Jobs in Oman for Indians (2026): the work visa, Omanisation, eMigrate, wage floors, the 2023 Labour Law and the honest odds

An Indian can work in Oman only on a work permit and a two-year employment visa that an employer obtains: the employer asks the Ministry of Labour for authorisation to recruit in a named occupation, the Royal Oman Police issues the visa, you pass a Wafid medical, and if your passport is stamped ECR you need emigration clearance through eMigrate before you fly. About 679,000 overseas Indians live in Oman (Ministry of External Affairs, January 2026), but Omanisation keeps closing professions to new foreign hires — computer programmers and computer engineers since 1 January 2026, web designers and operations analysts from 1 January 2027 — and engineers and finance staff now need a sector-skills certificate to get a permit. The Labour Law bans any fee charged to the worker for a job, India caps a registered agent at ₹30,000 plus GST, and India’s wage floors for Oman start at OMR 75 a month for a housemaid and OMR 80 for a helper and reach OMR 500 for an engineer or a doctor. There is no income tax until a 5% tax on income above OMR 42,000 starts in 2028, the end-of-service gratuity is due to be replaced by a 9% savings scheme no later than 19 July 2027, and no source we could open confirms the salary needed to bring a family: ROP’s English page says OMR 600, while other reports say 300 and 150.

1.The honest answer first: who gets hired in Oman from India in 2026, and who does not

Correct or addContents ↑

Behind every "jobs in Oman for Indians" search is the same plain question: is Oman still a place where an Indian with a trade or a profession can be hired, save and go home? In October 2026 the honest answer is yes for experienced tradespeople, technicians, nurses, doctors, engineers, accountants and teachers whose employer files the paperwork for a profession that is still open to foreigners; far less for graduates who plan to arrive and search; and never through anyone who asks you for money for a visa.

The numbers

About 679,000 overseas Indians (Indian citizens and people of Indian origin) live in Oman: 678,837 in the Indian Ministry of External Affairs’ estimate for January 2026. That is 676,781 Indian citizens and 2,056 people of Indian origin. The Embassy of India’s own brief gives approximately 674,950 as on February 2026, attributed to the Government of Oman, and says 526,496 Indian nationals hold work visas (NCSI, May 2026). The National Centre for Statistics and Information (NCSI), taking its worker counts from the Royal Oman Police, shows 531,001 Indian expatriate workers in July 2026, up 4.4% on July 2025, the second-largest nationality after Bangladeshis (600,138) and ahead of Pakistanis (285,196), among 1,835,939 expatriate workers. Oman’s registered population was 5,415,580 at the end of July, 2,347,228 of them expatriates.

The shape of the market matters more than the totals. In July 2026 only 39,627 expatriates worked in government, against 1,406,283 in the private sector (NCSI, as the Oman Observer reported on 7 September 2026). Omanis hold 392,962 government jobs and 441,737 private-sector jobs, the private figure up 8.6% in a year (People Matters, 5 August 2026). The Ministry of Labour said on 2 July 2026 that it had filled 56.82% of its annual employment and training target for Omanis in the first half. The economy underneath is mixed: petroleum activities fell 11.7% in the first quarter of 2026 against a year earlier while non-petroleum activities rose 5.9% (NCSI, GDP at current prices).

What this means in practice

  • If you are a tradesperson or technician — electrician, welder, fitter, mechanic, plumber, mason — the volume is real: construction alone employs 418,570 expatriate workers. India’s wage floors apply to your pay, and the hard parts are the employer and the agent, not the profession.
  • If you are a nurse, doctor, pharmacist, engineer or accountant, Oman still hires Indians, but you need the regulator’s approval first, and since 2025 engineers and finance staff also need a certificate from a sector skills unit before a permit is issued or renewed (the licensed-jobs section).
  • If you work in IT, the door is closing: computer programmers, electronic computer engineers and computer operators have been reserved for Omanis since 1 January 2026, and web designers and operations analysts follow on 1 January 2027 (the Omanisation section).
  • If you work in hotels, sales, administration, logistics or management, check the Ministry’s list first; the 2024–26 decisions closed many of those titles to new foreign hires.
  • If you are a fresh graduate, see the freshers section: the Labour Law lets an employer recruit abroad only when no Omani has the qualifications, and the ROP work visa needs you to be at least 21.
  • If anyone asks you for money for a visa or a job, stop: the Labour Law bans any charge to the worker, and the agent’s legal ceiling in India is ₹30,000 plus GST.

What sets Oman apart from the other Gulf guides

There is no income tax today, as in the UAE, Qatar, Kuwait and Saudi Arabia, but a 5% tax begins in 2028. A completed contract frees you to change employer without a No Objection Certificate. And the Labour Law is published in English, so what follows quotes it rather than summaries. For the community you would arrive into, see the Indians in Oman page and the Muscat guide.

3.Omanisation: the professions closed to new foreign hires, the certificates you now need and the one-Omani rule

Correct or addContents ↑

Article 18 of the Labour Law opens with a sentence that frames everything else: employment is a right for Omanis, and others may work in Oman only on the conditions the law and its decisions set. Under article 23 the Minister fixes Omanisation percentages by sector, activity and occupation and lists the jobs in which Omanis replace non-Omanis; under article 29 an employer may not employ a non-Omani in an occupation restricted to Omanis; and article 30 lets the Minister list the occupations non-Omanis may not practise and those in which authorisations are suspended. Article 43 adds that an employer may end a non-Omani’s contract, on notice, to carry out its Omanisation plan by appointing an Omani to the same occupation. Omanisation is therefore not a campaign slogan: it is a ground for losing your job.

The closed professions, in dates

The base list is Ministerial Decision 235/2022, which regulates the practice of some professions, and the Ministry’s list of decisions shows it amended by Decision 501/2024. KPMG’s alert on the amendment gives the phases:

DateProfessions closed to new foreign hiresSource
2 September 2024Most of the added titles, including marketing specialists, quality control officers, mechanical and electrical technicians, sales representatives and commercial brokersKPMG
1 January 2025Systems analysts, information-systems network specialists, marine controllers, ship traffic controllers, computer maintenance techniciansKPMG
1 January 2026Computer programmers, electronic computer engineers, computer operatorsKPMG; NRI Information says they are now reserved
1 January 2027Web designers, operations analystsKPMG

People Matters reported on 14 January 2026 that the Ministry was blocking new work visas in more than 200 professions, naming hotel reception managers, travel agents, quality control managers, sales representatives, logistics drivers, technical maintenance staff, drilling supervisors and aviation handlers. Paul Hastings lists general manager, deputy director, security supervisor, public relations director, receptionist, guard, tour guide and vehicle insurance broker among the 235/2022 titles. Existing workers may stay until their permits expire, but a reserved occupation cannot be renewed. We could not open the Ministry’s own list, and we found no 2026 table of Omanisation percentages by sector, so treat every title above as a prompt to check, not a ruling. The date that matters is your next renewal, not your arrival. Re-check the 1 January 2027 phase in January.

