters.

Lost or stolen

  1. Get the police lost-passport certificate from the emirate where it was lost. In Dubai it is an online service of Dubai Police — the app, the website or a Smart Police Station — for AED 50 plus AED 20 (AED 100 more in person), issued within about three working days and valid for one month; the other emirates' police take the report at the station or on their apps. A sponsored resident is asked for a letter from the sponsor — on the company's letterhead in Arabic, or signed by the family sponsor with a copy of their passport — confirming the loss. Keep the reference; every later step asks for it.
  2. Tell the mission the same day, so the passport is cancelled on the system: a lost Indian passport used by someone else is your problem until it is.
  3. Apply for a re-issue "in lieu of lost passport" on the portal and at an ICAC with the police certificate and its legal English translation, Annexure F (the declaration of loss), a copy of the lost passport if you have one — photograph every passport's bio page the day you get it — your Emirates ID and visa copy, address proof and photographs.
  4. Pay the higher fee — AED 900 for 36 pages, AED 1,080 for 60, AED 775 for a child, each plus ICWF and AED 19 — and expect the mission to confirm the lost passport's particulars from India, which puts the file in the longer timeline. Tatkal is priced for a lost passport (AED 1,350) and the mission decides whether to allow it. The new passport comes with a new number and full ten-year validity.
  5. Fix the residence file. The residency itself is on the Emirates ID and in the GDRFA or ICP system, not in the lost booklet, but the file must be amended with the new passport's details before you fly — the "after" section has the service names.

Damaged

A passport that has been through the washing machine, is torn, has a loose page, has been written on or laminated is a damaged-passport re-issue: the same route, the damaged passport handed in, Annexure F describing how it happened, the Emirates ID and visa copy, and the lost-passport fee. A legible passport with one torn page is sometimes accepted as an ordinary re-issue; let the mission decide, and do not pre-pay the higher fee.

Urgent travel home: the Emergency Certificate

The Emergency Certificate is a one-way travel document to India, valid for the single journey, for AED 60 plus ICWF and AED 19, a walk-in category at every ICAC. The Consulate's list is short: the original passport (valid or expired) or the police lost report, the Emirates ID or visa copy, two photographs and the form. It is designed for the Indian who cannot wait for or is not entitled to a passport — a worker whose employer has vanished with the booklet, an overstayer regularising, someone under a deportation order, a death in the family with an expired passport — and it is the document the missions issued by the thousand during the UAE's 2024 amnesty (1 September to 31 December 2024: the Dubai consulate alone issued 3,589 Emergency Certificates and 2,117 passports and helped more than 15,000 people, with ECs free for amnesty seekers). It does not bring you back: you apply for a new passport at a Passport Seva Kendra in India and return on that, on a fresh UAE visa.

The outpass

A travel document is not enough to leave, because your entry record is tied to the lost passport: you also need an exit permit — the "outpass" — from GDRFA if your visa was issued in Dubai (through an Amer centre) or from ICP for any other emirate, against the EC or new passport, the police report, the ticket and two photographs. It costs roughly AED 250 to AED 300 and takes about two working days. A resident who has lost the passport but is not leaving does not need it; a resident with a new passport and an updated residence file flies normally.

After a loss

Tell the bank, the employer's PRO and anyone else who holds the number; keep the police reference with the new passport, because the next renewal's form asks for the previous passport's details and the lost one's number is still the answer; and if an Indian visa stamp of a third country was in the lost booklet, budget for a new one.

9.After the new passport: the residence file at GDRFA or ICP, the Emirates ID, the employer’s PRO, the bank, and the old booklet

The new booklet is the beginning of a short list, and in the UAE the first item is the one that gets people stopped at the airport.

