Jobs in Saudi Arabia for Indians (2026): the work visa, Saudisation, salaries, ECR rules and the honest odds
An Indian can work in Saudi Arabia only on an employment visa that a Saudi employer applies for and pays for — there is no job-seeker visa, and work on a visit, Umrah or business visa ends in detention and deportation. In 2026 the jobs are real but the route is stricter: about 2.75 million Indians already live in the Kingdom, non-Saudi unemployment is 1.3%, and 74% of employers plan to hire, mostly in Riyadh; but since January 2025 every Indian’s qualifications are verified before the visa, tradespeople pass a skill test in India, Saudisation quotas now cover accounting, engineering, sales, marketing, pharmacy and dentistry, and giga-project awards fell from about USD 34 billion in 2023 to USD 4.5 billion in the first half of 2026. There is no income tax, but VAT is 15% and each dependant costs SAR 400 a month. ECR-passport workers must go through eMigrate and a registered agent, who may charge only a capped fee; the employer pays the visa, the iqama and the air fare.
1.The honest answer first: who gets hired from India in 2026, and who does not
Correct or addContents ↑Saudi Arabia is one of the few countries where an Indian electrician, a nurse, an accountant and a software architect can all be hired from India in the same week. It is also the Gulf country where the gap between a good contract and a bad one is widest, where the sponsor system still shapes daily life, and where 2025 and 2026 brought a sharp change of pace in the giga-projects that drew so many people in. The honest answer to "can I get a job in Saudi Arabia" is yes for most skilled and semi-skilled Indians with a genuine employer — and the real work is in choosing that employer and reading the paper.
The numbers first. MEA's own table of the diaspora, dated January 2026, counts 2,750,551 Indians in Saudi Arabia — 2,747,551 of them Indian citizens — and the Embassy's bilateral brief puts the community at about 2.74 million. A 2024 breakdown reported by the New Indian Express put about 1.64 million in the private sector and 785,000 in domestic work, a reminder that a large share of Indians in the Kingdom are house drivers, cooks and maids, outside most of the labour law's protections. Trade between the two countries reached USD 41.07 billion in 2025–26, and about 6,300 Indian companies are registered in the Kingdom.
The labour market is tight at the top and crowded at the bottom. GASTAT's figures for the second quarter of 2026 put overall unemployment at 3.0% — 1.3% for non-Saudis, who rarely stay in the country without a job, and 6.5% for Saudis, which is the number that drives policy. Hays' 2026 survey found 74% of employers planning to grow headcount, mostly in technology, construction, property, finance and banking; 69% of the recruitment activity it tracks is in Riyadh, ahead of Jeddah (43%) and the Eastern Province (37%); and 69% of professionals got a pay rise in 2025.
What that means in practice:
- If you are a professional with five to ten years in a field the Kingdom imports — healthcare, engineering and project delivery, IT, data and cybersecurity, oil, gas and petrochemicals, finance with a specialism — you will find employers who hire from India, sponsor families and pay well. Expect your degree and experience to be checked before the visa, not after.
- If you are a tradesperson — electrician, plumber, welder, HVAC technician, mason, driver — the jobs are there in volume, but you now pass a skill test in India before the visa, and the pay is closer to the mission's referral wages (SAR 1,600–3,000 a month for most trades in 2025) than to anything in a recruiter's salary guide.
- If you hold an ECR passport, India's emigration rules apply in full: eMigrate, a registered agent, the Protector of Emigrants and the Bima Yojana policy. That section is not optional reading.
- If your field is administration, HR, sales, marketing, reception or accounting in a mid-sized company, Saudisation has narrowed the door, sometimes to nothing; the section on where the jobs are sets out which roles are reserved and which carry quotas.
Two things to know before anything else. There is no income tax on salaries — but there is 15% VAT, a monthly levy on every dependant, and no Saudi pension for foreigners, so the end-of-service award is your retirement fund. And the giga-project boom has cooled: awards across NEOM, the Red Sea, Qiddiya, Diriyah and ROSHN fell from about USD 34 billion in 2023 to USD 14.3 billion in 2025 and only USD 4.5 billion in the first half of 2026, while the regional conflict of 2026 has pushed up building costs and led the Embassy to issue safety advisories since March. Hiring has moved towards Riyadh's deadline-bound projects — Expo 2030 and the 2034 World Cup — and away from the desert.

2.The legal route: the employer’s visa, the work permit, the skill test, the medical, stamping in India and the iqama
Correct or addContents ↑Every lawful job in Saudi Arabia starts on the employer's side and ends with an iqama in your hand. There is no Saudi equivalent of the UAE's job-seeker visa, and the Embassy is blunt about the alternatives: on a visit, Umrah, Hajj or business visa you may not work, and people caught doing so are detained, fined and deported with a ban on returning. The sequence below is the one an Indian worker actually goes through in 2026.
| Step | Who does it | What it involves |
|---|---|---|
| 1. Visa and work permit | The employer, on HRSD's Qiwa platform | The company obtains a visa for the profession, pays the work-permit fees and the monthly expat levy (about SAR 800 a worker), and fixes the job title that will be printed on your visa |
| 2. Contract | The employer and you | A written contract — Arabic, ideally with English alongside; for an ECR worker the employer must also be registered on eMigrate and the documents attested by the Embassy |
| 3. Qualification and skill check | You, in India | Since 14 January 2025 the Saudi mission requires professional and academic qualifications to be verified before any work visa for an Indian; tradespeople in listed occupations also take the Skill Verification Programme test |
| 4. Medical | You, at a GCC-approved centre | Booked through the Gulf Health Council's Wafid system, which assigns the centre for your city; you cannot choose it |
| 5. Stamping | You, at the Saudi mission's outsourced visa centre | Biometrics have been compulsory for Indian work-visa applicants since 31 January 2024; check that the profession and sponsor on the visa match the contract before you fly |
| 6. Emigration clearance | ECR passport holders | Through eMigrate, with the Pravasi Bharatiya Bima Yojana policy — India's side, covered below |
| 7. Arrival and iqama | The employer | A second medical in the Kingdom, mandatory health insurance, and the iqama (residence permit) within 90 days of arrival |
The Skill Verification Programme and the new skill tiers
The Skill Verification Programme (SVP) comes from a March 2022 agreement between India's National Skill Development Corporation and Takamol, the company that runs the programme for HRSD. It started with plumbers, electricians, welders, refrigeration and air-conditioning technicians and auto electricians, tested in India with a pass mark of 50% and a certificate valid for five years; by June 2023 reports put it at 19 trades, and in August 2026 NSDC said nearly 3 lakh candidates had been assessed across 83 occupations. Separately, since July 2025 HRSD classifies every foreign worker's permit as high-skilled, skilled or basic, using the Saudi occupation code, qualifications, experience, salary and age; it applied to existing workers from early July 2025 and to new arrivals from 3 August 2025, and shows on the employer's Qiwa account. It matters because the tier follows you — into the family rules, into Premium Residency and into how easily you move jobs — so make sure the profession on your visa is the work you actually do. A worker whose tier is wrong can ask for it to be corrected.