Check a job before you resign from the one you have

The Ministry runs an online inquiry on its Omanisation page, a directory of professions and activities. You pick an activity or a profession, the size and type of establishment, the service, and the governorate and wilayat, and it returns whether foreign workers are allowed, with the dates the rule is valid. Ask your prospective employer’s PRO (the staff member who handles permits) to run your exact title through it, in writing, before you give notice anywhere.

The certificates: engineers and finance staff

From 1 August 2025 the Ministry no longer issues or renews permits for anyone working under the title "engineer" without a professional classification certificate obtained through the Oman Society of Engineers and validated by the Sector Skills Unit for engineering, a deadline the Ministry called hard, with no exemptions or extensions (Middle East Briefing, 22 July 2025). From 1 September 2025 the same applies to 20 finance, accounting and auditing roles — from accounts technician and internal auditor to financial controller, tax manager and chief audit executive — through the Sector Skills Unit for accounting, finance and auditing, in coordination with the Omani Association of Certified Public Accountants. Gulf News reported on 31 December 2025 that qualifications must be verified before arrival, that a work practice licence is issued only after verification, and that forged certificates bring fines, licence cancellation, deportation and court referral, with liability for employers who overlook them.

The one-Omani rule, and what it means for small employers

Paul Hastings reports that from 15 June 2025 every commercial registration that is a year old must employ at least one Omani, and that wholly foreign-owned companies had to employ one within a year of starting activity. A very small firm that cannot meet it may struggle to renew your permit, so ask how many Omanis the company employs.

Government jobs

They are close to closed: the NCSI count of 39,627 expatriates in the whole of government in July 2026 sits against 392,962 Omanis in government jobs. A 2021 decision also reserved administrative, financial, admissions, counselling and student-affairs posts in private higher-education institutions for Omanis (Gulf News, 14 February 2021).

4.Where the jobs are: construction and the trades, energy contractors, health, schools, and the Indian companies in Oman

Correct or addContents ↑

The labour market is wide at the bottom and narrow at the top. The NCSI’s August 2026 bulletin counts 1,796,312 expatriate workers in the private, family, communal and other sectors in July 2026 (all nationalities, provisional, from Royal Oman Police data). By activity:

ActivityExpatriate workers, July 2026Change on July 2025

By occupation, principal and auxiliary engineering occupations (700,039) and service occupations (617,202) dominate, against 118,698 in sales, 100,894 in industrial, chemical and food processes, 94,103 administrators, directors, managers and investors, and 44,766 scientific, technical and human-subject specialists. The professional jobs are a small share of a large, trade-heavy market, and a few of them are shrinking: education fell 17%, construction 3.2%. By place, Muscat holds 686,371 of the 1,835,939 expatriate workers of all kinds (NCSI, July 2026, provisional).

Energy: the employers that hire mostly Omanis, and the contractors that do not

Petroleum Development Oman (PDO) reported an overall Omanisation rate of 92.7% for 2025 (Oman Observer, 12 May 2026), and its operations centre is 95% Omani. A direct PDO job is therefore rare for an Indian; the realistic route is the contractors and service companies around PDO, OQ and the gas plants, which hire engineers, supervisors, welders, riggers, pipefitters and drivers project by project. NCSI population counts show where expatriate residents live: 942,579 in Muscat, 336,536 in Al Batinah North (the Sohar region), 290,657 in Dhofar (Salalah) and 37,743 in Al Wusta (Duqm).

Duqm, Sohar and Salalah

Duqm’s special economic zone had drawn about OMR 6.3 billion of cumulative investment by the end of 2025 (Oman Observer, 21 September 2026), and its refinery (OQ8) is a joint venture between OQ and Kuwait Petroleum Corporation (Oman Observer, 5 February 2024). Sohar and Salalah, with their ports and industrial zones, are the other centres of industry outside Muscat, and the Indian Social Club has branches in Salalah, Sohar and Sur. All three were struck in the 2026 war, so the safety note at the top of this page applies to them first.

The Indian companies in Oman

The Embassy’s trade brief says there are over 6,000 India–Oman joint ventures operating in Oman and lists the major Indian companies with investments there: JSW Group, Larsen & Toubro, TVS, Dev Salt, Kaynes Semicon, Tata Consultancy Services, GFCL Electric Power (Anox GFCL Group), ACME India, Jindal Shadeed Iron and Steel, Mahakali Udyog Nurani, Asia Plates Steel, UltraTech Cement, Tata Steel Mining, Madhav Surfaces, Oswal Group, Hind Aluminium, Kailash Group, Nagarjuna Fertilizer, Future Bio Organics, Deepak Nitrate and the Petiva sugar factory. The Oman India Fertilizer Company at Sur, a joint venture between Oman Oil Company and India’s IFFCO and KRIBHCO, floated a quarter of its shares on 8 July 2026. These are named, checkable employers, which an agent’s unnamed "client" is not; the Embassy’s list says where they invest, not that they are hiring.

The CEPA, and what it does and does not change

The India–Oman Comprehensive Economic Partnership Agreement was signed on 18 December 2025 and entered into force on 1 June 2026. The Ministry of Commerce’s release says Oman offered services commitments in 127 sub-sectors and, for the first time, wide-ranging commitments on the movement of professionals: it raised the quota for intra-corporate transferees from 20% to 50%, extended the stay of contractual service suppliers from 90 days to two years with a possible two-year extension, and eased entry and stay for professionals in accountancy, taxation, architecture, and medical and allied services. It also allows 100% Indian ownership of companies in major services sectors and says the two sides will discuss social security coordination once Oman’s contributory system is in place. The release does not say how these commitments sit alongside the Ministry of Labour’s closed-profession list, so ask any employer who cites the CEPA to name the permit category it will use.

Health, schools and the home

The Embassy says thousands of Indians work in Oman as doctors, engineers, chartered accountants, teachers, lecturers, nurses and managers. Muscat’s private hospitals include Aster Al Raffah, KIMS Oman, Burjeel, the NMC specialty hospitals and the Badr Al Samaa clinics. The Board of Directors of Indian Schools in Oman governs 22 CBSE schools with 47,465 students and 2,086 teachers; we found no central teacher-recruitment page, so vacancies are the schools’ own. Households employing domestic staff are the second-largest group of expatriate employers by the NCSI’s count, and their rules are in the licensed-jobs section.

5.Finding an employer: the boards, the registered agents, the Embassy’s employer checks, the Gulf CV and the interview

Correct or addContents ↑

Indians reach Omani employers in three ways: a direct application to an employer with a vacancy, a registered recruiting agent in India working to an employer’s demand letter, or a referral from someone already there. All three are legal. The second is where the fraud is, so it needs the most checking.

