Indian passport renewal in Saudi Arabia (2026): VFS centres, the new SAR fees, tatkal, the Absher update, children and lost passports

An Indian in Saudi Arabia renews the passport through the Embassy in Riyadh (Riyadh, the Eastern Province, Qassim, Hail, Al Jouf and the Northern Borders) or the Consulate General in Jeddah (Makkah, Madinah, Tabuk, Asir, Jizan, Najran and Al Baha), and every application is lodged at a VFS Global centre — VFS is still the provider in October 2026, although a new tender closes on 26 October. Fill the form on the Global Passport Seva portal, upload an ICAO photograph, book a VFS slot, and bring the old passport, a copy of your valid iqama and three photographs. Since the 1 July 2026 fee revision a 36-page adult booklet costs SAR 460 (SAR 919 tatkal), plus SAR 8 for the Indian Community Welfare Fund and VFS’s SAR 13 — SAR 481 in all. A clean renewal takes 15 to 20 working days; tatkal three. Then update the new passport number on Absher before you travel, because the iqama is tied to it.

1.When to renew, and why an expiring Indian passport matters more in Saudi Arabia than at home

Correct or addContents ↑

An Indian passport is valid for ten years for an adult and, since the Passports (Amendment) Rules notified on 15 September 2026, five years or until the eighteenth birthday, whichever comes first, for a child under fifteen; a 15-to-17-year-old may still choose a ten-year booklet at the adult fee. Both missions in Saudi Arabia accept a renewal — a "re-issue", in the portal's language — at any time in the last year of validity or after expiry, and earlier if the pages are full or a particular has changed. A passport that expired more than three years ago needs a sworn affidavit explaining the delay (the Embassy's AFF 7, the Consulate's Form 10). Nothing is gained by waiting: the new ten years run from the new issue date, not from the old expiry.

Saudi Arabia is one of the places where the passport is wired into your right to be in the country, which is why the groups' advice is to renew with a year to run rather than at the last moment.

  • Your iqama is tied to a passport number. The residence permit lives in the Jawazat (General Directorate of Passports) system against the passport you entered on. When you get a new booklet, the iqama still points at the old number until somebody updates it — through Absher, or by your employer — and until then exit re-entry visas, the airport check and half the government services you touch are looking for a passport you no longer use. The "after" section explains how.
  • An exit re-entry visa wants a passport with time left. Jawazat requires at least 90 days of passport validity before it issues an exit re-entry visa, according to the KSA Expats summary of the rule (March 2024; confirm on Absher before you book a flight). A passport inside its last three months is a cancelled holiday.
  • The passport must be in your hand. Saudi labour rules forbid an employer to keep a worker's passport. Since the revised schedule of penalties took effect in February 2026, the fine is SR 1,000 per worker for establishments of up to twenty workers, SR 2,000 for 21 to 49 and SR 3,000 for fifty or more (SR 2,000 in the domestic sector), as Migrant-Rights reported on 20 May 2026. You cannot renew without handing the original in at the VFS counter yourself, so a company that "keeps the passports in the office" is the commonest reason a renewal starts late.
  • Children's booklets run out fast. A passport issued to a baby in Riyadh expires before the child finishes primary school, and the child's iqama renewal needs it.

Who renews here

The Embassy puts the Indian community in the Kingdom at about 2.74 million, and the two missions' passport load keeps growing: 191,625 passport services in 2023, 220,938 in 2024 and 239,167 in 2025, by the Embassy's own count in its September 2026 tender. Everything is done inside the Kingdom, without a trip to India — and the Embassy's citizen's charter puts an ordinary re-issue at 15 to 20 working days.

2.The fees after 1 July 2026: the riyal table, the SAR 8 and the SAR 13 on top, and what VFS’s extras cost

Correct or addContents ↑

India revised every passport fee on 1 July 2026 — the Passports (Amendment) Rules notified as G.S.R. 156(E) on 20 June 2026, the first increase since 2012. At missions abroad the schedule is fixed in US dollars (a 36-page adult re-issue went from US$75 to US$125, tatkal to US$250, a lost passport to US$250), and the Embassy and the Consulate convert it into riyals at about SAR 3.68 to the dollar, which is how SAR 276 became SAR 460. Both missions publish the same table; every application also pays the Indian Community Welfare Fund contribution of SAR 8 per document and VFS Global's compulsory service fee of SAR 13 for a passport service (SAR 15 for attestation and miscellaneous services), inclusive of taxes. Confirm on the day: the figures below are read from the missions' fee pages in October 2026.

In rupees the same revision took a 36-page booklet issued in India from ₹1,500 to ₹2,500; the Saudi price, roughly ₹11,000, is the dollar schedule, not a Gulf surcharge. The over-60 discount applies only to a fresh passport, never to a re-issue.

VFS's optional extras

Both missions print VFS's menu, and it is short: form filling SAR 30, four photographs SAR 15, SMS updates SAR 1, photocopies SAR 1 a page, printing SAR 2 a page, and courier return SAR 45 on the Embassy's page (SAR 40 on the Consulate's). None is compulsory. If you upload your own ICAO photograph and bring your own copies, the SAR 13 is the whole of VFS's bill.

Paying

The missions' pages say fees are paid in Saudi riyals, in cash, at the VFS counter, and are not refunded if the application is withdrawn or refused — including the tatkal surcharge when a case turns out to need verification. Bring exact cash; ask the centre about cards before relying on one.

The old table that will not die

Search results and several "2026" blogs still print the pre-July table — SAR 276 for 36 pages, SAR 827 tatkal, SAR 551 for a lost passport — and at least one, updated in July 2026, cites a gazette number that does not match the notification. The missions' own fee pages are the only authority; if a typing office quotes SAR 276, it is quoting last year.