  1. Amend the residence file with the new passport. The residency lives in the immigration system and on the Emirates ID, and both carry the old passport number until you change it. Outside Dubai it is ICP's "modification of current visa — passport information" on smartservices.icp.gov.ae or through a typing centre (Gulf News put the fee at AED 200 when it last itemised it; confirm on the day); the Emirates ID is regenerated with the new data when the modification is approved. In Dubai it is GDRFA's update of the resident's data, through the GDRFA app or an Amer centre, with a separate Emirates ID update at ICP. For an employee the company PRO does it as a matter of routine — hand over the new and the old passport for the day and get both back. Do it before the next flight: an airline checking the UAE residency against a passport number that no longer matches is the commonest "offloaded at the gate" story in the groups.
  2. The employer and MoHRE. The work permit and labour contract are linked to the passport number; the PRO updates them with the visa. Give HR a copy of the new passport for the file.
  3. The bank and the brokers. UAE banks tie the account to the passport and the Emirates ID and will freeze a card the month after the passport on file expires; upload the new copy in the app or at a branch the week it arrives, and the same for the credit card and the car loan. Indian banks want it too — the NRE/NRO account, the demat account and the mutual-fund KYC each hold a passport copy, and an expired one is a frozen account on a visit home.
  4. Driving licence, tenancy, school, telecom. The RTA or the emirate's licensing authority wants the current passport and visa at renewal; the landlord's Ejari renewal asks for the copy; the school updates its records; the telecom provider does not care until the Emirates ID changes.
  5. Aadhaar and PAN do not change with the passport; Aadhaar's name can be updated online if the name changed.
  6. Keep the cancelled old passport, always. It carries the entry stamps and, if it is old enough, the visa stickers that prove your residence history — the UAE's long-term visas, the OCI card one day, and India's own forms all ask for previous passports — and any valid visa for a third country in it is still the visa you travel on, with both booklets. After the last visa expires it goes in the safe, not the bin.
  7. The children. A parent's new passport changes nothing on a child's file; a child's new passport needs its own residence-file update, which the PRO or typing centre does with yours.
  8. The calendar entry: expiry minus twelve months, "renew Indian passport", and for each child, expiry minus six.

If you have taken another citizenship since

Very few Indians in the UAE naturalise there — the 2021 amendments to the nationality law open citizenship by invitation to investors and specialists, not by residence — but an Indian who has become a citizen of anywhere surrenders the Indian passport rather than renewing it: the surrender certificate (AED 145 plus ICWF and AED 19) is applied for at the same counter, and the penalty for a passport kept or used after naturalisation is counted per journey. 10.ECR and ECNR, emigration clearance, the police clearance certificate, attestations, the PBSK and the other things the same counter does

The ICAC counter and the portal handle more than the booklet, and in the UAE one of those services — the ECR stamp — decides whether a worker can board a flight to Dubai at all.

ECR and ECNR: the one that matters in the Gulf

Every Indian passport is either ECR (Emigration Check Required) or ECNR (Emigration Check Not Required). The UAE is one of the seventeen ECR countries listed by the Ministry of External Affairs — with Saudi Arabia, Qatar, Kuwait, Oman, Bahrain, Malaysia and others — which means an ECR passport holder leaving India for work in the UAE must first obtain emigration clearance from the Protector of Emigrants, filed on the eMigrate portal by a registered recruiting agent or the employer, and is checked for it at the Indian airport. ECNR holders fly on the visa alone. Who is ECNR: anyone with a tenth-standard or higher certificate, anyone over 50, an income-tax payer, holders of professional degrees and recognised diplomas, registered nurses, children under 18, dependants of ECNR holders, and anyone who has lived abroad for more than three years. The last category is why most long-term UAE residents qualify even without the school certificate: at renewal, tick the non-ECR box and attach the proof (the tenth certificate, or the passport's own three years of visas), and the new booklet comes out ECNR at no extra fee. A cleaner, a driver or a helper renewing on an ECR passport should do it now, because the next job offer's visa will wait for the clearance otherwise — the jobs guide for the UAE explains the eMigrate side.