The iqama, Absher and Muqeem
The iqama is your identity in the Kingdom: without it you cannot open a bank account, buy a SIM, send money home or travel. The employer pays for its issue and renewal and for any late fines; renewals and exit visas run through the Interior Ministry's Absher platform and Muqeem, its service for employers. Check that your name is printed exactly as in your passport — the Embassy notes that a mismatch must be corrected through the sponsor at the Jawazat. And watch the calendar: Saudi expiry dates run on the Hijri calendar, about 11 days shorter than the Gregorian year, so a "one-year" document runs out earlier than you expect.
What the employer pays, and what you never pay
Saudi labour law makes the employer bear the recruitment fees, the medical tests, the iqama and its renewal, the exit and re-entry visa, and your air fare to join and to go home at the end of the contract. The exceptions are narrow: you pay your own fare home if you fail the medical, are let go during probation, or are dismissed for your own fault. Anyone who asks you to "pay for the visa" is describing an offence, not a fee — the scams section has the details.
3.Where the jobs are: Vision 2030 after the giga-project slowdown, Aramco country, and the roles Saudisation has closed
Correct or addContents ↑Vision 2030 in 2026: fewer launches, more delivery
Saudi Arabia's transformation plan still employs more foreigners than any other programme in the Gulf, but 2025–26 changed what it hires for. MEED's figures, reported in July 2026, show USD 92 billion awarded across the five official giga-projects by the end of June 2026 — but only USD 4.5 billion of it in the first half of 2026, after awards fell 20% in 2024 and a further 48% to USD 14.3 billion in 2025. Diriyah drew about USD 7.2 billion of awards in 2025; NEOM drew USD 70 million. The Public Investment Fund's 2026–2030 strategy, approved in April, concentrates spending on finishing what is already under construction, and in February AGBI reported the fund was likely to cut capital spending by up to 15%.
NEOM is the clearest case. In July 2025 CNBC reported the active construction workforce on The Line down 35% since April that year, and Bloomberg that only 2.4 km of it is now expected by 2030; in January 2026 Semafor reported several hundred of NEOM's roughly 6,000 direct staff laid off and contractors "significantly reducing" their workforces; in March 2026 Webuild's USD 4.7 billion contract for the Trojena lake was terminated. Riyadh is where the money moved: Expo 2030, the World Cup stadiums, Diriyah, Qiddiya, ROSHN's housing and rail — MEED expects the Riyadh Metro Line 7 contract, put at USD 13–15 billion, to be one of the largest ever awarded in the Gulf. For a site engineer, foreman or electrician this means: ask which project and which client your contractor is working for, and be wary of an offer tied to a remote site with no start date.
The sectors that hire Indians
- Healthcare — the Ministry of Health, the military hospitals and the private groups recruit Indian nurses, technicians and doctors every year; the licensing section covers the SCFHS.
- Oil, gas and petrochemicals in the Eastern Province — Aramco in Dhahran and its contractors, SABIC and the industrial city of Jubail, shutdown and maintenance work at the plants. Dammam and Al Khobar are where most of these workers live, and Cavendish Maxwell found Dammam's housing market still growing in early 2026 while Riyadh's cooled.
- IT, data and digital — Hays found technical and digital skills the most sought-after capability for 2026 (49% of employers), and the Embassy counts TCS, Wipro and Tech Mahindra among the Indian companies with a strong presence in the Kingdom.
- Construction and engineering — Indian firms such as L&T and Shapoorji Pallonji alongside the Saudi contractors, now weighted towards Riyadh.
- Retail, food, logistics and pilgrimage services — Jeddah's port, the supermarket chains and food factories, and the Hajj and Umrah economy of Makkah and Madinah.
Saudisation: the jobs you cannot take, and the quotas that shrink the rest
Nitaqat grades every company by its share of Saudi staff, and HRSD adds quotas profession by profession. The Embassy lists posts reserved for Saudis for which Indians should not accept offers: receptionists, security guards, clerks, cashiers, typists, HR and recruitment staff, mobile-phone shops and sales staff in women's shops. On top of those come the 2025–26 decisions:
| Profession | Saudisation rule | From |
|---|---|---|
| Pharmacy | 35% in community pharmacies, 65% in hospitals, 55% elsewhere | 23 July 2025 |
| Technical engineering | 30% in firms with five or more such staff | 23 July 2025 |
| Accounting | 40% in firms with five or more accountants, rising to 70% over five years | 22 October 2025 |
| Dentistry | 55% (up from 45%) | 27 January 2026 |
| Sales and marketing | 60% each, in firms with three or more in those roles | 19 April 2026 |
| Tourism | 40%, the first of three phases | 22 June 2026 |
| Engineering (civil, mechanical, electrical and more) | 30% in firms with five or more engineers | 30 June 2026 |
| Gym and sports trainers | 15% | 18 November 2026 |
Housing supervisors (since 1 February 2026) and administrative staff in spas and wellness centres (from 11 May 2026) are now fully Saudised. A quota does not ban foreigners from a profession, but an employer near its limit sponsors a foreigner only where it cannot find a Saudi — so specialist and senior roles survive and junior, generalist ones go first. Ask the employer plainly how the role sits against its quota.
4.Finding an employer: the job sites, the recruiters, the hospitals’ own drives, the Gulf CV and the interview
Correct or addContents ↑Most Indians hired into Saudi Arabia get there in one of three ways: an application to an employer that recruits from India every year, a registered agent working to an employer's demand letter, or a transfer inside an Indian or multinational company. Fewer get there through cold applications on job sites — but the sites are where you find out who is hiring.
Where to look
- Naukrigulf, Bayt, GulfTalent, LinkedIn and Indeed carry most professional vacancies for Riyadh, Jeddah, Dammam and Al Khobar. Read who the employer is, and ignore any posting that gives only a phone number.