Where to look

  • The Gulf boards. NaukriGulf, Bayt, GulfTalent, LinkedIn and Indeed carry most professional postings for Oman. Read the visa line in the advert: "transferable" or "local hire" usually means the employer wants someone already in Oman.
  • Employers’ own careers pages. The Indian companies in the Embassy’s list, the energy contractors and the hospital groups recruit through their own sites. A careers page never asks you for a fee.
  • Registered recruiting agents. Only an agent registered under the Emigration Act, 1983 may recruit you. The Ministry of External Affairs tells job seekers to check the "List of active RA" on emigrate.gov.in before they pay, and its overview counted 3,505 illegal agents notified on eMigrate as of 9 April 2026.
  • The state agencies, for nurses and domestic workers. The Embassy’s page on nurse recruitment says a foreign employer in an ECR country needs a Country Specific Order to recruit nurses from India, whether through a government or a private agent. For women domestic workers the MEA lists 17 state-run agencies, among them NORKA Roots and ODEPC in Kerala and the overseas manpower companies of Tamil Nadu, Andhra Pradesh and Telangana.
  • Your network. Colleagues and the Indian Social Club’s wings in Muscat, Salalah, Sohar and Sur are where an electrician’s vacancy is posted first; the Oman events calendar shows where those gatherings are.

The Embassy’s employer check

If your passport is ECR, the Embassy of India in Muscat is part of your hiring. Its page on direct recruitment of men explains that the Omani employer must register on eMigrate, upload a request letter, and hand the registration form and the checklist documents to the Embassy to obtain a user ID and password, and that the employment agreement, in English and Arabic, must be attested by the Ministry of Labour and the Ministry of Foreign Affairs. The checklist asks for the commercial registration, the Oman Chamber of Commerce and Industry membership certificate, the authorised signatory’s ID, the labour clearance with an English translation, an undertaking, the insurance, and the employee’s passport and visa copies. So a useful question to put to an employer is whether the company is registered with the Embassy on eMigrate. The MEA overview says all foreign employers must register before recruiting from India, so a company that has not done so cannot send an ECR worker through the system.

What the employer is weighing

To hire you from abroad the employer needs a free authorisation for your occupation, a clean Omanisation record, the fees, your flight and, for Indian blue-collar recruits, India’s wage floor with the benefits in the contract. A candidate already in Oman whose contract has ended needs none of the steps for bringing someone from abroad: since 1 January 2021 the old NOC rule no longer holds them. That is why "local hire" wins so many postings, and why the people most likely to be hired from India are those with a scarce, licensed or certified skill and an employer who has done it before.

The Gulf CV

Two pages; a small professional photograph; nationality, date of birth and passport number with its validity; and a status line: "in India, ECNR passport, available in 30 days" or "in Oman, contract completed, free to transfer". Put your Gulf experience first, your licences and certificate numbers next (a nursing or medical registration, an Oman Society of Engineers classification, a driving licence), then your degree and the attestations the regulator asked for. Give salary expectations in rials, as a total with housing and transport stated separately, and leave out caste, religion and school percentages.

The interview

For trades it is often a trade test at an agent’s office in Kochi, Chennai, Mumbai, Hyderabad or Delhi, followed by a medical; for professionals a video call and a technical round. Oman is an hour and a half behind India, so a 10 am slot in Muscat is 11.30 am in Kochi. Two questions come early: what salary you expect in rials, and how fast you can join. Before you accept, ask for the offer in writing with the occupation exactly as it will appear on the permit, the basic wage and every allowance, the contract term, who pays your ticket and the annual leave ticket, and whether the occupation is open to foreigners today. Expect a professional search from India to take months, and keep a written record of every application, agent and payment.

6.India’s side: ECR passports, eMigrate, the Oman wage floors, registered agents and the insurance

Correct or addContents ↑

Oman decides whether you may work there; India decides, for many workers, whether you may leave to do it. Both systems apply at once, and India’s complaint channels give you a second route if something goes wrong.

ECR or ECNR

An Indian passport is either ECR (Emigration Check Required) or ECNR. The Ministry of External Affairs’ overview of overseas employment, dated 21 April 2026, says ECR passport holders need emigration clearance when going abroad for employment to the 19 designated ECR countries, and Oman is on the list; it adds that clearance for Libya and Yemen is suspended. Older MEA pages, including the one on emigration for employment and the Oman pre-departure manual, show 17 countries, and all of them include Oman. An ECR holder going to Oman for something other than a job needs no clearance. The MEA’s list of people who fall under ECNR includes holders of diplomatic and official passports, gazetted government servants, income-tax payers, professional degree holders such as doctors and engineers, people with Class 10 or higher qualifications, holders of two-year vocational diplomas recognised by the NCVT or SCVT and three-year polytechnic diplomas, people over 50, people who have lived abroad more than three years, children under 18 and holders of permanent immigration visas. The status is shown in your passport; if you are unsure, ask the passport office or a Protector of Emigrants before you pay anyone.

eMigrate and the clearance

Clearance runs through emigrate.gov.in. The Omani employer registers on the portal and the Embassy approves it; the agent or employer files your case; and the Protector of Emigrants grants the clearance. For a semi-skilled worker the MEA’s manual lists, in original, a passport valid six months, the visa, a contract attested by the Indian mission, the challan for the fee and a valid insurance policy; check the portal for today’s list. The MEA overview says all foreign employers must register on eMigrate before recruiting from India, that the portal is linked to passport validation and to the immigration check at airports, and that emigrants should hold a valid employment contract before they leave. ECNR passport holders may register voluntarily and take the insurance.

What an agent may charge

Only an agent registered with the Protector General of Emigrants may recruit you, and sub-agents are illegal. The MEA’s advisory of December 2023 says a registered agent may collect no more than ₹30,000 plus 18% GST from you, must issue a receipt, and that unregistered agents were overcharging by ₹2–5 lakh. Older MEA pages still print ₹20,000, so quote the newer figure. Check the agent’s licence on eMigrate, ask to see the demand letter and power of attorney from the Omani employer, and pay by bank transfer.

India’s wage floors for Oman

The MEA fixes a Minimum Referral Wage for each ECR country, and once a floor is fixed no employer from that country may hire an Indian below it. The Embassy’s eMigrate table for Oman is dated 26 July 2021, and its menu says the floors were revised on 15 July 2021; the figures are the total of wage and allowance, in rials a month:

RoleFloor (OMR a month)
Housemaid75
Private driver78
Helper, cook, cleaner, farm worker80
Mason, carpenter, electrician, plumber, welder, painter, rigger100
Waiter, hairdresser, nanny120
Light-duty driver, technician, clerk, secretary, store keeper150
Heavy-duty driver, accountant, teacher, pharmacist, foreman, supervisor, salesman200
Nurse (male or female), manager250
Engineer, doctor500
Physiotherapist600

Most designations were fixed between 2015 and 2021. They are floors, not market rates, and a floor for an occupation that is now closed to foreigners, such as a computer operator at OMR 200, tells you only that it was once hired. Check the current table on eMigrate before you sign.

The insurance and the helplines

The Pravasi Bharatiya Bima Yojana is mandatory for ECR workers going to ECR countries: ₹275 for a two-year policy or ₹375 for three, with cover of ₹10 lakh for death or permanent disability from an accident, and benefits for hospitalisation, repatriation and legal costs under the 2017 version. The MEA’s Pravasi Bharatiya Sahayata Kendra answers on 1800 11 3090 from India, +91-11-26885021 from abroad (chargeable), WhatsApp +91 74283 21144 and [email protected], in eleven Indian languages. Foreign employers found at fault are placed in a Prior Approval Category, after which hiring through them needs the Embassy’s consultation.