What nobody may charge you

The appointment is free. The Embassy warned in March 2025 about a social-media handle and a Protonmail address collecting money in its name; its genuine addresses all end in mea.gov.in. The portal is passportindia.gov.in and its Global Passport Seva site; the booking is on VFS's Saudi India site; the counters are the VFS centres listed below.

3.Step by step: the Global Passport Seva portal, the ICAO upload, the VFS slot, the counter and the collection

Correct or addContents ↑

The renewal is online first, then in person, and the two halves use different systems: the Ministry of External Affairs' portal for the form, VFS Global's appointment site for the slot and the counter. Neither mission takes passport applications at its own building; the Embassy's working-hours page says plainly that consular services are outsourced to VFS and that it accepts only OCI and diplomatic visa files itself.

  1. Register on the Global Passport Seva portal (mportal.passportindia.gov.in/gpsp) and create a user ID. Since 24 October 2025 applicants in Saudi Arabia use GPSP Version 2.0, and the Consulate's guidelines are specific: upload an ICAO-compliant photograph (or share the soft copy with VFS), a scanned signature, and all the supporting documents before you submit. The photograph is 630 × 810 pixels, colour, white background, face filling 80 to 85 per cent of the frame, eyes open, mouth closed, no glasses, no shadow, head covering only for religious reasons with the whole face visible.
  2. Choose the right mission. The form asks for the Embassy of India, Riyadh, or the Consulate General of India, Jeddah — fixed by where you live, not by where your company is registered (the centres section has the map). A Dammam resident filing to Jeddah is sent back.
  3. Fill it exactly as the current passport prints your particulars — the spelling, the place of birth, the previous passport's number, date and place of issue. Declare a change of name, Indian address or appearance where it is true; most changes need the Embassy's prior approval (the name-change section). Answer the ECR question honestly; the ECNR route is in its own section.
  4. Submit and print the application with its ARN and paste a photograph in the box. Do not sign it at home: the Embassy's instruction is that signatures are affixed before the VFS submission officer. The old Personal Particulars form is not needed for an online application.
  5. Book the slot on VFS's Saudi India site. Both missions describe the slots as "limited"; book the day you print. Tatkal is a walk-in at the centres that offer it (the tatkal section), and the Hail centre takes passport files without an appointment.
  6. Attend in person. Personal presence is compulsory for an adult. Bring the printout, the originals, one set of copies and cash. The counter checks the file against the checklist, takes your signature, the fee, the SAR 8 and the SAR 13, and gives you a receipt with the tracking reference.
  7. Track by the VFS reference on VFS's tracking page and by ARN on the portal. When the passport is ready, collect it at the same centre — collection hours at most centres are 15:00 to 17:00 on working days — or pay the courier fee at submission. The old passport comes back cancelled, with its stamps intact; keep it.
  8. The day it arrives, check the spelling against the old booklet, then go straight to the "after" section: the Absher update comes first, before any flight.

Timing a trip

The passport is out of your hands from the counter to collection — three to four weeks for an ordinary re-issue, longer for anything verified in India. Do not book travel for that window, and do not let your exit re-entry visa or iqama renewal fall inside it; in a genuine emergency, tatkal is a walk-in and the Emergency Certificate exists for the one-way journey home.

4.The documents for a standard renewal, the photographs, and the iqama printout that saves a second trip

Correct or addContents ↑

The missions' checklists are the authority and VFS enforces them at the counter. For an adult renewing on expiry, or because the pages are full, with no change of particulars, the Embassy's and the Consulate's lists are the same, and short.

  • The printed online application with the ARN, a photograph pasted in the box, unsigned until the counter.
  • Three recent photographs, 2 × 2 inches (51 × 51 mm), white background — the size both missions' checklists still print — on top of the ICAO image you uploaded. VFS takes four for SAR 15, which is the simplest way to get them right; a 35 × 45 mm print from a visa booth is the wrong size for this checklist.
  • The original passport, including any additional booklet stapled to it. It travels with the file.
  • Photocopies of the passport — the first two and last two pages, and every page with an observation by the passport authority.
  • A copy of your valid iqama, with the original shown at the counter. The Embassy also suggests the printout of your iqama's validity from the Ministry of Interior's iqama-expiry query; it costs nothing and answers the commonest question at the counter before it is asked.
  • The prescribed fee in cash, the SAR 8 and the SAR 13.
  • A sworn affidavit (the Embassy's AFF 7, the Consulate's Form 10) if the passport expired more than three years ago.

That is all for a clean renewal. Neither mission's re-issue checklist asks for an employer's letter or NOC — the sponsor letter appears only for an Emergency Certificate (an undertaking to arrange the exit visa) and, in practice, in the Jawazat paperwork for a lost passport. If a typing office tells you otherwise, ask to see the line on the Embassy's page.

What changes the list

  • A change of name or spouse's name — the marriage certificate or the Joint Photo Declaration, and the rest of the next section.
  • ECR to ECNR — the tenth-standard certificate or the proof that your years abroad were cleared through eMigrate (the ECR section).
  • A minor — Annexure D, both parents' passports and iqamas (the children's section).
  • A lost or damaged passport — Annexure F, the Jawazat or police report with its legal English translation, and the Jawazat printout of your residency (the lost-passport section).

If your iqama has lapsed

Both checklists assume a valid iqama, and a renewal on an expired one is a file the counter may refuse. If the iqama has expired because the employer has not renewed it, take the Absher printout of your residency status and talk to the Embassy's Community Welfare Wing (its open house runs 9.00 am to 12.30 pm on working days without an appointment) before you book — the passport is usually the smaller of your problems, and the welfare wing deals with the larger one.