- The big employers' career pages — Aramco, SABIC, Ma'aden, the Saudi Electricity Company, STC, Almarai, the hospital groups, the giga-project developers (Red Sea Global, ROSHN, Diriyah, Qiddiya) and the Indian groups with Saudi entities: the Embassy lists L&T, Tata Motors, Wipro, TCS, Shapoorji Pallonji and Tech Mahindra among them. They recruit directly, and none charges a candidate.
- Recruiters — Hays (whose salary guide this page quotes), Cooper Fitch, Michael Page and the specialist agencies are paid by the employer; a recruiter who asks a candidate for money is not a recruiter.
- Government health recruitment. The Embassy explains that the Saudi Ministry of Health and the Ministry of Defence and Aviation recruit nurses for government and military hospitals through Indian agents designated for the purpose, and that other hospitals wanting Indian nurses must register on eMigrate and use one of six state-run agencies: NORKA Roots and ODEPC (Kerala), OMCL (Tamil Nadu), UPFC (Uttar Pradesh), OMCAP (Andhra Pradesh) and TOMCOM (Telangana). Their recruitment drives are the safest door for a nurse.
- Registered agents in India for trades and ECR workers — only those on eMigrate's active list, and only with the employer's demand letter in hand; the section on India's rules explains how to check.
- The community. Referrals drive Saudi hiring as they do everywhere in the Gulf. The Indian associations in Riyadh, Jeddah and the Eastern Province and the online groups in Saudi Arabia are where "our company is hiring" is posted first.
The Gulf CV
Keep it to two pages and put the Gulf essentials at the top: nationality, where you are now, your visa or iqama status ("in India, needs sponsorship" or "in Riyadh, iqama transferable"), notice period and, for professionals, current and expected salary as a monthly package in riyals. A small professional photograph is normal. Spell out your licences and checks — "SCFHS classified, Mumaris Plus ID", "SCE accreditation in progress", "SVP-certified electrician", "degree attested by MEA" — because they tell the employer how quickly a visa can go through. Translate your Indian employer's size into something a Saudi recruiter can place, leave out religion, caste, father's name and the declaration paragraph, and keep originals ready: the pre-verification that began in January 2025 means your certificates will be checked.
The interview
First rounds are video or phone calls; Saudi Arabia is two and a half hours behind India, so a 10 am slot in Riyadh is 12.30 pm in Kochi. Trades are tested in practice — the SVP assessment, or the employer's own trade test at the agent's office. Professionals face the usual rounds plus three Gulf questions: when can you join, will you bring your family, and what package do you expect. Answer the last in monthly riyals, split into basic, housing and transport, because the split matters later. Hays found 93% of Saudi employers report a skills gap and 52% say they cannot keep up with salary expectations, so a candidate with scarce skills has room to negotiate allowances, the annual flight and the family's medical cover even when the basic is fixed.
Read the offer before you accept it
A complete offer names the employer exactly as it will appear on the visa, the job title (in Arabic too), the city, the basic salary and each allowance, the working hours, accommodation and transport or the allowances that replace them, annual leave and the air fare, probation, the contract term and the end-of-service award. An offer that is vague on any of these is not ready to sign — and an offer that arrives with a request for money is not an offer at all.
5.Salaries and what you keep: referral wages, professional packages, no income tax, 15% VAT and the rent
Correct or addContents ↑Saudi Arabia sets no minimum wage for foreign workers. What exists instead are two different salary worlds: the professional market measured by recruiters' surveys, and the blue-collar market whose floor — for Indians — is set by India's own referral wages.
The floor: the Embassy's 2025 referral wages
The Embassy publishes minimum referral wages for Indian workers in Saudi Arabia, and an eMigrate contract below them should not be attested. The 2025 list, per month:
| Role | SAR a month | Role | SAR a month |
|---|---|---|---|
| Housemaid, gardener, farm worker | 1,500 | Electrician, auto electrician | 3,000 |
| Cleaner, helper, waiter | 1,600 | Driver | 3,000 |
| General or construction labourer | 1,700 | Nurse, lab technician | 3,000 |
| Mason, carpenter, steel fixer | 1,800 | Clerk or typist | 3,500 |
| Plumber, tile fixer, fabricator | 1,900 | Crane operator | 4,000 |
| Cook, mechanic, AC technician | 2,000 | Heavy equipment operator, X-ray technician | 5,000 |
| Hotel supervisor | 2,300 | Accountant | 5,500 |
| Draftsman | 2,700 | Computer programmer | 7,000 |
These are floors, not market rates — but for many trades they are close to what is offered, and labour contracts normally add accommodation, transport and food, or an allowance for each.
The professional market
Hays' Saudi guide reports total fixed monthly packages (basic plus allowances) from its own job offers and candidates; the most recent edition with published tables, the 2025 guide, uses data from the last quarter of 2024. Read these as what multinationals and large Saudi employers pay — Indian-owned SMEs and smaller contractors pay noticeably less.
| Role (Hays, Q4 2024 data) | SAR a month | Typical |
|---|---|---|
| Accountant | 10,000–20,000 | 16,000 |
| Senior accountant / finance manager | 20,000–28,000 / 25,000–45,000 | 25,000 / 40,000 |
| Full-stack or back-end developer | 20,000–35,000 | 25,000–27,500 |
| Data analyst / data scientist | 18,000–30,000 / 35,000–75,000 | 25,000 / 55,000 |
| Construction manager / project manager | 25,000–45,000 / 40,000–55,000 | 35,000 / 47,500 |
| Procurement or logistics manager | 25,000–50,000 | 30,000–40,000 |
| HR generalist | 18,000–23,000 | 20,000 |
| Receptionist, administrator, customer service | 8,000–15,000 | 12,000 |
For nurses, a January 2026 recruiter guide puts staff nurses at SAR 5,000–8,000 a month and senior or specialised nurses at SAR 10,000–18,000; first offers from private hospitals to new Indian recruits sit at the bottom of that range or below it. Hays' 2026 survey found 69% of professionals got a rise in 2025 — most by 2.5–5%, though 14% by more than 20% — and the largest group of employers plans 2.5–5% for 2026.