7.The contract and the 2023 Labour Law: probation, hours, leave, wages, notice and what an employer may not do

Correct or addContents ↑

Oman’s private-sector workers are covered by the Labour Law issued by Royal Decree 53/2023 on 25 July 2023 and published in the Official Gazette on 30 July. It replaced the 2003 law and applies to Omanis and expatriates alike, except those under special laws. Domestic workers have their own regulation (Ministerial Decision 574/2025). What follows is drawn from the consolidated English text.

The contract

It must be in writing and in Arabic, in two copies; a contract in another language must carry an Arabic copy that both sides approve (article 33). If there is none in writing you may prove your rights by any means. A definite-term contract may not exceed five years and a longer or lapsed one becomes open-ended (articles 34 and 35). It must state the employer, your name and qualification, the work, the basic wage and every allowance, the payment date, and the notice a party must give if it does not intend to renew, which must be at least a month when the employer gives it (article 36). The MEA’s manual adds the Indian requirement that it list free food or an allowance, accommodation, a return air ticket and the disposal of the body, where relevant. Do not sign a second contract or a blank page.

Probation, notice and dismissal

  • Probation may not exceed three months for a monthly-paid worker, or two for others; it applies once per employer; and either side may end the contract during it on seven days’ notice (article 37).
  • Notice on an open-ended contract is 30 days for monthly-paid staff and 15 for others, unless the contract says longer (article 38), and during notice the employer must let you take 10 paid hours a week to look for a new job (article 39).
  • Dismissal without notice or gratuity is allowed only in the listed cases — false identity or forgery to get the job, serious loss caused by a mistake, ignoring written safety instructions, absence for more than seven consecutive days or ten intermittent days in a year after a written warning, and the like (article 40). A dismissal is arbitrary if it rests on sex, origin, colour, religion, disability or pregnancy, union activity, or a complaint or lawsuit against the employer (article 12). The court may reinstate you or award three to twelve months of your gross wage, plus the gratuity and the notice pay (article 11).
  • Omanisation is a lawful ground for ending a non-Omani’s contract, as the Omanisation section says (article 43).

Hours, overtime and leave

  • Hours are at most 8 a day and 40 a week, with an hour for rest and food and no more than six continuous hours; in Ramadan, 6 a day and 30 a week for Muslim workers (article 70).
  • Overtime needs your consent and may not take the day past 12 hours. It earns your basic hourly wage for the extra hours plus at least 25% by day or 50% by night; on a weekly rest day or an official holiday, 100% of the daily basic wage plus the day’s wage, or a compensatory day (article 71). The employer may require overtime without consent only for annual stock-taking and closing of accounts, up to 15 days a year, or in emergencies, and then pays at least 50% by day and 75% by night, or 200% on rest days (article 72).
  • Rest and leave. Two consecutive rest days a week (article 77); at least 30 days of annual leave on the gross wage after six months, with up to 30 days carried over, and a return ticket home for a non-Omani if the contract agrees one (article 78); full gross wage on official holidays (article 79); up to 182 days of paid sick leave a year at 100% for the first 21 days, 75% to day 35, 50% to day 70 and 35% thereafter (article 82); and special leave of 3 days for marriage, 3 for the death of a parent or sibling, 10 for the death of a wife, son or daughter, 7 days of paternity leave and 98 days of maternity leave (article 84).

Wages and your papers

Wages are paid in Omani rials into a bank account, within three days of the end of the period they are due (articles 85, 87 and 90); the employer carries the burden of proving payment (article 86); and on the end of employment all dues are payable at once, or within seven days if you abandoned the job (article 91). Deductions for damage you did intentionally are capped at 25% of the monthly wage (article 68). An employer may not keep your passport or personal documents without your written consent (article 6). An employer who employs 50 or more workers must have a complaints system (article 8). It is prohibited to charge workers any amount for recruiting them (article 31), and the employer must return you to your country, or another agreed one, within 60 days of the contract ending (article 14).

Going to court

Before a labour claim can go to court it must be lodged as a settlement application with the Ministry, which has 30 days to settle it (article 9). Labour lawsuits are exempt from court fees (article 13), and you may stay in Oman while your claim is decided, without the employer bearing any liability for that (article 14). If you are dismissed, you have 30 days from notice to complain (article 10).

8.Salaries and what you keep: the floors, the averages, no income tax until 2028, and what Muscat costs

Correct or addContents ↑

No Omani authority publishes a table of expatriate pay by occupation that we could open, and the salary-survey sites that do cover Oman rest on a handful of respondents (one nurse page said fewer than 20), so this section sticks to figures from official sources and says what they are.

The statutory minimum is for Omanis

Article 88 of the Labour Law leaves the minimum wage to a ministerial decision. Compliance guides give the private-sector minimum as OMR 325 a month, in force since July 2013 and described as applying to Omani nationals; none describes a statutory minimum for expatriates, and we could not open the decision itself. For Indian recruits the binding floors are India’s, in the table in the India’s-side section: OMR 80 for a helper, OMR 100 for most trades, OMR 150 for a light-duty driver, OMR 250 for a nurse, OMR 500 for an engineer or a doctor. Those figures are from 2015–21 and the market has not necessarily moved with them.

What the averages say

The NCSI’s household income and expenditure survey, as the Oman Observer reported it on 7 September 2026, puts the average income of a non-Omani at OMR 687.58 a month in the private sector and OMR 1,667.97 in government, and a non-Omani household’s average income at OMR 717.15 against average monthly spending of OMR 402.48. Housing, water, electricity and fuel took 48% of that spending, food and drink 16.5%, transport 6.6%, restaurants and accommodation 5.25% and education 5.2%. The report does not say whether the individual figures are per person or per household. Read the gap as the point: the better-paid government jobs barely exist for an expatriate, and the private figure averages every occupation and every non-Omani nationality, so it describes the market, not any one job.

The package

Ask for every line in writing: basic wage, which the gratuity and (from 2027) the 9% scheme are calculated on; housing or a housing allowance; transport; the annual leave ticket that article 78 makes a right if the contract agrees it; medical cover; and the end-of-service payment. A contract that is mostly allowances and little basic wage shrinks your gratuity, because the law counts the basic wage only. Article 58 requires employers working in the areas the Minister specifies to provide transport, suitable accommodation, meals and drinking water, and India’s contract terms list free food or a food allowance and free accommodation, so check which of those your contract gives. Wages must reach your bank account through the Wage Protection System, so keep your payslips and bank statements; they are your proof in any dispute.

Tax: none today, 5% from 2028

Oman levies no personal income tax today, so the gross on the contract is close to what reaches the bank. Royal Decree 56/2025, issued on 22 June 2025, introduces a 5% tax from 1 January 2028 on income above OMR 42,000 a year, which is OMR 3,500 a month. EY’s alert says residents, meaning people present for more than 183 days in a tax year, are taxed on income in Oman and abroad, non-residents on Omani income only, and that 16 categories of income are exempt. Executive regulations were due within a year of publication, about 29 June 2026, and we found no sign that they have been issued. The India–Oman double-taxation agreement, as amended, entered into force on 28 May 2025 (Embassy brief). How your savings are taxed in India is an Indian-tax question this guide does not answer.