If the employer has your passport

You must attend in person with the original, so get it back first. A written request with the VFS appointment confirmation attached usually works; it is the employer who is breaking the rules, and the fines listed in the first section are per worker. If it does not, the Embassy's labour desk (+966 11 480 4554, labour.riyadh@mea.gov.in; in Jeddah +966 12 261 4093) and the MADAD portal take the complaint. Do not let a company representative lodge the file with your passport in his bag; the applicant signs at the counter.

What is not accepted

A photocopy without the original, a form signed at home, a photograph in the wrong size or with glasses, a file whose particulars differ from the booklet, an iqama copy with no original, and a passport that has been laminated, written on or has pages missing — which is a damaged-passport file at SAR 919, not a renewal at SAR 460.

5.Changes of name: marriage, the Joint Photo Declaration, divorce, corrections — and the prior approval the Embassy wants

Correct or addContents ↑

A change of particulars is a re-issue with the same fee and a longer document list, it is the renewal most likely to be referred to India, and in Saudi Arabia it carries one rule that surprises people: the Embassy's prior approval is required for a change of particulars such as the name, a parent's name or the spouse's name. Three changes are exempt from prior approval — a change of address (with proof), adding a spouse's name (with proof) and splitting a name (with two documents in the split form). Tatkal is not available for any change of name at either mission.

Adding a spouse's name

Bring a marriage certificate or a Joint Photo Declaration signed by husband and wife — the format the 2025 forms call Annexure J, which lets couples without a registered certificate add each other's names — and a copy of the spouse's passport or Aadhaar. A marriage certificate issued in India must first be attested by the State Home Department and the Ministry of External Affairs (or one of its branch secretariats); a marriage contract issued in the Kingdom should carry the Saudi Ministry of Foreign Affairs' attestation and a legal English translation, as the missions ask for other Saudi-issued certificates. The Embassy also registers marriages and attests marriage certificates (SR 37 on its attestation page, plus SAR 8 and VFS's SAR 15).

Taking a spouse's surname (the Embassy's "Category 1")

A woman changing her surname after marriage, a divorcee or widow returning to her maiden name, and a remarried applicant changing surname file under Category 1, with: - the marriage certificate or the Joint Photo Declaration (marriage); the divorce decree (divorce); or the decree or the first spouse's death certificate plus the remarriage certificate or declaration (remarriage); - an affidavit regarding the change of surname; - a copy of the husband's passport or Aadhaar in a marriage or remarriage case; - three photographs, the original passport, copies and the iqama, in person.

A divorce decree from India must carry the same State Home Department and MEA attestation as a marriage certificate.

Any other change of name ("Category 2")

A new given name, a dropped or added surname, a change for any other reason needs, on top of the usual file: - at least two public documents already issued in the new name; - the change advertised in two leading daily newspapers — one popular daily in Saudi Arabia and one at your permanent address in India — in the wording the Embassy prints on its page, or a notification in the Indian Union or State Gazette in place of the Indian newspaper.

Corrections of date or place of birth

The Consulate's page says a correction of the date or place of birth is considered "only in certain deserving cases": with the birth certificate, the school-leaving certificate or a court order, depending on what is wrong and by how much, and usually with a reference to India. For anyone born on or after 1 October 2023, the birth certificate is now the only accepted proof of date of birth — which matters for babies born in the Kingdom (next section). Allow months.

Parents' names, appearance, signature, address

Each is a listed "change in existing particulars" on both missions' re-issue pages. A changed appearance or signature is declared on the form; a new Indian address needs proof and is the change most likely to send the file for police verification at that address.

The verification that follows

Most changes of name and of Indian address mean a report from the police station for the Indian address on record; the Embassy's charter puts a re-issue with a change of particulars at two to six weeks, "subject to the clearance from the concerned Indian authority". Make every change in one application, keep the Indian address current with a relative who will answer the phone, and never pay for tatkal on a change-of-name file — it is refused.

6.Children: a baby born in Saudi Arabia, the Civil Affairs certificate, registration with the mission, renewals and the 2026 one-passport rule

Correct or addContents ↑

A child's application has three rules of its own: both parents consent, the passport lasts five years or until eighteen, and since the Citizenship (Amendment) Rules notified on 30 April 2026, a minor may not hold an Indian passport and a foreign one at the same time. In Saudi Arabia a fourth fact frames the rest: a child born in the Kingdom to two Indian parents does not become Saudi by being born there. The Indian passport is not a choice but the only document the child can have, and the child's iqama cannot be issued without it.

The sequence for a baby born in Saudi Arabia

1. Saudi birth registration. The hospital issues the birth notification; the parent then registers the birth with Civil Affairs — online through Absher (Civil Affairs → Birth Registration), with the certificate delivered to your address. The Standard's November 2024 guide to the Ministry's rules says to submit within a month of the birth, with a SAR 30 fee after thirty days; confirm the current rule on Absher. 2. Saudi attestation. The Indian missions want the Birth Registration Certificate issued by the Directorate General of Civil Affairs, attested by the Saudi Ministry of Foreign Affairs, with its English translation in original, and the original certificate itself. 3. Registration of birth with the mission. File the request under section 4(1) of the Citizenship Act (citizenship by descent) online at indiancitizenshiponline.nic.in, print it, and have it attested by the consular officer. The birth must be registered within one year. After that it is a late registration: one parent meets the consular officer with a letter explaining the delay. The mission issues an extract of the birth certificate recording the child as an Indian national. 4. The first passport, filed at the same time on the GPSP portal, with: - the printout signed by both parents and the baby's thumb impression in the signature box — the left thumb for a boy, the right for a girl, per both missions' pages; - Annexure D signed by both parents — or Annexure C where one parent is not available, for the reasons the annexure lists; - the attested Saudi certificate, translation and original; the parents' marriage certificate (the Consulate asks for an attested copy); - both parents' passports and iqamas (copies, originals shown) — and at least one parent's passport must carry the spouse's name; - three 2 × 2 inch photographs of the baby: awake, eyes open, white background, nobody's hands in the frame — a white sheet and patience. The late-registration checklist says 3.5 × 4 cm instead; bring what your checklist prints. 5. The child's iqama follows on the sponsoring parent's file through Absher, with the new passport.