What you keep
There is no income tax on employment income in Saudi Arabia (PwC's summary, reviewed July 2026), and foreign workers pay no pension contribution — GOSI covers them only for work injuries, paid for by the employer. VAT is 15%, since July 2020, on almost everything you buy. The costs that bite are the dependants' levy of SAR 400 a month for each family member (see the family section) and rent. On India's side, you remain non-resident for tax if you spend fewer than 182 days in India in the financial year, but an Indian citizen whose Indian income exceeds ₹15 lakh becomes resident at 120 days — rules the new Income Tax Act carries forward from April 2026. Keep an NRE account for your remittances, as the Embassy advises before departure.
Rent and the cost of living
Riyadh rents were frozen for five years by regulations issued on 25 September 2025 and in force from 7 November 2025: no annual increases on existing or new contracts within the city's urban boundary. A year on, residential rents were still rising 4.5% year on year in August 2026 — the slowest pace in more than three years — and rent's share of household income had fallen to about 15%. Asking rents in Darak's October 2026 listings: in Riyadh a median SAR 34,000 a year for a one-bedroom and SAR 53,000 for two bedrooms, with Al Narjis around 70,000, Al Aqiq and Al Yarmouk 42,000 and Tuwaiq 36,000; in Jeddah SAR 33,000 for a one-bedroom and SAR 42,000 for two, with Al Bawadi around 30,000 and Al Nahda 70,000. We found no reliable 2026 rent survey for Dammam and Al Khobar. Numbeo's Riyadh figures for October 2026: utilities for an 85 m² flat about SAR 400 a month, a mobile plan SAR 111, home broadband SAR 269, a cheap restaurant meal SAR 30, petrol SAR 2.33 a litre, and an international primary school about SAR 37,900 a year.
6.India’s own rules: ECR passports, eMigrate, registered agents, the referral wage and the Bima Yojana
Correct or addContents ↑Saudi Arabia is one of the 18 countries where India's Emigration Act applies its emigration check, so part of your journey is governed from India, not Riyadh.
ECR or not
Your passport is non-ECR if you have passed Class 10, and also if you have worked abroad for more than three years, are over 50, pay income tax or are a minor. If the last page of your passport says "Emigration Check Required", you need emigration clearance from the Protector of Emigrants before you may leave India for a job in Saudi Arabia — and immigration at an Indian airport can stop you without it. One rule catches people out: the Embassy notes that nurses are a notified profession who need emigration clearance whatever their education. If you now qualify for a non-ECR passport — after three years abroad, for instance — you can have your passport reissued at a passport centre in the Kingdom; the passport renewal guide for Saudi Arabia walks through that process.
eMigrate and the Protector of Emigrants
All recruitment of ECR workers, nurses and domestic workers to Saudi Arabia runs through eMigrate. A professional or non-ECR worker may be hired by a Saudi employer directly or through a registered agent; an ECR worker only through the portal, where the employer registers, the Embassy attests the documents and the Protector of Emigrants for your region issues the clearance online. ECR women may be recruited only by employers registered on eMigrate, through the six state agencies or directly with documents attested by the mission. Female domestic workers fall under the 2014 bilateral agreement: at least 30 years old, a minimum wage of SAR 1,500 a month, a standard contract and a USD 2,500 bank guarantee from the sponsor. The Embassy warns plainly that women who go as maids on any other visa, or through a third country on a tourist visa, are left without protection.
Registered agents, and what they may charge
Deal only with a Registered Recruiting Agent holding a certificate from the Protector General of Emigrants. Ask to see the original certificate, the employer's demand letter and power of attorney; check the agent on eMigrate's list of active agents, and check that the employer is not on the Prior Approval Category list of foreign employers barred from recruiting in India. The Riyadh Embassy's page still states the older ceiling — 45 days' wages, up to ₹20,000 — while MEA's later advisories cap the service charge at ₹30,000 plus GST; anything above the higher figure is an offence, and in either case pay only by cheque or demand draft and keep the receipt. The visa, the air fare and the recruitment costs are the Saudi employer's.
The referral wage
The minimum referral wages in the salaries section are India's floor for your contract. They are not Saudi law — the Embassy is clear that the Kingdom sets no minimum wage for expatriates — but an eMigrate contract below them should not be cleared, and they are the right yardstick for any offer to a tradesperson. Ask the agent to show you the wage in the contract that will be uploaded, not a promise of overtime.
Pravasi Bharatiya Bima Yojana
The PBBY is compulsory for ECR workers going to ECR countries: ₹275 for two years or ₹375 for three, plus taxes, for ₹10 lakh on death or permanent disability, up to ₹50,000 of medical costs, repatriation if you fall sick, ₹25,000 of family hospitalisation in India, ₹25,000 of maternity cover, and the cost of bringing a body home with an attendant's fare. It is worth buying even when you are not obliged to.
Before you fly
The Embassy's pre-departure list is short and earns its place: have the contract in Arabic and English and check that the two say the same thing; have someone other than the agent explain it; check that the visa's profession and sponsor match it; leave copies of the passport, visa and contract with your family; open an NRE account; carry no gutkha, pan masala, khas khas, amulets or unprescribed medicine; and do not travel if the job on the visa is not the job in the contract. India and Saudi Arabia signed agreements on domestic workers in 2014 and on general workers in 2016, and held two joint labour committee meetings in 2025 — but the protection that works is the paper in your hand.
7.Nurses, doctors, engineers, drivers and tradespeople: the licences behind the job
Correct or addContents ↑In Saudi Arabia the licence is often what the employer is really hiring, and in healthcare and engineering it decides whether you can work in your profession at all.
Nurses and doctors: the SCFHS
Every health practitioner must be classified and registered by the Saudi Commission for Health Specialties (SCFHS) through its Mumaris Plus portal. The steps: an account on Mumaris Plus; DataFlow primary-source verification of your degree, Indian registration and experience; professional classification (broadly, nurse technician for a diploma, nurse specialist for a BSc); and the licensure exam where it applies. The nursing exam, the SNLE, has 200 multiple-choice questions in two 120-minute blocks at Prometric centres, with a pass mark of 500 on a 200–800 scale; SCFHS lists SAR 120 for the exam-eligibility service, with classification, registration and verification charged separately, and registration lasts two years. Doctors take the SMLE, whose pass mark is 560. Third-party guides disagree about how much post-qualification experience a foreign nurse needs — one year in some, more in others — so check Mumaris Plus for your category before you pay anyone. Nurses recruited through the six state agencies or the Ministry of Health's designated agents also go through eMigrate, because nursing is a notified profession.