What Muscat costs

The NCSI’s consumer price index was up 3.15% on a year earlier in July 2026, with food and non-alcoholic drinks up 7.29% and housing and utilities down 0.55%, so most of the cost pressure is in the shop, not the rent. District-by-district rents, schools and transport are in the Muscat guide’s neighbourhoods and renting section and its cost-of-living section.

9.End of service and cover: the gratuity, the 9% savings scheme, sick-leave insurance and health cover

Correct or addContents ↑

Three layers of money sit behind the salary: the gratuity you are owed today, the savings scheme that replaces it, and the insurances that protect you if you are ill or hurt. They are changing on a timetable, so the dates matter.

The gratuity today

Article 61 of the Labour Law says that when employment ends, for workers outside the Social Protection Law, the employer pays a gratuity of not less than the basic wage for each year of service, pro rata for part years, on the final basic wage, and counts service that began before the law. The Ministry’s clarification, reported by the Oman Observer on 23 October 2024, puts service under the older law at 15 days’ wages for each of the first three years and a month for each later year, so a worker who began in August 2021 earns half a basic salary a year for the period to 31 July 2023 and a full one after it. The article applies until the savings system starts. An employer that runs its own savings programme, with the Ministry’s and the Social Protection Fund’s approval, may pay that instead of the gratuity only if it equals or exceeds what the gratuity would have been (article 48). Ask for the end-of-service certificate, which is free (article 62).

The 9% savings scheme

The Social Protection Law (Royal Decree 52/2023) provides an individual savings account for each non-Omani worker, funded by 9% of the monthly basic wage and paid out when service in Oman ends, in place of the employer-paid gratuity for later service. As amended by Royal Decree 60/2025, the start date is set by the Social Protection Fund’s board and may be no later than 19 July 2027; Teamed’s guide, reviewed on 16 October 2026, says the executive regulation puts the contribution on the employer, and gratuity already earned stays payable. We found no announced start date. Ask your employer in writing which regime applies to the months you work and what happens to your accrued gratuity on the changeover; article 61 lets the employer settle the earlier period into the new system at the basic wage on the settlement date.

Sick-leave insurance, new in July 2026

Social Protection Fund Decision 13/2026 made sick-leave and extraordinary-leave insurance compulsory for expatriate employees from 20 July 2026 (Gulf News, 28 June 2026; DLA Piper gives 19 July). Teamed says the employer pays 1% of the insured worker’s monthly wage, and that work-injury insurance reaches non-Omani workers from 19 July 2028. The insurance pays for time off, not treatment.

Health cover

Dhamani, the Unified Health Insurance Policy, has been in law since 2019 for private-sector employees and their dependants, with the employer paying the premium and cover capped at OMR 4,500 a year; Lockton wrote in September 2024 that the mandate was expected once the E Dhamani platform was fully operational by the end of 2025. We found no 2026 notice that it is enforced across the board. The Labour Law gives you a floor: if you are treated in a government or private hospital without insurance, the employer bears the cost of treatment, medicines and the hospital stay (article 57), and an employer with more than 200 workers in one place must appoint a qualified nurse or contract a health institution for first aid. Ask for the policy, the insurer and the exclusions before you sign.

Social security between India and Oman

The Ministry of Commerce’s CEPA release says the two sides agreed to hold discussions on social security coordination once Oman’s contributory system is implemented, and we found no coordination agreement in force. Keep your own records of contributions, payslips and contract periods.

10.Nurses, doctors, engineers, accountants, teachers, drivers and domestic workers: the licences behind the job

Correct or addContents ↑

Article 28 of the Labour Law makes some work depend on passing a professional examination, and ROP’s work-visa page lists the approvals it wants for particular jobs: the relevant organisation’s approval for teaching, religious, media and medical occupations, and a Ministry letter for engineers. The licences are the real gate for the professions below.

Your Indian degree: attestation and verification

We found no Omani list of recognised Indian degrees for employment, and the rules differ by job. NRI Information’s 2026 guide says to attest degrees or certificates through the Ministry of External Affairs and the Omani embassy if the job requires it, so ask the employer whether yours does. For regulated jobs the verification is done through the regulator rather than by you: Gulf News reported on 31 December 2025 that qualifications in regulated fields must be assessed by sector skills units before arrival and that the work practice licence is issued only after verification, and consultancy guides describe DataFlow’s primary source verification, which contacts the issuing university and previous employers directly, for health professionals. Keep original marksheets, and get experience letters on company letterhead with dates, title and salary now, while the people who can sign them are still reachable. A certificate that cannot be verified ends the application, and a forged one brings the penalties listed in the scams section.

Nurses and doctors

Consultancy and vendor guides say health professionals trained outside Oman are licensed by the Ministry of Health, and describe the steps as recognised qualifications, primary source verification of your credentials through the DataFlow Group, the Ministry’s own examination, a minimum of experience, a certificate of good standing and medical fitness. We found no Ministry page that sets them out, so confirm the sequence with the hospital’s recruitment team. For recruitment, the Embassy’s page says a foreign employer in an ECR country needs a Country Specific Order to recruit nurses from India through government or private recruiting agents, and the employer must register on eMigrate. India’s wage floor for a nurse is OMR 250 and for a doctor OMR 500. The whole of Oman’s government employs only 39,627 expatriates (NCSI, July 2026), so government hospital posts open to Indians are few; the Muscat hospitals named in the sections above are mostly private.

Engineers

The Oman Society of Engineers’ professional classification certificate, validated by the sector skills unit, has been required for permit issue and renewal under the title "engineer" since 1 August 2025. Start the process before you resign, because credential verification takes time and the employer cannot get your permit without it.

Accountants, auditors and finance staff

From 1 September 2025, 20 listed finance, accounting and auditing roles need the certificate from the Sector Skills Unit for accounting, finance and auditing, issued with the Omani Association of Certified Public Accountants. A chartered accountant from India should check whether the title on the contract is on that list.

Teachers and lecturers

The Board of Directors of Indian Schools in Oman governs 22 schools with 2,086 teachers on its own count, and the Indian schools hire for themselves; we found no central vacancy page. The ROP page asks for the relevant organisation’s approval for teaching jobs. A 2021 decision reserved administrative, financial, admissions and student-affairs posts in private higher-education institutions for Omanis (Gulf News, 14 February 2021), so a lecturer’s or administrator’s title needs checking too.

Drivers

India’s floors are OMR 150 for a light-duty and OMR 200 for a heavy-duty driver, and the Ministry’s list of decisions includes one on regulating the profession of driving vehicles (9/2021). People Matters named "logistics drivers" among the titles reserved for Omanis in January 2026, so ask the employer which category applies and what licence Oman will want.

