Indian passport renewal in Qatar (2026): the Embassy and ICBF (no VFS or BLS), the new QR fees, documents, tatkal, children and lost passports
An Indian living in Qatar renews the passport through the Embassy of India in Doha, which covers the whole country, and there is no outsourcing company: no VFS, no BLS, no Alhind. Fill the re-issue form on the Passport Seva portal for missions abroad, upload the ICAO photograph, signature and documents (mandatory since 1 December 2025), print it, and walk in to the Embassy at Onaiza between 8am and 11.15am, Sunday to Thursday, or take a token at the ICBF consular desk in Nuaija (noon to 7.30pm, Saturday to Thursday, for passports with under six months left). Since the 1 July 2026 fee revision a 36-page adult re-issue costs QR 447 (QR 893 tatkal), plus QR 7 for the Indian Community Welfare Fund; ICBF adds QR 10. A clean renewal is normally ready on the sixth working day; tatkal the next day. Then move your residence permit to the new passport number on Metrash before you fly.
1.When to renew, and why an expiring Indian passport matters more in Qatar than at home
Correct or addContents ↑An Indian passport is valid for ten years for an adult and five years for a child, or until the child turns 18, whichever comes first; a 15-to-17-year-old may choose a ten-year booklet at the adult fee. The Embassy in Doha advises applying for a re-issue up to one year before the expiry date, and its FAQ adds the rule that decides how simple your file will be: a re-issue lodged within that last year, or within three years after expiry, goes through without fresh police verification, provided nothing in your particulars has changed and your previous police report was clear. A passport that expired more than three years ago needs a sworn affidavit, signed in front of the consular officer, explaining the delay, and a fresh verification in India. You can also re-issue early when the pages run out, your particulars change, or the booklet is damaged. The new passport's ten years run from its own issue date, so nothing is gained by waiting.
In Qatar the passport is wired into your legal presence more tightly than almost anywhere Indians live in numbers, which is why the community's standing advice is to renew with a year to run, not six months:
- Your residence permit carries the passport number. The Qatar ID card (the residence permit, QID or RP) prints your passport number and its expiry date. Doha Guides' residence-permit guide (reviewed March 2025) gives a passport valid for at least six months as a condition of a permit; renewing the passport first and then moving the permit onto the new number is the order that never goes wrong.
- A cancelled permit gives you two weeks. A Ministry of Interior official said in June 2026 that a resident whose permit is cancelled must leave within 14 days (it used to be 30), after which the fine is QR 10 a day. A job change, a final exit or a family move that runs into an expired passport turns those fourteen days into a problem.
- Only a resident can renew. The Embassy re-issues a passport in person only to residents holding a valid Qatar ID; a casual visitor gets an Emergency Certificate home, nothing more. Letting the QID lapse before the passport is renewed makes the renewal harder, not easier.
- The employer may not keep it. Marhaba's 2026 guide to Qatari labour rules puts it plainly: a sponsor may not keep an employee's passport once the visa formalities are done, and the fine is at least QR 10,000. A company "holding the passports in the office" is still the commonest reason renewals start late.
- Everything else asks for it. A bank's KYC review, a car loan, a tenancy, a driving-licence renewal, a family visa for a spouse and the children's school admissions all ask for a valid passport copy, and the employer's government liaison (the mandoub) needs it for every residency transaction.
Who handles your file — and who does not
In Qatar the Indian mission still takes applications itself. The Embassy in Doha ran a tender to outsource consular, passport and visa (CPV) work and on 30 June 2025 annulled both the tender and the award of the contract. So there is no VFS Global, no BLS International and no Alhind counter in Qatar; the doors are the Embassy at Onaiza, the ICBF consular desk at Nuaija, which collects renewals on the Embassy's behalf, and the Embassy's periodic consular camps outside Doha. Next door in the UAE, by contrast, Alhind took over from BLS in July 2026 — the UAE passport guide has that story.