The fee is SAR 298 for a fresh passport for a child up to eight, plus SAR 8 and SAR 13 — SAR 319 in all — and the Embassy's charter allows 15 to 20 working days, with birth registration itself two to five. The Embassy says there is no need to bring the baby to the VFS centre; the Consulate's checklist asks for both parents and the child at submission. Follow your own mission's page.

Mixed families and the one-passport rule

Where one parent is not Indian, the Embassy asks for a certificate from that country's embassy that the child has not been registered as its citizen or issued its passport. Since 30 April 2026 that is no longer a formality: the child may hold only one passport, and the Indian one is issued only on both parents' acknowledgement that the child holds no other.

Renewing a child's passport

The child's current passport, both parents' passports and iqamas (copies, originals shown), Annexure D signed by both parents with both present — or either parent present with both passports — or Annexure C for a single parent, at least one parent's passport endorsed with the spouse's name, the original iqama, three photographs and the form. The fee is SAR 331 (SAR 352 all-in) for a five-year booklet; a 15-to-17-year-old may take a ten-year one at the adult fee. The Consulate's minors page asks for both parents and the child in person.

The calendar

A child's Indian passport expires between school years with no warning, and the child's iqama cannot be renewed on it. Put the expiry in the calendar at minus six months, and renew before the summer flight home.

7.Tatkal, police verification and how long it really takes in Saudi Arabia

Correct or addContents ↑

Two things decide the wait: whether the mission can re-issue on its own records, and whether the police in India have to confirm something first. The Embassy's citizen's charter — the right-to-information schedule it published in May 2026 — gives the targets.

CaseEmbassy's target (approximate)
Re-issue, normal, where pre-police verification is not required15–20 working days
Re-issue with a change of particulars2–6 weeks, subject to clearance from the Indian authority
Fresh passport for a newborn15–20 working days
Tatkal3 working days, if the applicant is eligible
Passport in lieu of lost or damaged2–6 weeks, subject to clearance
Emergency Certificate2–5 working days (the EC page itself says same-day delivery)
Indian police clearance certificate2–5 working days; up to 30 working days where police verification is needed
Birth registration2–5 working days

Add the wait for a slot and the collection day, and allow a month door to door; the groups carry last month's reality.

Tatkal — where and how

Tatkal is a re-issue with priority for a surcharge that roughly doubles the fee — SAR 919 instead of SAR 460 for 36 pages, SAR 1,103 for 60, SAR 791 for a child — and in Saudi Arabia it is a walk-in: - Embassy jurisdiction: at the Riyadh (Umm Al Hamam) and "Dammam" centres, as the Embassy's re-issue page names them, without an appointment, Sunday to Thursday, 9.00 am to 12.30 pm. "Normally, Tatkaal passports are issued in three working days," the Embassy says, excluding the day of submission. - Consulate jurisdiction: only at the Jeddah (Hail Street) centre, Sunday to Thursday, which the Consulate advertises as same-day delivery for eligible cases.

What tatkal will not do: it is not available for any change of name; the Embassy does not offer it for a lost passport and allows it for a damaged one only "in certain cases" at Umm Al Hamam; the Consulate allows lost or damaged tatkal only with its prior approval. (Those two pages still print old surcharges — SAR 552 in Riyadh, SAR 563 in Jeddah; the July 2026 fee table puts a lost 36-page tatkal at SAR 1,379 in total.) And nobody refunds the surcharge if the case turns out to need verification. Bring the reason — a ticket, a hospital letter, an exit re-entry date — because eligibility is the mission's decision, not the counter's.

What triggers police verification

A re-issue with no change, on a passport the mission can see on its system, is granted on file — the charter's 15 to 20 days. The file goes for a report from the police station for the Indian address on record when there is a change of name, Indian address or appearance, when the passport is lost or stolen, when it expired long ago or was issued before the central database, when there is a court case or a discrepancy between form and record, or for a first passport with a doubt in it. The verification happens in India, increasingly by telephone first: keep the Indian mobile number on the form live, and tell the relative at the address to expect the call and to have a copy of your passport and the ARN. A long-closed address and a village with nobody at home are the files that take a quarter.

Tracking and asking

  • VFS answers on the appointment, the file and collection: 920006948 for the Embassy's centres (info.inriyadh@vfshelpline.com), 011 520 4886 for the Consulate's (info.injeddah@vfshelpline.com).
  • The Embassy's passport desk answers on the decision: +966 11 488 4144, extension 313 for passport matters, 116 or 101 for a lost passport, change of name or late renewal.
  • The Consulate's passport desk takes status enquiries between 4 and 5 pm on working days on 012 663 4265, or at passportenquiry.jeddah@mea.gov.in.
  • MADAD, the Ministry's grievance portal, is the formal route when a file is stuck past the charter's time.