Police clearance certificate

A PCC from the Indian mission — a certificate that the Indian police hold nothing against you — is applied for on the same portal, for AED 145 plus ICWF and AED 19, with the passport, the Emirates ID and visa copy and a photograph. Since August 2021 the Embassy no longer asks for a UAE police clearance alongside it. Who needs one: Canada's, Australia's and the UK's visa streams ask for a certificate from India for anyone who lived there as an adult; some UAE employers and free zones ask; a Gulf job elsewhere may. The certificate issues only after clearance from the police in India, with no fixed timeframe — apply the day the requirement appears. A UAE good-conduct certificate is a different document, from Dubai Police or the Ministry of Interior, and India's visa and immigration systems increasingly ask Indians abroad for both.

Attestations

Al Hind took over the attestation desk from SGIVS Global along with passports and visas, so the Indian mission's attestation of a document — a degree for the UAE equivalency, a power of attorney to sell property in India, an affidavit for a bank in India — is booked at the same site and the same counters. The order of stamps is unchanged: an Indian document for UAE use is attested in India (state Home Department or HRD, then the MEA, then the UAE embassy) and finally by MOFAIC here (AED 150 a document); a UAE document for Indian use goes MOFAIC first and then the Indian mission. A power of attorney executed in front of the consul is the format a registrar in India trusts most.

Registration of birth, marriage, and the rest

The registration of birth within a year (previous section), the registration and solemnisation of marriages at the Consulate, a certificate of identity (AED 180) for someone whose nationality has to be established, the pensioner's life certificate, a certificate based on passport when an Indian office wants the mission to confirm what the booklet says, and the surrender certificate (AED 145) for the newly foreign — all the same counter, each with its line in the fee schedule.

The Pravasi Bharatiya Sahayata Kendra

The former Indian Workers Resource Centre — opened in Dubai on 23 November 2010 and in Sharjah in August 2017, renamed the Pravasi Bharatiya Sahayata Kendra and run from the Consulate's own premises since 1 November 2020 — is the mission's welfare arm: a 24-hour helpline on 800 46342 (800 INDIA), WhatsApp +971 54 309 0571, free legal, financial and personal counselling, grievance registration against employers and recruiters, verification of job offers, and the people who actually got 15,000 Indians through the 2024 amnesty. A worker whose employer holds the passport, has stopped paying, or has disappeared starts there, not at the ICAC.

11.The two missions, the emirates each one covers, and the sixteen Al Hind centres

Your mission is fixed by the emirate you live in — the address on your Emirates ID and visa — and the centre by convenience inside that jurisdiction. The missions serve some 3.5 million Indians by the Embassy's count (more in recent estimates), about a third of the country's population.

Half the network sits inside Indian community associations — the Ajman, Umm Al Quwain, Sharjah, Kalba and Fujairah clubs and the RAK Relief Committee — which is where BLS's smaller counters were too; the Bur Dubai, Al Danah and Al Majaz centres are the new commercial ones. The old BLS addresses — Al Khaleej Centre on Mankhool Road, the Deira and KMCC counters, Shams Boutik on Al Reem, King Faisal Street in Sharjah — are closed; a taxi there finds a shuttered unit.

How the network came to be

Empost was the first outsourcer in 2009; BLS International held passports and visas from 2011 and SGIVS attestation from 2013; BLS was debarred for two years in October 2025 over court cases and complaints; a December 2025 tender went to Alhind Tours and Travels of Kerala on 15 May 2026 for three years at AED 19 per application, the lowest bid; two losing bidders went to the Delhi High Court and the Supreme Court ordered a standstill on 24 June 2026; so from 1 July 2026 the Embassy and Consulate took applications themselves — 1,500 a day, in tents, cash only, through a stopgap site called book.passportindiauae.com — until the centres opened on 22 July 2026 with nearly 2,000 bookings on the first morning. The contract promises an appointment within five working days and thirty minutes at the counter; the groups in each emirate carry last week's reality, and the Indians in the UAE page has the events, groups, businesses and city pages around each centre.