2.The fees after 1 July 2026: the Embassy’s riyal table, the QR 7 on top, and what ICBF’s QR 10 buys
Correct or addContents ↑India revised every passport fee on 1 July 2026 under the Passports (Amendment) Rules, 2026, notified by the Ministry of External Affairs on 20 June 2026. In India a 36-page booklet went from ₹1,500 to ₹2,500 and tatkal from ₹3,500 to ₹5,000; at missions abroad the schedule is fixed in US dollars (a 36-page adult booklet US$125, 60 pages US$175, a minor's passport US$90, a lost or damaged adult passport US$250, an Emergency Certificate US$15, a police clearance certificate US$40), and each mission converts it into local currency. The Embassy in Doha publishes its own riyal table, headed "Revised fees ... to be charged w.e.f. 01.07.2026", and that table is the authority. Every service also pays QR 7 for the Indian Community Welfare Fund (ICWF), per service and per person.
| Service (Embassy of India, Doha, from 1 July 2026) | Normal | Tatkal (includes normal fee) | Normal with ICWF |
|---|---|---|---|
| Adult (and minor 15–18 choosing 10 years), 36 pages, fresh or re-issue | QR 447 | QR 893 | QR 454 |
| Adult, 60 pages | QR 625 | QR 1,071 | QR 632 |
| Lost or damaged, adult, 36 pages | QR 893 | QR 1,339 | QR 900 |
| Lost or damaged, adult, 60 pages | QR 1,071 | QR 1,518 | QR 1,078 |
| Minor under 18, 36 pages, five years | QR 322 | QR 768 | QR 329 |
| Lost or damaged, minor | QR 768 | QR 1,214 | QR 775 |
| Fresh passport for a newborn | QR 290 | QR 691 | QR 297 |
| Emergency Certificate (one-way travel document to India) | QR 54 | — | QR 61 |
| Certificate of Identity | QR 179 | — | QR 186 |
| Police clearance, surrender certificate, Global Entry verification, certificate based on passport | QR 143 | — | QR 150 |
A 10 per cent discount applies to fresh applications (not re-issues) for children up to eight and for people over 60 — which is how the newborn line comes to QR 290.
What it cost before
Under the table the Embassy applied from 1 April 2026, a 36-page re-issue was QR 258, tatkal QR 774, a 60-page booklet QR 344, a minor's passport QR 172, a lost passport QR 516, an Emergency Certificate QR 52 and a police clearance certificate QR 86. The normal fee has risen by about 73 per cent; the tatkal total by only about 15 per cent, because the tatkal top-up itself fell from QR 516 to QR 446. In 2026 the gap between normal and tatkal is smaller than it has been for years.
What ICBF adds, and what it buys
The Indian Community Benevolent Forum (ICBF), an Embassy-patronised community body, takes renewals at its Nuaija office for a service charge of QR 10 per service on top of the Embassy's fee — its own page lists QR 454 for a 36-page adult renewal, QR 632 for 60 pages, QR 329 for a child and QR 452 for a newborn (the passport, ICWF, the Embassy's birth registration at QR 69 and its birth certificate at QR 86). Optional extras at the desk: form-filling QR 20 and the photograph QR 20. ICBF takes cash only, and so did the Embassy's June 2026 camp in Al Khor; the Embassy's page does not say which cards its own counter takes, so carry the exact amount in cash.
What the extras buy, and what they do not
- Tatkal buys queue position, not a different decision: the Embassy says a case that needs a referral to India — an adverse or incomplete police verification report — cannot be processed under tatkal, and fees are not refunded once received, "even if the application is withdrawn or service cannot be rendered".
- 60 pages are worth the extra QR 178 if you fly home three times a year and take the family round the region; a full booklet is replaced at the full fee.
- Nobody sells appointments, because there are none: the Embassy's appointment page says no prior appointment is required for any consular service. A "slot" offered for money on social media is a scam, and so is anyone charging to "speed up" a file at the Embassy.
3.Step by step: the Passport Seva portal, the uploads, the walk-in counter or the ICBF token, and collection
Correct or addContents ↑The renewal is online first, then in person, and in Qatar the in-person half has no booking system: you walk in. The form is the Ministry of External Affairs' Global Passport Seva portal; the counter is the Embassy's or ICBF's.