8.Lost, stolen or damaged: the Jawazat report, the higher fee, the Emergency Certificate, and huroob and travel-ban checks

Correct or addContents ↑

A lost Indian passport in Saudi Arabia means a month of admin, double the fee and a visit to the Jawazat, because the Absher shortcut for a renewed passport does not cover a lost one.

Lost or stolen

1. Report it to the Saudi authorities. The General Directorate of Passports said in August 2026, answering a resident on its X account, that residents should book an appointment and visit their local passports office to obtain a loss report and a computer-generated slip, then contact their embassy. Where the passport was stolen, a police report too. 2. Tell the mission the same day, so the booklet is cancelled on the system — the Embassy's line for lost passports is +966 11 488 4144, extension 116 or 101. 3. Apply for a passport "in lieu of lost" on the GPSP portal and at a VFS centre with: - Annexure F — the affidavit for a passport in lieu of a lost or damaged one (the Consulate's page calls it Form 12); - the Jawazat or police report with its authorised English legal translation; - the Jawazat printout of your iqama details or residency status, also with a legal English translation; - two 2 × 2 inch photographs, a copy of the lost passport if you have one — photograph every passport's bio page the day you get it — and a copy of your valid iqama (original shown). 4. Pay the higher fee: SAR 919 for 36 pages, SAR 1,103 for 60, SAR 791 for a child, each plus SAR 8 and SAR 13. The Embassy's charter allows two to six weeks, because the lost passport's particulars are confirmed from India. Tatkal is not offered for a lost passport in the Embassy's jurisdiction; the Consulate considers it only with prior approval. 5. Update the residence file at the Jawazat in person. Absher's online passport update is barred where the previous passport was lost; book the Jawazat appointment with the new passport and the loss report.

Damaged

A passport that is torn, washed, written on or laminated, or has a loose page, is a damaged-passport re-issue: Annexure F, the original damaged passport, copies, the iqama and photographs, at the lost-passport fee. Let the mission decide whether one torn page is really damage.

The Emergency Certificate

The Emergency Certificate is a one-way travel document to India, issued to Indians on a visit visa whose passport is lost, damaged, expired or full, and to anyone who must leave and cannot wait for a passport. The fee is SAR 56 plus SAR 8 (the Consulate's page says SR 57), the time "same day" on the mission's page, and the file needs the form, a copy of the passport (the original if you have it), photographs, and — unless you are on a visit visa — a copy of the final exit visa or a letter from the sponsor undertaking to get one issued. The Embassy accepts EC applications at the chancery 9.00 am to 1.00 pm and at the VFS centres in Dammam, Al Khobar, Jubail, Buraidah and Hail; the Consulate at its own counter, 9.00 am to 12.30 pm. An EC cancels the existing passport; you apply for a new one in India and return on a fresh visa.

Huroob, "absent from work" and travel bans

A worker reported huroob — absconding, now "absent from work" — cannot simply be given an exit, whatever the passport. Since July 2025 Qiwa gives a worker whose contract has ended 60 days to transfer, leave or sign a new contract before the status changes automatically, and an employer may file the report only while the iqama has at least 60 days left (Gulf News, 31 July 2025). Check your status before you plan anything: the Embassy links the Ministry of Human Resources' huroob query (domestic workers' status is checked with the Jawazat), and Absher shows any service suspension or travel restriction against your iqama number. The Embassy runs an online request for a final exit for people with an expired iqama or huroob status, and its Community Welfare Wing takes travel-ban and court cases. The Indian Community Welfare Fund can pay, on a means-tested basis, for air passage, emergency medical care, initial legal help and penalties for illegal stay where the worker is not at fault — ask the welfare wing, not VFS.

Afterwards, keep the Jawazat report with the new passport: the next renewal's form asks for the lost one's details.

9.After the new passport: the Absher update, the employer and Muqeem, the exit re-entry visa, the bank, and the old booklet

Correct or addContents ↑

The new booklet is the beginning of a short list, and in Saudi Arabia the first item is the one that keeps people off planes.

1. Update the passport on your iqama record. Since April 2025 Absher has carried an online service for an expatriate's renewed passport — My Services → Passports → Resident Identity Services → update passport information. Gulf News reported it on 10 April 2025 with these terms: - it costs SAR 69 including VAT and is filed by the employer for a worker, using the employer's Absher account, after uploading a clear photograph of the new passport, from which the system reads the number and expiry; - it is for residents aged 18 and over and can be used once every five years per person; - the declaration confirms that the old passport was not lost, that there is no "absence from work" report, no unpaid traffic violation on the iqama and no security restriction on either party; - it is not available — so the Jawazat in person it is — where the old passport was lost, where a second passport was issued within five years, or where the old passport carried family members who now have passports of their own. A company's PRO usually does this as a routine through the employer's Absher or Muqeem account; hand over the new passport and get both booklets back the same day. 2. Dependants. Your wife's and children's iqamas sit on your file; when their passports are renewed, you update their records as the head of the family — through Absher, or at the Jawazat in the cases above. Do the children's at the same time as yours. 3. Before you fly, check. Log in to Absher and make sure the profile shows the new number. Jawazat requires at least 90 days of passport validity for an exit re-entry visa (KSA Expats, March 2024), and the airline's and the airport's checks match the passport to the iqama record. Carry the cancelled old passport on the first trip, in case a visa or an entry stamp you need is in it. 4. The employer and the contract. Give HR a copy of the new bio page for the file; Qiwa and GOSI know you by your iqama number, so HR's job is mostly the copy in your personnel file. 5. Banks. Saudi banks hold your iqama and a passport copy for their KYC; update them when the app asks, and before any loan. Indian banks are stricter: the NRE and NRO accounts, the demat account and the mutual-fund KYC each hold a passport copy and freeze on an expired one during a visit home. Upload the new one through the NRI desk the week it arrives. 6. Aadhaar and PAN do not change with the passport; Aadhaar's name can be updated online if the name changed. 7. Keep the cancelled old passport, always. It carries the entry and exit stamps that prove your residence history — useful for the ECNR route, an NRI certificate (SR 147 at the Embassy) and every future form that asks for previous passports — and any valid third-country visa in it is still the visa you travel on, with both booklets. After the last visa expires it goes in the safe, not the bin. 8. The calendar entry: expiry minus twelve months, "renew Indian passport"; and for each child, expiry minus six.