Demand is real: a January 2026 recruiter guide counted more than 235,000 nursing professionals in the Kingdom in 2023 and about 64,000 more needed by 2030. Two cautions. Nursing is not in the Saudisation tables, but pharmacy and dentistry are, with the quotas set out above. And in August 2026 the Embassy and the Dammam police brought home a Tamil Nadu nurse who had been recruited for nursing and placed as a housemaid — a reminder to check the profession on your visa.
Engineers: the Saudi Council of Engineers
Engineers and engineering technicians working in the Kingdom must hold professional accreditation from the Saudi Council of Engineers (SCE), and the quota rules now count only SCE-registered engineers. The bar for foreigners has risen in steps: in 2017 the labour authorities barred recruitment of foreign engineers with less than five years' experience and required the US NCEES Fundamentals of Engineering exam and an SCE interview; in 2021 the SCE and the Education and Training Evaluation Commission announced a professional test, delivered with Pearson VUE, that new engineers must pass before entering. We could not find a 2025 or 2026 SCE notice restating those experience minimums, so treat five years as the working assumption and ask your employer which test your discipline needs. Since 30 June 2026 the 30% engineering quota also applies to firms with five or more engineers, which makes a clean SCE file more valuable, not less.
Tradespeople: the SVP
For the trades on its list, the Skill Verification Programme test in India is part of the visa: a written and practical assessment at an accredited centre, with a certificate valid for five years. When qualification checks became compulsory in January 2025, the Rajya Sabha member Haris Beeran complained that centres were few and far apart — drivers from the south had to travel to Ajmer and Sikar in Rajasthan — so book early, and never pay an agent who claims he can "arrange" the certificate.
Drivers
A Saudi licence is required to drive for work, obtained through an accredited driving school's training and test. The Embassy's warning is specific: do not drive a company or household vehicle until the sponsor has arranged your Saudi licence and at least third-party insurance — in an accident without them the driver alone is held responsible — and report a sponsor who insists to the police. House drivers are domestic workers, outside most of the labour law; company drivers are inside it, which is a reason to prefer a company visa.
IT, finance and the unregulated professions
Software, data, finance and most management roles need no licence, only attested degrees that pass the 2025 pre-verification. CA, ACCA, CPA and CMA titles are valued; in accounting the constraint is the Saudisation quota — 40% from October 2025, rising to 70% — not a licence. In IT the constraint is competition, and the roles that keep sponsoring foreigners are the specialist ones: Hays found that 48% of new roles in 2026 target specialist technical capabilities, ahead of management (39%) and support functions (35%).
8.Your contract under the 2026 labour law: probation, hours, leave, wage protection, notice and the end-of-service award
Correct or addContents ↑Saudi Arabia's Labour Law was amended by the Council of Ministers in August 2024, and the changes took effect on 19 February 2025. Here is what it means for a foreign worker in 2026. Domestic workers — house drivers, maids, gardeners — come under separate regulations, not most of what follows.
The contract and the wage clause
Every foreign worker must have a written contract, normally fixed-term for two years; where none is stated, the work permit's term is the contract's. The Arabic text prevails in a dispute, which is why the Embassy insists on a bilingual contract you have checked. If you are asked to sign a new Arabic contract on arrival that is worse than the one you signed in India, refuse, call HRSD's 19911 line and tell the Embassy — once signed, the Arabic one becomes the valid contract.
Contracts are now documented on Qiwa, and since October 2025 the wage clause in an authenticated contract can be enforced directly: if your wage goes unpaid for 30 days, or is only partly paid after 90 days, you can file an enforcement request through the Justice Ministry's Najiz platform; the employer has five days to object, and otherwise the money is taken from its account. The scheme covered new contracts from 6 October 2025, renewed fixed-term contracts from 6 March 2026 and open-ended contracts from 6 August 2026. The evidence comes from the Wage Protection System (Mudad), which records every salary against its due date.
Probation, hours and leave
- Probation: up to 180 days, which must be written into the contract; either side may end it without compensation, but you pay your own fare home.
- Hours: 8 a day and 48 a week; 6 a day and 36 a week for Muslim workers in Ramadan; overtime at 150% of the hourly wage; no more than five hours without a break and never more than 12 hours a day. Friday is the weekly rest day unless the contract substitutes another.
- Annual leave: 21 days a year, rising to 30 days after five years with the same employer.
- Sick leave: in a year, the first 30 days on full pay, the next 60 at three-quarters, and a further 30 unpaid.
- Maternity: 12 weeks on full pay since the 2025 amendments (it was 10); fathers get 3 days of paid leave within a week of the birth.
- Public holidays: Eid al-Fitr, Eid al-Adha and National Day are paid holidays, and work on them is paid as overtime.
Notice and resignation
A fixed-term contract ends with its term; tell the employer, ideally 60 days ahead, if you will not renew. For open-ended contracts the 2025 law sets notice at 30 days from the employee and 60 days from the employer. Resignation is now defined in law: if the employer does not respond within 30 days it is accepted; the employer may defer it by up to 60 days for business reasons; and you may withdraw it within seven days if it has not yet been accepted. Dismissal without notice is limited to the causes the law lists, such as assault, serious misconduct, forged documents or more than 20 days' unexcused absence in a year; you may leave without notice if the employer cheats on the contract, assaults or insults you, or changes your work without consent.
The end-of-service award
Foreigners get no Saudi pension, so this is the number to protect. The award is half a month's wage for each of the first five years and a full month's wage for each later year, calculated on your last wage. When the contract expires or the employer ends it, you are owed the award for the time served. If you resign, you get nothing under two years, one third for two to five years, two thirds for five to ten and the full award after ten. You keep the full award if you leave because of force majeure, and a woman keeps it if she ends her contract within six months of marrying or three months of giving birth. The employer must settle within one week when it ends the contract and two weeks when you do. A worked example: on a last wage of SAR 6,000 after seven years, the full award is 5 × 3,000 plus 2 × 6,000 = SAR 27,000; resigning at that point brings two thirds, SAR 18,000.
Work injuries
Employers must register every worker, of any nationality, with GOSI's occupational-hazards branch at 2% of wages. A work injury pays full wages for 30 days and 75% for the rest of the treatment; total disability or death is compensated at three years' wages, up to SAR 56,000 where the employer pays directly.