Domestic workers

The Embassy’s page on housemaid recruitment, which dates its rules to 20 June 2011, asks employers to show a salary certificate of at least OMR 1,000 a month, lodge a bank guarantee of OMR 1,100, employ a housemaid aged between 30 and 50 at no less than OMR 75 a month, pay through banks, and book a direct flight for repatriation. The MEA restricts recruitment of Indian women domestic workers to the state-run agencies it lists. The Ministry of Labour issued a domestic workers regulation as Ministerial Decision 574/2025. Verify the current terms with the Embassy’s community welfare wing before a woman travels.

11.Freshers and the visit-visa trap: why arriving to search is the wrong plan

Correct or addContents ↑

"Jobs in Oman for Indian freshers" is one of the commonest searches and the one with the least encouraging answer. Said plainly: a 22-year-old with an Indian degree and no experience is rarely hired from India into Oman, and the reasons are written into the rules.

Why the rules work against freshers

Under article 27 of the Labour Law the Ministry grants an employer an authorisation only if no Omani has the qualifications, expertise or skills needed, and the Ministry says openly that it is building the Omani workforce: the first-half 2026 figures it published counted 62,931 Omanis in work, 34,092 of them first-time entrants and 28,839 job seekers returning to work. Several professions that once took graduates are the ones now closing: programmers, computer engineers, web designers, operations analysts, sales representatives and administrative titles. The ROP work visa requires the person to be at least 21. And engineers and finance staff now need sector-skills certificates, with qualifications verified before arrival.

What does work

  • Indian groups with Omani operations. Larsen & Toubro, TCS, JSW, UltraTech, Tata Steel Mining and the others in the Embassy’s list are the employers most likely to move people they already know. The CEPA’s intra-corporate transferee quota, raised from 20% to 50%, is written for staff moved within a company group, though the Ministry of Commerce’s release does not give the conditions, and we found no published graduate-trainee scheme.
  • Professions that are still open. The skilled trades, nursing and other licensed health roles, and finance roles once certified; the Ministry’s inquiry page confirms any given title.
  • A job first, a move second. Take the offer with the permit attached; do not take a trip.

The visit-visa trap

Agents and posts on social media sell "come on a visit visa and we will convert it". The MEA’s pre-departure manual says a visit visa is different from an employment visa and that its holders have no rights under the destination country’s labour laws. The MEA’s December 2023 advisory says a tourist visa should be used only for tourism, and that valid job offers come with an employment contract signed by the foreign employer, the agent and the worker, allowing you to emigrate on an employment or work visa. Oman’s own law says the other half: you may not start work before the permit, and the permit needs the employer’s authorisation. A job-search trip on a tourist visa therefore puts you in breach of Omani law if you do any work, and a hiring manager cannot legally start you.

The better fresher plan

Build the credential that Oman’s rules ask for, and apply from India: the Oman Society of Engineers route for an engineer, the sector certificate for an accountant, the licence route in the licensed-jobs section for a nurse, a trade test run by a registered agent on eMigrate for a tradesperson. Oman hires on credentials, not on arrival.

12.Bringing your family: the family joining visa, the salary rule that sources report three ways, and cover

Correct or addContents ↑

The rule that decides whether your family can join you is the one with the least reliable answer, so this section shows what each source says and what to do about it.

What ROP’s page says

The Royal Oman Police’s English visa page says the family joining visa is granted to an expatriate employee’s spouse and children below 21, is valid for two years from stamping and is multi-entry. Its requirements, as printed on 23 October 2026: the expatriate must hold a senior job by GCC standards, must live in a residence rented in their own or their employer’s name, and must be paid a monthly salary of not less than RO 600. The documents include the ROP application form signed by the employer, two photographs, the passport, a medical certificate for adults from India, Pakistan, Bangladesh, the Philippines, Indonesia, Sri Lanka, Egypt, Sudan, Ethiopia, Syria and Nepal, a Ministry of Labour form with job title and salary or a bank statement of salary transfers for at least six months, the attested marriage certificate for a spouse, and the lease or proof of residence. The fee is printed as 30, with a fine of 50 for late renewal or registration.

What other sources say

  • The Oman Observer reported on 3 October 2017 that the Royal Oman Police had cut the minimum from OMR 600 to OMR 300.
  • Gulf News reported on 17 February 2023 that the ROP had lowered it to OMR 150, from OMR 350 in its words, a decision it said left the sponsor to judge whether he can support a family.
  • NRI Information’s 2026 guide repeats OMR 150 and adds that older guides say OMR 300.
  • VisasUpdate.com in 2026 repeats OMR 600 from ROP’s English page and notes that a newer government page does not mention the figure.

The ROP page we read still calls the Ministry of Labour the "Ministry of Manpower", a name dropped in 2020, so it is probably not current, but no source we could open prints a newer number from ROP itself. Do not buy tickets for your family on the strength of OMR 150. Ask the employer’s PRO to run your case on ROP’s portal before you decide, and get the answer in writing.

Housing and the lease

Both the ROP page and the 2017 guidelines the Oman Observer reported ask for a lease in the sponsor’s or the employer’s name, so a company-provided flat counts only if the contract is in the company’s name. Keep the lease clean from the start.

Schools and health

The Indian schools take children through the Board’s online admission system; fees at two of them are in the Muscat guide’s schools section. Ask the employer who insures your dependants and on which policy: Dhamani, where it applies, covers dependants, but we found no 2026 notice that it is enforced, and the sick-leave insurance that began in July 2026 covers the worker, not the family.

If the salary is not enough

Whichever figure applies to you, the honest options are a better-paid contract, a later move for your family, or, for people with capital, the investor residence, which extends to spouses, children and dependent parents but starts at OMR 250,000. A visit visa gives a family a visit, not residence, and the family joining visa is the only dependants’ visa ROP lists.

13.Changing employer and leaving: the NOC rule, resignation, absconding reports, repatriation and the over-60 report

Correct or addContents ↑

Oman is the Gulf country where moving between employers is easiest on paper and still fiddly in practice.

The NOC, and what replaced it

ROP Decision 157/2020 amended the executive regulations of the foreign residency law and removed the employer’s No Objection Certificate from 1 January 2021, as the Addleshaw Goddard briefing reports. Before it, changing employers without an NOC meant two years outside Oman. Article 24 of that decision, as the worker guide reviewed by Clyde & Co sets it out, asks you to show that your contract ended, was rescinded or was terminated, the approval of the competent authority for the contract with the new employer, and that the new employer is licensed to employ you. Transfers did not run smoothly at first, so the Ministry of Labour issued an instruction on 29 July 2021 listing six cases in which an NOC should not be requested: the permit has expired and no contract is registered, the contract has expired, the employer ended it for a non-disciplinary reason, or a court has ordered the transfer, found arbitrary dismissal or declared the employer bankrupt or dissolved. NRI Information’s 2026 guide puts the practical rule the same way: you no longer need the old employer’s NOC provided you completed your contract. Leaving mid-contract is therefore the risky case, so check before you resign.