If you have taken another citizenship

India does not allow dual citizenship. An Indian who has become a citizen of another country surrenders the Indian passport at a VFS centre rather than renewing it; the Embassy allows a grace period of three months from the naturalisation certificate for travel on the Indian passport, after which retention and use attract penalties. Those who acquired the foreign nationality on or after 1 June 2010 also file the renunciation declaration under section 8 of the Citizenship Act, signed in its second part by an Indian citizen with a valid passport and iqama. The surrender page still prints the pre-July figures — SR 428 for renunciation including SR 92 for the surrender certificate — while the July 2026 fee table puts a surrender certificate at SAR 147; ask VFS which applies on the day. The Embassy's charter allows two to five working days. The UK passport guide covers the surrender and OCI route in detail.

10.ECR and ECNR, the police clearance certificates (Indian and Saudi), attestation, apostille and the consular tours

Correct or addContents ↑

The same VFS counter handles more than the booklet, and in Saudi Arabia one of those services — the ECR endorsement — decides whether a worker can come back on a new visa without a fight at the Indian airport.

ECR and ECNR

Every Indian passport is either ECR (Emigration Check Required) or not. Saudi Arabia is an ECR country — one of the seventeen on the Ministry of External Affairs' current list (the Embassy's own FAQ still says eighteen) — so an ECR passport holder leaving India for work in the Kingdom needs emigration clearance from the Protector of Emigrants through eMigrate, and the Bureau of Immigration stops those without it. Who is non-ECR, per the Embassy's FAQ: - anyone with a Class 10 (matriculation) or higher qualification — except notified professions such as nurses, who need clearance whatever their education; - anyone who has worked abroad for more than three years, in one stretch or several; - children under 18, anyone over 50, and income-tax payers with established income.

The trap is the second line. The Embassy grants non-ECR status on the basis of three years abroad "only in those cases where their travel abroad is approved by POE", and asks for the printout of your emigration clearance from the eMigrate website. A worker who first came on a visit visa and was converted, or whose clearance cannot be traced, should use the tenth-standard certificate instead. And because endorsements are not allowed, a change from ECR to non-ECR is always a new passport — filed as a re-issue at the normal fee. An ECR holder returning to the Kingdom after a holiday in India should carry a copy of the iqama (with translation) and the exit re-entry visa; that is what lets the Indian airport check pass a returning resident. The jobs guide for Saudi Arabia covers eMigrate and recruitment from the other end.

The Indian police clearance certificate

A PCC from the mission — that the Indian police hold nothing against you — is needed for a job in Canada, Australia, Europe or another Gulf state. It costs SR 147 plus SAR 8 and VFS's SAR 15, and needs the online form, the original passport (retained during the service), copies, the iqama and a photograph. The Embassy issues it in two working days "subject to CLEAR police reports available in the system"; where the report has to be fetched fresh from India, the charter allows up to 30 working days. Apply the day the requirement appears, and not in the fortnight before a flight.

The Saudi police clearance

A Saudi PCC for your years in the Kingdom is issued by the Saudi authorities, not the Embassy. The Embassy's part is an endorsement or no-objection letter to them (SR 147, two working days), applied for with the miscellaneous-services form, a passport copy, the iqama and a photograph.

Attestation and apostille

Indian documents for use in the Kingdom — a degree for a profession's accreditation, a marriage certificate for a family visa — are attested in India first (the state department and the MEA). Documents for use in India — a power of attorney to sell a flat, an affidavit for a bank, a salary certificate — are attested by the Embassy, at the Umm Al Hamam centre from 9.30 am to 12.30 pm, generally returned the same day: SR 37 for most documents, SR 74 for a property power of attorney, SR 185 for commercial documents, the pensioner's life certificate free, each plus SAR 8 and VFS's SAR 15. A power of attorney signed before the consular officer is the format a registrar in India trusts most. Saudi Arabia has applied the Hague Apostille Convention since 7 December 2022, and India has been a party since 2005, so a Saudi or Indian public document may now take an apostille instead of the old chain; ask the receiving authority which it wants before you pay for either.

Consular tours

Both missions send officers out to collect passport and attestation files: the Embassy's programme to 9 October 2026 covered Wadi Al Dawasir, Arar, Sakaka, Al Hasa/Hofuf, Al Khafji and fortnightly Friday attestation days in Dammam and Jubail; the Consulate's October 2026 camps are at the VFS centres in Madinah (9 October), Tabuk (15 October) and Abha (25 October), and at hotels in Al Baha (23 October) and Yanbu (30 October). Booking opens on VFS's site a week (Jeddah) or ten days (Riyadh) ahead; no walk-ins.

Your mission is fixed by where you live. The Embassy and the Consulate split the Kingdom by province, and every application is lodged at a VFS centre inside the right half.