9.Changing employer and leaving: the 2021 mobility reform, exit visas, absence reports and Premium Residency
Correct or addContents ↑For decades a foreign worker in Saudi Arabia could not change jobs or leave the country without the sponsor's consent. The Labour Reform Initiative, announced by HRSD in November 2020 and in force since 14 March 2021, changed that for workers covered by the labour law — though less completely than the headlines said.
Changing employer
You can move to a new employer without your current employer's consent when your contract expires, or during the contract after completing its first year, provided you serve the notice period and follow the Qiwa procedure. Human Rights Watch's reading of the ministry's guidebook adds the cases where you may move at once: your work permit has expired, you have not been paid for three consecutive months, or the employer has failed to attend two hearings in a labour case. The new employer files the transfer on Qiwa and carries its cost. Two cautions. A non-compete clause can bar you from a competitor for up to two years, so ask for a no-objection letter naming the field you are moving into. And the reform excluded domestic workers entirely: house drivers and maids still need the sponsor's consent.
Exit and re-entry, and the final exit
Since 2021 you can request an exit and re-entry visa for leave, or a final exit when your contract ends, through Absher or Qiwa without the employer's approval; the employer is notified. HRW reported the exit and re-entry fee at SAR 200 in 2021, and Absher Business's January 2025 price list sets an extension at SAR 103.50. Do not overstay a re-entry visa: the Embassy warns that you can be barred from returning, and asks you to contact the sponsor before it expires if you will be late. A final exit needs an iqama valid for at least 30 days and everything linked to it settled — traffic fines, phone bills, bank loans, any vehicle in your name — plus your end-of-service award, your original certificates and an experience certificate for the next employer.
Absence reports, the old "huroob"
An employer can report a worker who stops coming to work as absent — the old "huroob". The consequences are severe: the iqama, bank account and insurance are frozen, the worker loses claims to wages and benefits, and if caught is held in a deportation centre, fined SAR 10,000 and barred from returning for five years. Rules introduced in 2025 narrowed it. An employer may file only if your iqama is valid for at least 60 days and you have no active contract; once your status becomes "disconnected from work" you have 60 days to transfer to a new employer, leave the country or sign a new contract, after which Qiwa marks you absent automatically. Since September 2025 the same 60-day window applies when a fixed-term contract expires without renewal. How to protect yourself:
- Keep copies of your contract, payslips, Mudad records and every message about pay.
- Check your status regularly through HRSD's online service, which the Embassy links to.
- If your employer stops paying, file at the labour office and register on MADAD before you stop working; a documented dispute is your defence against a false report, and the Embassy says false reports should be reported at once to 19911.
- Never "go away for a few days" without written leave, and never let your iqama lapse.
Premium Residency: the independent route
The only way to live in the Kingdom without a sponsor is Premium Residency, widened in January 2024 to five categories. Special Talent suits senior professionals: a contract with an approved employer, a bachelor's degree, more than three years' experience and a monthly salary of at least SAR 14,000 for researchers, SAR 35,000 for healthcare and scientific professionals and SAR 80,000 for executives. The others are Gifted (sport and culture), Investor (SAR 7 million invested), Entrepreneur (SAR 400,000 raised, or SAR 15 million for direct permanent residence) and Real Estate Owner (property worth SAR 4 million, unmortgaged). The new categories cost SAR 4,000 once; Special Talent and Gifted run for five years, with permanent residence possible after 30 months' residence within those five years, while the investor route leads straight to permanent residence. The older permits cost SAR 800,000 once or SAR 100,000 a year. Holders and their families pay no expat or dependants' levy, change jobs freely and need no exit and re-entry visa.
10.Bringing your family: the family visa, the salary test, the dependants’ levy and schools
Correct or addContents ↑A Saudi job can be a family move, but only for some workers, and the visa is the cheapest part of it.
Who can sponsor
Family sponsorship depends on two things recorded against your iqama: your profession and your salary. Professional and skilled titles — engineering, healthcare, education, IT, finance, management, sales, skilled trades — normally qualify for a permanent family visa, while some lower-skilled titles may be refused. Saudi Arabia publishes no single salary table. One expat guide updated in 2026 says the salary registered with GOSI must be at least SAR 3,500 a month; another, from September 2026, says applicants should prepare for SAR 4,000 to 6,000 or more depending on family size and profession. In practice, the further your registered salary sits above SAR 4,000 and the more clearly professional your title, the smoother the application; a wage near the referral floor is unlikely to pass. You need your iqama, a marriage certificate attested in India and by the Saudi mission, then by the Foreign Ministry in the Kingdom with an Arabic translation, children's birth certificates attested the same way, and a degree attested to match the profession on your iqama. Guides put the permanent family visa fee at about SAR 2,000 per family.
What changed in October 2026
On 6 October 2026 the Interior Ministry announced that skilled expatriates can bring eligible family members while their own work visa is still being processed, instead of waiting until they hold an iqama; the family's residence formalities are completed after arrival. It covers spouses, sons under 25 and unmarried daughters. Ask your employer whether your job title counts as skilled for this purpose — it turns on the tier recorded on your permit.
The dependants' levy
Every family member on your iqama costs SAR 400 a month, paid in advance when the iqama is renewed or an exit and re-entry visa is issued. The levy began in July 2017 at SAR 100 and reached SAR 400 in 2020; Arab News reported at the start that many workers feared they could not afford it. It is normally yours to pay unless your contract says the employer does. For a spouse and two children that is SAR 1,200 a month — SAR 14,400 a year — on top of rent and school fees, which is why so many Indian families in the Kingdom weigh, every renewal, whether the family stays. Premium Residency holders are exempt.
Visits instead
If the permanent visa is out of reach, a family visit visa lets your spouse, children and parents visit. Work is forbidden on it, and the Embassy reminds families that holders of non-employment visas caught working are detained, fined and deported.
Schools, health and the first months
Indian families in Riyadh, Jeddah, Dammam and Al Khobar mostly use the CBSE-affiliated Indian schools, which the Embassy works with every year; international-curriculum schools cost far more — Numbeo's October 2026 average for an international primary school in Riyadh is about SAR 37,900 a year. Your employer must insure you, but whether the policy covers your family depends on your contract, so ask before you sign: private cover for a family is a large monthly cost. A common order is for the earner to arrive first, pass probation and find a flat and a school place, with the family following on the permanent visa or the new concurrent route. Schools, flats and doctors are easier to judge with people already there: the Indian businesses in the Saudi yellow pages and the Indian events in Saudi Arabia are the quickest way to meet them.