12.The mistakes that cost a visa, the scams, and the things nobody tells you

Mistakes

  • Letting the passport fall under six months before the visa renewal. The PRO cannot renew the residency; you renew the passport first, then the visa, and if the visa expires in between you are on grace-period days. Renew the passport with a year to run and the problem never arises.
  • Leaving the passport with the employer. It is unlawful for the company to hold it, and it is the commonest reason a renewal starts late. Ask in writing; call MoHRE on 80060 if refused.
  • Booking on the wrong site. The booking site is consularsevainuae.com; the July 2026 stopgap book.passportindiauae.com is history, and BLS's site takes no appointments. A "passport appointment" on any other domain is an agent's.
  • Going to the old BLS centre. Al Khaleej Centre, Deira, Shams Boutik, King Faisal Street: closed since June 2026. The sixteen ICACs are in the table above.
  • The form filled from memory. The place of birth, the parents' names and the previous passport's details must match the current booklet to the letter; "Bombay" stays "Bombay". A mismatch is a rejected file and a lost fee.
  • The photograph. A visa-booth 35 × 45 mm print, glasses, a grey background, a smile. Let the centre take it; it is inside the AED 19.
  • Undeclared changes. A new Indian address, a beard, a surname taken at marriage — declared, they are a longer process; undeclared, they are a refused file and a second fee.
  • One parent's signature on a child's form, blue ink, no copies, an unattested birth certificate. All sent home.
  • Flying on the new passport before the residence file is amended. The airline's check matches the passport number to the residency; a mismatch is a refused boarding. Update GDRFA or ICP first.
  • Waiting out the baby's 120 days. Birth certificate in 30 days, MOFAIC attestation, registration, passport, visa, Emirates ID: start in the first week, because the fines run daily and the baby cannot travel until it is done.

Scams

  • Paid appointments. Agents, typing centres and social-media accounts selling ICAC slots for AED 100 to AED 500, often using the Embassy's crest. The missions' warning of 11 July 2026 is unambiguous: such campaigns are "completely fake and unauthorised" and there is no fee to book. Someone selling a slot has booked it with your details and is selling you your own queue.
  • "Passport Seva" look-alike sites ending in .com, .ae or .org that charge to fill the free form and sometimes for nothing. The portal is passportindia.gov.in and its missions-abroad site.
  • "PRO services" promising tatkal for an excluded case or "no police verification". The agent fills the form; the mission decides on the facts, and the surcharge is not refunded.
  • "Consulate" or "ICP" phone calls demanding a payment to avoid cancellation of the passport, the visa or the Emirates ID, often from a spoofed 04 or 02 number. Neither the mission nor a UAE authority telephones for money. Hang up; report it to the eCrime portal or Dubai Police.
  • Courier texts asking for a "customs fee" or "redelivery fee" to release your passport: Al Hind's courier is inside the AED 19 and nobody collects money by text link. Track the real reference on the real site.
  • Attestation and "ECNR stamp" agents charging thousands of dirhams for a process that is a re-issue with a tenth-standard certificate. The ECNR change costs nothing beyond the renewal.

Things nobody tells you

  • The UAE missions print passports locally, which is why a clean re-issue here takes days where the US takes weeks; the same person moving to Houston will wait two months for the next one — the US passport-renewal guide explains why, and the UK guide has the London version.
  • The cancelled old passport comes back with the new one; if it does not, write to Al Hind the same day, because the stamps in it are your residence history.
  • The Sunday collection counter is for collection only; nobody will take a new file on a Sunday however early you arrive.
  • Children's renewals are the ones families forget, and the child's visa renewal refused on a four-month passport is the renewal everyone then does as a tatkal walk-in.
  • Seniors over 60 walk in without an appointment, and a fresh passport for a senior carries the same 10 per cent discount as a child's.