Resigning

The Ministry’s resignation e-service lets a worker record a resignation dated from today up to 30 days ahead; the system approves it on that date and your status becomes "job seeker, reason resignation". You can withdraw it before it is approved, but the withdrawal needs the employer’s approval. Ministerial Decision 730/2024 separately regulates the temporary transfer of non-Omani workers between private-sector establishments, and the Ministry runs an e-service for it, so an employer may move you to another firm for a period without ending your contract.

Absconding reports, and how to answer one

Ministerial Decision 270/2018 regulates how employers report that a non-Omani worker has left work. If an employer files such a report against you, the Ministry’s grievance service lets you contest it with supporting documents; it is free and the Ministry gives a time of one to two weeks. Log in with your civil ID. Under article 15 of the Labour Law the Minister regulates the return of a worker who abandons work, so a report is not a formality. A separate service lets a non-Omani worker register to leave during a grace period, with a valid travel document and a confirmed ticket, after a check of up to seven working days by ROP and the Public Prosecution; the Ministry gives five to seven days for the service.

Leaving at the end

The employer must return you to your country within 60 days of the contract ending, and must give you, if you ask, a release from liability and an end-of-service certificate (articles 14 and 62). If you refuse to leave, the Ministry returns you at its own expense and recovers the cost from the employer. If you sue to claim your dues, you may stay in Oman until the case is decided, and the employer bears no financial liability for that stay. Do not sign a release before you have your dues.

Older workers

Gulf News reported on 23 August 2026, citing The Arabian Stories and an unnamed official, that Oman had stopped issuing and renewing work permits for expatriates over 60, reversing a January 2022 circular that had removed the age ceiling. Employers said renewals had been rejected in recent weeks. We found no public notice from the Ministry, whose website still lists work-permit renewal services without stating an age limit. If you are 58 or older, ask your employer in writing what happens at renewal.

14.Scams and false promises: paid visas, visit-visa jobs, fake certificates and the wrong job on the visa

Correct or addContents ↑

Oman’s rules make most of the frauds aimed at Indian workers a crime by design, and they work anyway because the worker does not know the rule. The Ministry of External Affairs said in December 2023 that unregistered agents were overcharging by ₹2–5 lakh, mostly through Facebook, WhatsApp and text messages, and that many give no address.

  • "Pay for your Oman visa." The Labour Law prohibits charging a worker any amount for recruiting him (article 31), and a registered Indian agent may charge at most ₹30,000 plus GST. The employer pays the Ministry’s fees. Your own costs should be limited to attestation, the medical, perhaps the flight, and the agent’s capped fee. The top entry on the Ministry’s decisions page on 23 October 2026 was a new regulation for the activity of recruiting non-Omani workers (Ministerial Decision 390/2026); we could not open its text, so we cannot say what it adds on fees or licensing.
  • "Free visa." NRI Information warns that a visa sold without a real job is illegal in Oman, leaves you sponsored by someone who is not your employer, and can end in detention or deportation.
  • "Come on a visit visa and we will convert it." See the freshers section: a visit visa carries no labour-law rights, and the work permit comes from the employer’s authorisation.
  • "A certificate we can arrange." The Ministry said in late 2025 that it had found forged professional classification certificates and work practice licences, and that fines, licence cancellation, deportation and court referral follow, with liability for employers who facilitate or overlook them (Gulf News, 31 December 2025). Do not buy an OSE classification, a nursing licence or a "DataFlow" report from an agent.
  • The wrong job on the visa. ROP requires the occupation on the visa to match the Ministry’s permit, and the MEA’s manual says that where the profession on the visa differs from the one in the passport, an affidavit from the agent or employer may be asked for. A "driver" visa for a clerk, or a "helper" visa for a technician, is a job you do not have. Ask for the permit and the occupation in writing and check them against what you were promised.
  • A fake employer. The MEA’s manual tells you to refer a doubtful visa to the Embassy with the sponsor company’s name, address and phone numbers, and the MEA requires every foreign employer to register on eMigrate before recruiting from India. A company that is not registered cannot send an ECR worker through the system.
  • The "official" call. On 20 October 2026 the Embassy warned that callers who seem to know passport, visa or immigration details claim a problem and ask for payment. Never send passport or Resident Card copies to a stranger, never pay a caller, and verify any call that claims to be the Embassy against its published numbers.

How to check before you pay

Ask the employer for the Ministry’s authorisation reference and the commercial registration; look the agent up on eMigrate’s list of active recruiting agents; search the occupation on the Ministry’s Omanisation inquiry page; and pay only by bank transfer, never in cash to an individual. Keep every message, receipt and screenshot, and report a fraud to the Protector of Emigrants, the MEA helpline or MADAD, and the Embassy’s community welfare wing. Tell the groups on the Oman page, so the next person does not pay.

15.Where to get help: the Ministry of Labour, the Embassy’s labour wing, MADAD, the Indian helpline and the courts

Correct or addContents ↑

If your wages are late, your contract is changed or your passport is held, you have more routes in Oman than most guides say. Start with the Ministry and the Embassy, and keep a record of each step.

The Ministry’s complaint process

The Ministry’s service lets a worker file a labour complaint against a private-sector establishment online, with a civil-ID or passport-and-visa login, in a form of several stages, and track it. Wage complaints are given sessions at the Ministry, and the system sends the date to both sides by text and email. The Ministry says it keeps complaints confidential, asks the complainant to agree that it may disclose the complaint to the employer, and notes that it does not take part in resolving legal disputes. The Labour Law then gives the next step: the settlement application, a 30-day window, and, failing that, a referral to the court within seven days of the last session (article 9), with no court fees (article 13).

The Embassy

The Embassy says Indians with grievances about wages, medical treatment, leave, boarding and lodging, harassment, overtime and other labour disputes, and court and police cases, can approach the Community Welfare Wing in person or by telephone, email or social media. Its labour page gives office hours of 7 am to 3.30 pm, other pages give different hours, so call first. The Embassy’s passport fee sheet adds OMR 0.800 to every fee for the Indian Community Welfare Fund, which exists to help Indians in distress; the welfare wing can say whether your case qualifies.

Before you call

Have your passport and Resident Card number, the contract, payslips and bank statements, the employer’s name and commercial registration, and a one-page timeline with dates and amounts. If you have been dismissed, count 30 days from the notice (article 10). The Muscat guide’s consulate section has the Embassy’s other numbers.

16.Staying long: no permanent residence, the investor residence, Omani citizenship, OCI and moving on

Correct or addContents ↑

Oman has no route to permanent residence for an ordinary salaried worker. ROP’s English page lists five visa types, and none is permanent; your residence lasts as long as your permit and your job.

The investor residence

The route for people with capital is the investor residence relaunched on 31 August 2025 through Invest Oman. Deloitte’s note of 4 September 2025 describes two tiers: ten years for OMR 500,000 or more invested in a limited-liability or public company or government bonds, property worth OMR 500,000 or more, or a company employing at least 50 Omanis; and five years for OMR 250,000 in a company or property, or, for retirees, a fixed income of OMR 4,000 a month. Residency extends to spouses, children and dependent parents. NRI Information’s 2026 guide gives a lower entry point of OMR 200,000, so check the numbers with Invest Oman.