11.Scams and false promises: free visas, visit-visa jobs, unregistered agents and the wrong job on the visa
Correct or addContents ↑Most frauds aimed at Indians who want to work in Saudi Arabia are defeated by one rule of Saudi law — the employer pays the recruitment, the visa, the iqama and your air fare — and one of India's: a registered agent may charge only a capped service fee, by cheque, with a receipt. Everything below breaks one of the two.
- The "free visa". The Embassy says it in four words: free visas do not exist. What is sold under the name is a visa from a sponsor you will never work for, after which you work for others illegally. The Embassy is equally plain that working for anyone other than your sponsor, even with the sponsor's consent, is punished with detention and deportation — and if that sponsor reports you absent, you lose your wages, your benefits and your legal status.
- "Come on a visit visa, we will convert it." Work on a visit, Umrah, Hajj or business visa is banned, and people caught are detained, fined, deported and barred. The Embassy also warns against the two-month business work visa that some agents use for workers: it is for short specialist assignments, the holder must leave before it expires, and an emigrant worker should not accept it.
- The wrong job on the visa. You may legally work only for the sponsor and in the profession printed on the visa. Agents who promise "nurse" and deliver "housemaid", or "electrician" and deliver "labourer", rely on you not reading Arabic. Before you travel, have someone other than the agent check the visa's type, profession and sponsor against your contract, or send a copy of the visa page to the Embassy to verify. In August 2026 a 27-year-old BSc nurse from Tamil Nadu, recruited for nursing and placed in domestic work, came home only after the Embassy and the Dammam police intervened; the Embassy paid her fare.
- Jobs closed to foreigners. An offer as a receptionist, security guard, cashier, HR officer or salesperson in a mobile-phone shop is an offer for a job reserved for Saudis, and the Embassy advises against accepting it.
- The unregistered agent and the sub-agent. No certificate from the Protector General of Emigrants, no employer's demand letter, a fee in cash above the cap, a promise of an "SVP certificate guaranteed" — walk away. Check the agent and the employer on eMigrate, including the list of barred foreign employers, before you pay anyone. Under the 2025 Saudi amendments, supplying manpower without an HRSD licence now carries a fine of SAR 200,000 to 500,000.
- The appointment and paperwork sellers. Visa stamping, attestation, the medical and the skill test are all booked through official systems — the Saudi mission's visa centres, Wafid, the SVP centres. Nobody needs to sell you a slot, and nobody can sell you a pass.
- The contract swap on arrival. A new Arabic contract with a lower wage, presented at the camp or the office, replaces the one you signed in India the moment you sign it. Refuse, and call 19911.
- The online "part-time job". Tasks paid for likes, reviews or data entry that need a registration fee or your bank login are a different fraud with the same ending.
If it has already happened
You are the victim, not the offender. Keep every message, receipt and document. In India, complain to the Protector of Emigrants, on eMigrate, to the Protector General of Emigrants or through MADAD; in Saudi Arabia, go to the labour wing of the Embassy in Riyadh or the Consulate in Jeddah, call HRSD's 19911 line and, for a crime, the police. Then warn the next person in the groups in Saudi Arabia, because the same agent is usually recruiting again within the month.
12.Where to get help: the Embassy and the Consulate, MADAD, the welfare fund, the labour courts and the community
Correct or addContents ↑The mission
India has two posts in the Kingdom. The Embassy in Riyadh covers Riyadh, the Eastern Province (Dammam, Al Khobar, Jubail, Al Hasa, Qatif, Hafr al-Batin), Qassim, Hail, Al Jouf and the Northern Borders; the Consulate General in Jeddah covers Makkah, Madinah, Tabuk, Asir, Jizan, Najran and Al Baha. Both run 24-hour helplines:
| Embassy, Riyadh | Consulate, Jeddah | |
|---|---|---|
| Toll-free, 24 hours | 800 247 1234 | 800 244 0003 |
| Helpline | +966 11 488 4697 | +966 12 661 4276 |
| +966 54 212 6748 (messages only) | +966 53 620 9704 | |
| Labour email | labour.riyadh@mea.gov.in | vclab.jeddah@mea.gov.in |
Each post has a Community Welfare Wing — the mission's labour section — and a Pravasi Bharatiya Sahayata Kendra that answers around the clock in several languages, registers grievances, calls sponsors and agents, and escalates cases. The wing negotiates with sponsors, provides a free interpreter for your case at the labour court, visits prisons and deportation centres, handles deaths and death compensation, and helps stranded workers and housemaids go home. Walk-in hours are 9 am to 12.30 pm on working days, Sunday to Thursday. Register with the mission when you arrive — name, passport, iqama, sponsor and phone — so it can reach you in an emergency. The Embassy has issued security advisories since March 2026 during the regional conflict, most recently on 8 October 2026 when missiles were intercepted over Riyadh; its services and the outsourced VFS centres have kept working throughout, and its advice is to follow the Saudi authorities' instructions and the Embassy's official channels.
MADAD and the welfare fund
Register any labour complaint on MADAD, the MEA's grievance portal, with copies of your passport, iqama, visa and contract and your sponsor's name and number; you can follow its progress online, and the Sahayata Kendra will help you file if you cannot. The Indian Community Welfare Fund pays, on a means-tested basis in deserving cases, for boarding and lodging for distressed workers and housemaids — the mission's shelter — emergency medical care, the air ticket home, initial legal help, bringing a body home when the sponsor will not, penalties for illegal stay where the worker is not at fault, and small fines to release Indians from jail or detention.
The Saudi system
HRSD's helpline 19911 takes complaints in English, Hindi, Urdu, Malayalam and Bengali. A labour dispute starts online at the amicable settlement stage of the labour office — there are 31 settlement offices across the Kingdom — and if it is not settled it goes to a labour court within 21 working days: there are seven, in Riyadh, Dammam, Buraydah, Makkah, Jeddah, Abha and Madinah, with labour circuits in the general courts elsewhere. The Embassy is candid that court cases take months, which is why it tries settlement with the sponsor first. Domestic workers go to a separate committee at the labour office.