Questions people ask

How much does it cost to renew an Indian passport in Dubai or the UAE in 2026?
Since the 1 July 2026 fee revision a 36-page adult booklet costs AED 450 (AED 630 for 60 pages), plus AED 8 for the Indian Community Welfare Fund and Al Hind’s AED 19 all-inclusive service charge — AED 477 in all, and the AED 19 covers the photographs, photocopies and the courier. Tatkal is AED 900 (AED 927 all-in); a child’s passport AED 325 (AED 295 for a fresh issue under eight); a lost or damaged adult passport AED 900. Before July the normal fee was AED 285. Confirm the figures at the counter on the day.
Is BLS International still handling Indian passports in the UAE?
No. BLS International was debarred in October 2025 and its contract ended on 30 June 2026; SGIVS Global, which handled attestations, ended with it. Since 22 July 2026 Indian passport, visa, attestation and other consular applications in the UAE go to the sixteen Indian Consular Application Centres run by Alhind Tours and Travels, booked free at consularsevainuae.com. The old BLS centres — Al Khaleej Centre in Bur Dubai, Deira, Al Reem, King Faisal Street in Sharjah — are closed.
How long does Indian passport renewal take in the UAE?
Days, not weeks, for a clean re-issue: the missions’ own benchmark is three to four working days, and the July 2026 guides quote five to seven working days at the new centres — allow a week to ten days door to door this autumn. Tatkal, a walk-in service, was taking up to three days in August 2026, with same-day issue for a documented emergency. Anything that triggers police verification in India — a change of name or Indian address, a lost passport, a pending court matter — takes weeks to months, and tatkal does not shorten it.
How do I book an Al Hind (ICAC) appointment for an Indian passport in the UAE?
Fill the form first on the Passport Seva portal for missions abroad (mportal.passportindia.gov.in/gpsp), upload the photograph and documents, print it with the ARN, then book at consularsevainuae.com, where slots are released at 9am and 9pm from Monday to Saturday and Al Hind must offer one within five working days. Choose a centre inside your mission’s jurisdiction, arrive 15 minutes before the slot, and expect about 30 minutes at the counter. Tatkal, newborn, Emergency Certificate and over-60 applicants walk in without an appointment.
What documents do I need to renew an Indian passport in the UAE?
The printed, signed application with the ARN; the current passport with copies of the first and last pages and any visa page; the Emirates ID (both sides) and a printout of the residence visa; proof of the UAE address — the Consulate names a DEWA or SEWA bill or a title deed in your own, your spouse’s or your parent’s name, and centres also take the Ejari tenancy or an employer’s letter; two 51 mm × 51 mm ICAO photographs on a white background (the centre takes them for free); and the annexures for your case — Annexure F for a lost passport, Annexure J or the marriage certificate for a spouse’s name. Copies are self-attested; no notary.
Can I renew my UAE residence visa if my Indian passport has less than six months left?
No. GDRFA and ICP require the sponsored person’s passport to be valid for more than six months (180 days) before a residence visa is issued or renewed, so a short passport sends you to the Indian centre first. Renew the Indian passport — a few working days, or tatkal as a walk-in — then renew the visa, and if the visa lapses in between you are using grace-period days (30 to 180 depending on the category) before the AED 50-a-day overstay fine starts. The simplest protection is to renew the passport with a year to run.
Can a child born in Dubai get an Indian passport, and what is the deadline?
A child born in the UAE to Indian parents is Indian by descent — UAE nationality is by descent and birth there confers nothing — so the Indian passport is the child’s only document. Get the birth certificate within 30 days, have the English copy attested by MOFAIC, register the birth with the mission online (indiancitizenshiponline.nic.in, within one year), and apply for the passport as a walk-in at any ICAC with both parents’ passports, visas and Emirates IDs, the marriage certificate and a declaration that the child holds no other passport (AED 295 for a child under eight). The residence visa and Emirates ID must follow within 120 days of the birth or fines of AED 25 to AED 100 a day run.
What do I do if my Indian passport is lost in Dubai?
Get the lost-passport certificate from Dubai Police online or at a Smart Police Station (AED 50 plus AED 20; AED 100 more in person), with a sponsor’s letter if you are sponsored, tell the Consulate so the passport is cancelled, then apply for a re-issue in lieu of lost passport at an ICAC with the police certificate and its English translation, Annexure F, a copy of the old passport, your Emirates ID and visa copy and photographs, at AED 900 for 36 pages plus ICWF and AED 19. Expect confirmation from India before issue. If you must fly to India at once, the Emergency Certificate (AED 60) is a walk-in, but you also need an exit permit from GDRFA or ICP.
Do I need to update my UAE visa and Emirates ID after I get a new Indian passport?
Yes, before your next flight.