Where the contract stands

VFS Global has run the Saudi centres since 2014. In April 2025 the Embassy declared Alankit Assignments the lowest bidder for a contract to start after VFS's ended on 30 June 2025, and the Kerala press reported the change — but it never took effect, and the Embassy has not published why. On 28 September 2026 it floated a new tender for fifteen "Indian Consular Application Centres" — seven in its jurisdiction and eight in Jeddah's — for three years, with appointments to be offered within five working days; bids close on 26 October and the award is planned for 27 November 2026. Until a notice says otherwise, VFS is the counter.

Who to call

  • Embassy 24-hour helpline: 800 247 1234 (toll-free), +966 11 488 4697, WhatsApp +966 54 212 6748 (messages only).
  • Consulate 24-hour help: 800 244 0003 (toll-free), +966 12 661 4276, +966 55 612 2301.
  • Community Welfare Wing (labour disputes, unpaid wages, travel bans, jail and deportation-centre cases, deaths): Riyadh +966 11 480 4554, cw.riyadh@mea.gov.in; Jeddah 012 284 6130, conscw.jeddah@mea.gov.in. The Embassy's open house, 9.00 am to 12.30 pm on working days, needs no appointment.
  • MADAD (madad.gov.in) for any grievance in writing, with a passport and iqama copy and the sponsor's details.

The groups in each city carry last week's reality — which centre had slots, how long Jeddah took in September. The events, groups and businesses page for Saudi Arabia lists them alongside the Indian groups and the events listings.

12.The mistakes that cost an exit re-entry, the scams, and the things nobody tells you

Correct or addContents ↑

Mistakes

  • Letting the passport run under 90 days before an exit re-entry visa, or past the date the iqama renewal needs it. Renew with a year to run and the problem never arises.
  • Leaving the passport with the employer. It is the employer who is fined, per worker; it is you who misses the flight. Ask in writing, and use the labour desk if refused.
  • Flying before the Absher update. A new passport whose number is not on your iqama record is the commonest "stopped at the airport" story in the groups. Check Absher shows the new number before you book.
  • Going to Al Hada for a passport. The Riyadh Al Hada centre is visa-only; passports are at Umm Al Hamam.
  • Turning up in Makkah, Madinah or Jazan on a Sunday. Those centres take passport files on Wednesdays and Thursdays only. Jubail and Hail work Saturday to Wednesday.
  • The wrong mission. An Eastern Province address filed to Jeddah, or a Taif one to Riyadh, comes back.
  • The old fee table. SAR 276 is last year's 36-page fee; the counter will ask for SAR 460, the SAR 8 and the SAR 13 in cash.
  • Signing at home, the wrong photograph, no iqama original. Sign before the VFS officer; bring 2 × 2 inch photographs on a white background as well as the uploaded ICAO image; bring the iqama.
  • Tatkal for a change of name. Neither mission offers it; the surcharge buys nothing.
  • The three-year ECNR route without eMigrate clearance. If your first journey was not cleared by the Protector of Emigrants, the three years do not count; use the tenth-standard certificate.
  • Waiting out the baby's first year. Birth registration with the mission is due within one year, the Saudi certificate within weeks, and the child's iqama waits for the passport.
  • Undeclared changes. A new Indian address, a surname taken at marriage — declared, they take longer; undeclared, they are a refused file and a second fee.

Scams

  • "Embassy support" accounts. The Embassy warned in March 2025 about a social-media handle and a Protonmail address collecting money "to arrange travel to India" in its name. Every genuine Indian mission address ends in @mea.gov.in; every genuine number is on eoiriyadh.gov.in or cgijeddah.gov.in.
  • Paid appointments. Agents and WhatsApp groups selling VFS slots. Slots are free; someone selling one has booked it with your details.
  • "Passport Seva" look-alike sites that charge to fill the free form. The portal is passportindia.gov.in and its Global Passport Seva site.
  • "No police verification" promises from typing offices. The agent fills the form; the mission decides on the facts, and keeps the fee.
  • Courier texts asking for a "redelivery fee" to release your passport. VFS's courier is paid at the counter or not at all.
  • Calls demanding fines "to avoid cancellation of your iqama or passport", from numbers that look official. Neither the mission nor the Jawazat telephones for money; check Absher, hang up, report it.

Things nobody tells you

  • The Embassy's charter of 15 to 20 working days is for a file that needs no pre-verification; a passport issued in India long ago can take the longer road.
  • Hail is the one centre that takes passport files without an appointment, and tatkal is a walk-in at Umm Al Hamam, the "Dammam" centre and Jeddah's Hail Street.
  • The ICAO upload does not replace the paper photographs: the checklists still ask for three.
  • The surrender page and the July fee table disagree; ask VFS which figure applies before you pay.
  • Next door, the UAE changed provider in July 2026 and its fees are in dirhams — the UAE passport guide explains what changed there. Every guide for Indians abroad is at /indians-in; translation offices, photo studios and typing centres are in the Indian businesses directory, and the Saudi Arabia groups have whoever renewed last week.