1. Register on the Global Passport Seva portal for missions abroad (mportal.passportindia.gov.in), choose Qatar and the Embassy in Doha, and select "Re-issue of passport" with the reason (expiry within a year, pages exhausted, change of particulars, damaged, lost). The Embassy moved to GPSP 2.0 in September 2025 — its notice gave 3 September as the migration date; the MEA announced the worldwide rollout to missions on 28 October 2025. 2. Upload before you go. Since 1 September 2025 applicants in Qatar must upload a scanned signature and their supporting documents themselves, and since 1 December 2025 uploading an ICAO-compliant photograph is mandatory at the applicant's own level: colour, 630 × 810 pixels, white background, face filling 80–85 per cent of the frame, eyes open, mouth closed, no glasses reflection, no software retouching. The Embassy calls the upload mandatory, so do it before you queue. 3. Fill the form exactly as your current passport prints your particulars — surname and given name in the right columns, no blank columns, no dashes, and a complete Indian permanent address with PIN code, because that is where any police verification goes. The Embassy's list of common errors is short and blunt: incomplete forms stay unprocessed, and false or suppressed information is an offence under the Passports Act 1967. 4. Print the application with its ARN (application reference number). Do not sign it at home: the Embassy's instruction is that the signature is made in the presence of the submission officer, inside the box (4.5 × 1.5 cm). 5. Choose your counter. - Embassy of India, Onaiza: walk in Sunday to Thursday, 8am to 11.15am, no appointment. The Embassy has asked people to stop queueing at 8am — applications are accepted all morning until 11.15am. Show the printout at the first counter, wait to be called, hand in the file, sign, pay and take the receipt with the collection date. - ICBF consular desk, Nuaija: Saturday to Thursday, noon to 7.30pm, tokens issued until the daily limit is reached; only the applicant may enter (a guardian with a minor). ICBF currently takes only passports expiring within six months; anything with longer validity goes to the Embassy. - A consular camp if one comes to your town — Al Khor had one on 12 June 2026 (form-filling help from 8am, cash only, passports handed back at the same venue two weeks later). 6. Pay the consular fee and QR 7 ICWF (plus ICBF's QR 10 there). Keep the original receipt: it is your only claim ticket. 7. Collect. Fresh and re-issued passports are "normally delivered on the sixth working day" after the day of submission, at the Embassy between 2pm and 4.15pm, Sunday to Thursday; at ICBF between 3pm and 7.30pm, Saturday to Thursday. Someone else may collect with your written authorisation and the original receipt. The old passport comes back cancelled, with its visas and stamps. 8. The day it arrives, check every letter against the old booklet, then move your residence permit onto the new number (the "after" section) before your next flight.
Tracking
Doha Guides notes that the Embassy has no online tracking for passports; the receipt's date is the plan. ICBF's site has an application-tracking page for files lodged there. For a file that has gone past its date, ask the consular helpline (below) before you ask anyone else.
4.The documents for a standard renewal, the two photograph sizes, and the cases where a sponsor’s NOC is still asked for
Correct or addContents ↑Qatar's checklist is shorter than most missions' because the Embassy prints your file against its own records. For an adult renewing on expiry with no change of particulars, the Embassy's fee page lists exactly this:
- The printed application from the portal, with the ARN, unsigned until the counter.
- The current passport, original — it stays with the file.
- Copies of the passport: the first two and last two pages and the observation page, including any ECR endorsement, self-attested.
- A copy of your Qatar ID (both sides is the safe reading), and the original QID in your pocket — the Embassy re-issues in person only to holders of a valid QID.
- Two photographs, 2 × 2 inches (51 × 51 mm), colour, white background, full face, both ears and chin to forehead visible, eyes open, no tinted glasses, no uniform.
No notary, no employer letter and no address proof for Qatar are on the list for a plain renewal. What changes the list is a change.