The community
Indians in the Kingdom have organised for decades: regional associations, Kerala and Tamil cultural bodies, forums such as the Indian Overseas Forum in Dammam, the CBSE schools, and the Embassy's Pravasi Parichay festival, whose third edition in Riyadh in late 2025 brought more than 1,000 artists from 20 states. Community volunteers are often the people who walk a worker into the labour office or the Embassy. When the Minister of State for External Affairs visited from 5 to 8 September 2026, the community asked for a consulate in the Eastern Province, which he said is under consideration, and for a platform linking workers who lose their jobs with Indian companies in the Kingdom. The groups in Saudi Arabia are where jobs, rooms and warnings move fastest, and the events, groups and businesses page shows what is on across the Kingdom.
If you are weighing Saudi Arabia against elsewhere
This site covers other markets too: the UAE jobs guide sets out the Gulf alternative with a job-seeker visa, the UK jobs guide the sponsored route to settlement, and the other guides the rest of the world.
Questions people ask
- Can an Indian get a job in Saudi Arabia directly from India without an agent?
- Yes. Professionals and non-ECR workers can be hired by a Saudi employer directly — through LinkedIn, Naukrigulf, Bayt, GulfTalent or the employer’s own careers page — and the employer obtains the visa and work permit and pays for them. Since 14 January 2025 your qualifications are verified before the visa, and tradespeople in listed occupations pass the Skill Verification Programme test in India. ECR-passport workers, nurses and domestic workers must be recruited through eMigrate, and an agent, if used, must be registered with the Protector General of Emigrants and may charge only a capped service fee.
- What is the process for a Saudi work visa for Indians in 2026?
- The employer obtains the visa and work permit on Qiwa and pays the fees and the monthly expat levy; you sign a written contract, have your qualifications verified (and take the SVP skill test if your trade is listed), book the medical through the Gulf Health Council’s Wafid system, and give biometrics at the Saudi mission’s visa centre for stamping. ECR-passport holders then need emigration clearance on eMigrate with the Pravasi Bharatiya Bima Yojana policy. After arrival there is a second medical, and the employer must issue your iqama within 90 days.
- What is the minimum salary for Indian workers in Saudi Arabia?
- Saudi Arabia sets no minimum wage for foreign workers. India’s Embassy publishes minimum referral wages that eMigrate contracts should meet: for 2025, SAR 1,500 a month for housemaids and gardeners, SAR 1,700 for general labourers, SAR 1,800–2,000 for masons, carpenters, plumbers and cooks, SAR 3,000 for electricians, drivers and nurses, SAR 5,500 for accountants and SAR 7,000 for computer programmers. Professional packages are far higher — Hays put accountants at SAR 10,000–20,000 a month and developers at SAR 20,000–35,000 (Q4 2024 data) — and salaries are free of income tax.
- Do I need emigration clearance to work in Saudi Arabia with an ECR passport?
- Yes. Saudi Arabia is one of India’s 18 ECR countries, so a worker whose passport says “Emigration Check Required” needs clearance from the Protector of Emigrants through eMigrate before leaving for a job, and can be stopped at the airport without it. Nurses need clearance whatever their education, because nursing is a notified profession. The employer must be registered on eMigrate, the contract must meet the referral wage, and you need the Pravasi Bharatiya Bima Yojana policy — ₹275 for two years or ₹375 for three, plus taxes. Holders of non-ECR passports going as professionals need none of this.
- What is the Skill Verification Programme for Indian workers going to Saudi Arabia?
- It is a written and practical trade test, run in India under a 2022 agreement between NSDC and Takamol, that workers in listed technical occupations must pass before the Saudi work visa is issued. It began with plumbers, electricians, welders, AC technicians and auto electricians, was reported at 19 trades by 2023, and by August 2026 had assessed nearly 3 lakh candidates across 83 occupations. The pass mark was set at 50% and the certificate is valid for five years. Book only through the official programme; an agent who offers a guaranteed certificate is selling a fraud.
- How is the end-of-service benefit calculated in Saudi Arabia?
- The award is half a month’s wage for each of the first five years and a full month’s wage for each later year, calculated on your last wage. When the contract expires or the employer ends it, you are owed it for the time served. If you resign, you get nothing under two years, one third for two to five years, two thirds for five to ten and the full award after ten. On a last wage of SAR 6,000 after seven years the full award is SAR 27,000. The employer must pay within one week if it ends the contract and within two weeks if you do.
- Can I change my employer in Saudi Arabia without my sponsor’s permission?
- Yes, under the Labour Reform Initiative in force since 14 March 2021, if you are covered by the labour law: you can transfer on Qiwa when your contract expires, or after completing its first year if you serve the notice period, and at once if your work permit has expired, you have not been paid for three consecutive months, or the employer missed two hearings in a labour case. Domestic workers are excluded. Since 2025, if your contract ends or an absence report is filed, you have 60 days to transfer, leave or re-sign before Qiwa marks you absent.
- What salary do I need to bring my family to Saudi Arabia?
- Saudi Arabia publishes no single figure. One expat guide updated in 2026 says your salary registered with GOSI must be at least SAR 3,500 a month and that your profession on the iqama must be eligible — some lower-skilled titles may be refused — while another tells applicants to prepare for SAR 4,000–6,000 or more. Each dependant then costs SAR 400 a month in levy, so a spouse and two children add SAR 14,400 a year. Since 6 October 2026 skilled expatriates can bring a spouse, sons under 25 and unmarried daughters while their own work visa is still being processed.
- How can I tell if a Saudi job offer is fake?
- Be suspicious of any offer that asks you to pay for the visa, the medical or the ticket — under Saudi law the employer pays recruitment, the visa, the iqama and the air fare — or that comes through an agent without a certificate from the Protector General of Emigrants or an employer’s demand letter. Free visas do not exist, and work on a visit, Umrah or business visa leads to detention and deportation. Check the agent and employer on eMigrate, and before you fly have the profession and sponsor on the visa checked against your contract, or send the visa page to the Indian Embassy to verify.
- Where can Indian workers in Saudi Arabia get help with a labour problem?
- Call the Embassy in Riyadh’s 24-hour toll-free line 800 247 1234 (Riyadh, the Eastern Province and the north) or the Consulate in Jeddah’s 800 244 0003 (the west and south), and register the complaint on the MEA’s MADAD portal with your passport, iqama, visa and contract. HRSD’s 19911 line takes complaints in Hindi, Urdu, Malayalam, Bengali and English, and disputes go to the labour office’s settlement stage and then the labour courts, where the mission provides a free interpreter. The Indian Community Welfare Fund pays for shelter, emergency medical care and the ticket home in deserving cases.