Omani citizenship

Royal Decree 17/2025, issued on 2 February 2025 and published in the Official Gazette on 9 February, replaced the 2014 nationality law. Gulf News reported in May 2025 that a foreigner needs at least 15 years of continuous legal residence in Oman with absences of no more than 90 days a year, must read and write Arabic, have good conduct and a legitimate income, and must commit in writing to renounce the previous nationality; dual nationality is generally prohibited except by royal decree. Other sources still give the older 20-year figure, and the consolidated text of the new law on decree.om is for subscribers, so treat the figure as a guide and ask the Ministry of Interior, which decides applications.

What this means for an Indian citizen

India does not allow dual citizenship, so taking Omani nationality would mean giving up the Indian passport. For most Indians working on contracts the question never arises, and the practical choices are to renew, to move on or to return. If you do spend your working life abroad, the OCI card is the route for people of Indian origin who hold a foreign passport; the Embassy’s brief says 2,092 people of Indian origin held OCI cards in Oman in June 2026.

Before you go, and what to re-check in January

Keep copies of the contract, the permit, the emigration clearance and the insurance policy with someone at home, register with the Embassy when you arrive, and check your occupation against the Ministry’s inquiry page before every renewal (the Omanisation section explains the page). In January, re-check the web-designer and operations-analyst phase of 1 January 2027, the family-visa figure, the savings scheme start date and any regulations under the income-tax law.

Moving on

The UAE, Qatar, Kuwait and Saudi Arabia guides show how the same search looks next door; for a route to a permanent home, the UK, Germany, Canada and USA guides set out what a skilled Indian worker faces there. The events calendar and the Indians in Oman page show where the community meets.

Questions people ask

Can an Indian get a job in Oman directly from India?
Yes, but only through an employer-led route. An Omani employer obtains a labour authorisation for your occupation from the Ministry of Labour, the Royal Oman Police issues a two-year employment visa, you pass a Wafid medical in India, and if your passport is ECR you get emigration clearance on eMigrate before you fly. A visit or tourist visa is not a work visa, and you may not start work before the work permit is issued.
Which jobs are closed to expatriates in Oman in 2026?
The Ministry of Labour has closed more than 200 titles to new foreign hires under decisions 235/2022 and 501/2024. Computer programmers, electronic computer engineers and computer operators were reserved for Omanis from 1 January 2026, systems analysts from 1 January 2025, and web designers and operations analysts follow on 1 January 2027. Sales representatives, receptionists, tour guides and hotel reception managers are among the titles reported. Existing permits run to expiry and a reserved occupation cannot be renewed. Check any title on the Ministry’s online inquiry.
Do Indians need emigration clearance for Oman?
Only if the passport is stamped ECR and the trip is for work. The Ministry of External Affairs lists Oman among its designated ECR countries (19 in its overview of 21 April 2026), and the employer or agent files the clearance on emigrate.gov.in, with the visa, contract and insurance. ECNR holders, including most people with Class 10 or higher qualifications, do not need it. The Pravasi Bharatiya Bima Yojana, ₹275 for two years or ₹375 for three, is mandatory for ECR workers.
What is the minimum salary for Indian workers in Oman?
There is no statutory minimum for expatriates. Compliance guides give OMR 325 a month as the private-sector minimum for Omanis only. India sets its own floors for Indian recruits, in the Embassy’s eMigrate table of 26 July 2021: OMR 75 for a housemaid, OMR 80 for a helper, cook or cleaner, OMR 100 for most trades, OMR 150 for a light-duty driver, OMR 200 for a heavy-duty driver, accountant or teacher, OMR 250 for a nurse, OMR 500 for an engineer or a doctor.
What salary do I need to bring my family to Oman?
No source we could open settles it. The Royal Oman Police’s English visa page says the sponsor must be paid at least OMR 600 a month, in a senior job, with a rented home and a six-month salary record. The Oman Observer reported OMR 300 in 2017, and Gulf News and NRI Information report OMR 150 from 2023. The ROP page still names the Ministry of Manpower, so it may be stale. Ask your employer’s PRO to check the current rule in writing before you book tickets.
Is there an end-of-service benefit for expatriates in Oman?
Yes. Article 61 of the 2023 Labour Law gives a gratuity of not less than the basic wage for each year of service, pro rata for part years, on the final basic wage. A savings scheme funded by 9% of the basic wage replaces it for non-Omani workers from a date the Social Protection Fund sets, no later than 19 July 2027. Gratuity already earned stays owed. Ask in writing how your employer will handle the changeover.
Can I change jobs in Oman without an NOC?
Yes, once your contract has ended. ROP Decision 157/2020 removed the employer’s No Objection Certificate from 1 January 2021, and a Ministry of Labour instruction of 29 July 2021 lists six cases in which one should not be requested, including an expired contract and a dismissal for a non-disciplinary reason. Leaving mid-contract is the risky case, and a new employer must have a licence for your occupation. Check before you resign.
Is there income tax in Oman?
Not yet. Royal Decree 56/2025 introduces a 5% personal income tax from 1 January 2028 on income above OMR 42,000 a year, which is OMR 3,500 a month, so most Indian workers will not reach the threshold. People present for more than 183 days are taxed on income in Oman and abroad, according to EY, and 16 categories of income are exempt. The executive regulations were due about 29 June 2026 and we could not find them.
How much can a recruitment agent charge an Indian worker for Oman?
A registered agent may collect at most ₹30,000 plus 18% GST and must give a receipt, under the Emigration Act as the Ministry of External Affairs restated it in December 2023. Sub-agents are illegal. Oman’s Labour Law separately prohibits charging a worker any amount for recruiting him. Check the agent on eMigrate’s list of active recruiting agents, and report overcharging on 1800 11 3090 or to the Protector of Emigrants.
Do engineers and accountants need a certificate to work in Oman?
Yes, since 2025. From 1 August 2025 anyone working under the title engineer needs a professional classification certificate from the Oman Society of Engineers, validated by the Sector Skills Unit, before a permit is issued or renewed. From 1 September 2025, 20 listed finance, accounting and auditing roles need a certificate from the Sector Skills Unit for accounting, finance and auditing. Qualifications are verified before arrival and forged certificates bring fines, deportation and court action.
Is it safe to take a job in Oman after the 2026 war?
Parts of Oman were hit. From 1 March 2026 drones struck the ports of Duqm and Salalah and industrial sites at Sohar, where two foreign nationals died on 13 March, and Oman reported drone attacks in Musandam on 12 July. Wikipedia’s tally for Oman is 14 killed and 35 injured, most of the dead ships’ crews. The strikes were still described as ongoing. Read the Muscat guide’s safety section and the Embassy’s latest advisories, and ask an employer how it protects its staff.
Can an Indian get permanent residence or citizenship in Oman?
Not as an ordinary worker. ROP lists no permanent visa, and your residence lasts as long as your permit and job. The investor residence starts at about OMR 250,000 for five years, and Omani citizenship under Royal Decree 17/2025 reportedly needs 15 years of continuous residence, Arabic and renouncing the other nationality. India does not allow dual citizenship, so naturalisation would mean giving up the Indian passport.