Questions people ask

How much does it cost to renew an Indian passport in Saudi Arabia in 2026?
Since the 1 July 2026 fee revision a 36-page adult booklet costs SAR 460 (SAR 644 for 60 pages), plus SAR 8 for the Indian Community Welfare Fund and VFS Global’s compulsory SAR 13 — SAR 481 in all, paid in cash at the VFS counter. Tatkal is SAR 919 in total for 36 pages; a child’s five-year passport SAR 331; a fresh passport for a child up to eight SAR 298; a lost or damaged adult passport SAR 919. Courier return (SAR 45 Riyadh, SAR 40 Jeddah), photographs and form filling are optional extras. Before July the normal fee was SAR 276.
Is VFS still handling Indian passports in Saudi Arabia, or has it changed to Alankit or BLS?
It is still VFS Global (M/s VFS GCC LLC) in October 2026: the Embassy’s centre list, both missions’ fee tables and the consular-camp notices of September 2026 all name VFS, which has held the contract since 2014. Alankit Assignments was declared the lowest bidder in April 2025 for a takeover after 30 June 2025, but the change never took effect; BLS International, which ran the UAE centres until June 2026, has no role in Saudi Arabia. A new tender opened on 28 September 2026, with bids due by 26 October and the award planned for 27 November 2026, so check the Embassy’s site in 2027.
How long does Indian passport renewal take in Saudi Arabia?
The Embassy’s citizen’s charter puts an ordinary re-issue at 15 to 20 working days where no pre-police verification is needed, a re-issue with a change of particulars at two to six weeks, a lost or damaged passport at two to six weeks, and tatkal at three working days. Allow about a month door to door including the wait for a VFS slot and collection. Anything that needs police verification in India — a change of name or Indian address, a lost passport — takes longer, and tatkal does not shorten it.
Is tatkal available in Saudi Arabia, and where?
Yes, as a walk-in without an appointment. In the Embassy’s jurisdiction it is offered at the Riyadh (Umm Al Hamam) and Dammam centres named on the Embassy’s re-issue page, Sunday to Thursday from 9.00 am to 12.30 pm, normally issued in three working days; in the Consulate’s jurisdiction only at the Jeddah Hail Street centre, which advertises same-day delivery. The total fee is SAR 919 for 36 pages, SAR 1,103 for 60 and SAR 791 for a child, plus SAR 8 and SAR 13. It is not available for a change of name, and a lost or damaged passport qualifies only in limited cases or with prior approval.
What documents do I need to renew my Indian passport in Saudi Arabia?
The printed GPSP application with the ARN (signed in front of the VFS officer, not at home), the ICAO photograph and documents uploaded to the portal, three 2 × 2 inch photographs on a white background, the original passport with copies of the first two and last two pages and any observation page, a copy of your valid iqama with the original shown (the Ministry of Interior’s iqama-validity printout helps), and the fee in cash. Add a sworn affidavit if the passport expired more than three years ago, the marriage certificate or Joint Photo Declaration for a spouse’s name, and the tenth-standard certificate for ECNR. No employer NOC is on either mission’s renewal checklist.
Do I have to update Absher after getting a new Indian passport?
Yes, before you travel: your iqama is tied to the old passport number. Since April 2025 the employer can update a renewed passport online through Absher (My Services → Passports → Resident Identity Services) for SAR 69 including VAT, by uploading a photograph of the new passport, once every five years per person, provided the old passport was not lost and there is no absence-from-work report, traffic violation or security restriction. If the old passport was lost, or it carried family members who now have their own passports, the update is done at the Jawazat in person. Check that Absher shows the new number before booking a flight.
How do I get an Indian passport for a baby born in Saudi Arabia?
Register the birth with Saudi Civil Affairs (online through Absher), have the Civil Affairs birth registration certificate attested by the Saudi Ministry of Foreign Affairs and translated into English, then register the birth with the Embassy or Consulate under section 4(1) of the Citizenship Act at indiancitizenshiponline.nic.in within one year, and apply for the passport on the GPSP portal at the same time with Annexure D signed by both parents, both parents’ passports and iqamas (one of them endorsed with the spouse’s name), the marriage certificate and three photographs. The fee is SAR 298 plus SAR 8 and SAR 13, and the charter allows 15 to 20 working days. The child’s iqama follows with the passport.
What should I do if I lose my Indian passport in Saudi Arabia?
Book an appointment at your local Jawazat office for a loss report and computer slip (and a police report if it was stolen), tell the Embassy or Consulate so the booklet is cancelled, then apply for a passport in lieu of lost at a VFS centre with Annexure F, the Jawazat or police report and the Jawazat printout of your residency, each with an authorised English legal translation, photographs and an iqama copy. The fee is SAR 919 for 36 pages plus SAR 8 and SAR 13, and the charter allows two to six weeks. Update your iqama record at the Jawazat in person afterwards — Absher’s online update does not cover a lost passport. If you must leave at once, ask for an Emergency Certificate (SAR 56 plus SAR 8).
How do I change my passport from ECR to ECNR in Saudi Arabia?
Apply for a re-issue — endorsements are not allowed, so a change of ECR status is always a new passport at the normal fee — and attach proof that you qualify: a Class 10 or higher certificate, or evidence that you have worked abroad for more than three years. The Embassy accepts the three-year route only where your travel abroad was approved by the Protector of Emigrants, with the eMigrate clearance printout, so a worker without that should use the school certificate. Nurses need emigration clearance whatever their education. It matters because Saudi Arabia is an ECR country and an ECR holder returning for work needs emigration clearance first.
Which Indian mission handles my passport — Riyadh or Jeddah?
It depends on where you live. The Embassy in Riyadh covers Riyadh, the Eastern Province (Dammam, Al Khobar, Jubail, Al Hasa), Al Qassim, Hail, Al Jouf and the Northern Borders; the Consulate General in Jeddah covers Makkah, Madinah, Tabuk, Asir, Jizan, Najran and Al Baha, including Taif, Yanbu, Abha and Khamis Mushait. Choose that mission on the GPSP form and lodge at a VFS centre in its area: Riyadh Umm Al Hamam, Al Khobar, Jubail, Buraidah, Hail or Sakaka for the Embassy; Jeddah Hail Street, Makkah, Madinah, Jazan, Najran, Khamis Mushait or Tabuk for the Consulate.