The photograph trap: two sizes in one file
Since December 2025 the uploaded photograph must be ICAO-compliant at 630 × 810 pixels — the proportions of a 35 × 45 mm print — while the Embassy's printed checklist still asks for 2 × 2 inch square prints. ICBF and the June 2026 Al Khor camp ask for a soft copy of a 35 × 45 mm photo for the upload and one 2 × 2 print. Bring both, or use ICBF's instant photo counter (QR 20, until 6pm).
Extra documents by case
- Expired more than three years: the sworn affidavit, signed before the consular officer.
- Lost or damaged: the police report in English or with an official English translation (for a loss), and the Personal Particulars Form if your last passport was issued in India; the lost-passport section has the rest.
- Change of Indian address: proof of the new address — a telephone, electricity, water or gas bill, or a copy of Aadhaar or the voter card.
- Adding a spouse's name: the marriage certificate, or the joint photo declaration — see the next section.
- ECR to ECNR: the tenth-standard (matriculation) certificate or proof of the qualifying category — see the ECR section.
- Minors: Annexure D signed by both parents, both parents' passports and QIDs — see the children's section.
When a sponsor's NOC is still asked for
For most residents, no. The Embassy's checklist keeps two exceptions: - Domestic workers (the "housemaids" category): the employment contract attested by the Ministry of Labour and MOFA Qatar, an NOC from the sponsor with a copy of the sponsor's QID, and a letter from the applicant asking for the re-issue. Under the 2016 Passport Manual, women domestic workers in the Gulf get renewals of one or two years only, after the consular officer is satisfied about their welfare; the Embassy also checks whether the worker came with emigration clearance, and asks the worker to confirm good treatment and timely salary. - A full change of name: an NOC from Qatar Immigration as well as the Embassy's own NOC (QR 86).
For the Qatari side of a newborn's paperwork, the father's employer's NOC is part of the child's residence-permit file, not the passport.
What is not accepted
A form with blank or dashed columns, a missing PIN code, a signature outside the box, a photograph from a visa booth in the wrong size or with a grey background, a different image uploaded from the one in your hand, copies without the original passport, and a passport that has been laminated, written on or has pages missing — that last one is a damaged-passport application at QR 893.
5.Changes of name: a spouse’s name, a married surname, divorce, and a full change of name with the Qatar NOC
Correct or addContents ↑A change of particulars is a re-issue at the same QR 447, with a longer document list, and it is the renewal most likely to be referred to India for police verification. In Qatar it has one extra layer: some changes need a no-objection letter from Qatar Immigration, and documents made in Qatar have to be attested by MOFA Qatar before the Embassy relies on them.
Adding a spouse's name
The Embassy's checklist for "inclusion of spouse name" takes either the marriage certificate issued by a Registrar of Marriages (or attested by an Indian government authority) or the joint photo declaration — Annexure J, signed by both husband and wife with a joint photograph — plus the passport, a copy, the QID copy and two photographs. Annexure J exists for couples whose certificate is lost, unregistered or simply in a drawer in Kerala; it is the faster route for most people in Doha.
Why it matters more than it looks: the Embassy's own FAQ says that if either parent's passport carries the spouse's name, the child's passport is issued without police verification. If neither does, the parents are told to get the spouse's name added first. Add it at your next renewal even if you have been married fifteen years.
Taking a husband's surname
"Addition of husband's surname after marriage (only for ladies)" is a separate line on the Embassy's checklist: the marriage certificate from a Registrar of Marriages and the husband's passport copy, with the usual passport, copies and photographs. A wife adding a surname while keeping her own name as the given name is the simple case; anything more is a full change of name.
Marriages in Qatar
Qatar does not recognise civil marriages between non-Muslims; Marhaba's 2026 guide notes that the only non-Muslim marriages the state recognises are Christian ones performed by churches registered with MOFA. The Embassy registers marriages under Indian law (QR 172) after notices in a Qatari and an Indian newspaper, three witnesses, and singleness certificates attested in India — slow, but it produces the one certificate every Indian office accepts.
Divorce, or a spouse's death
"Deletion of spouse name" needs the death certificate issued or attested by an Indian government authority, or the divorce deed authenticated by a court. The Embassy's older guidance specifies a divorce authenticated by a court in India; a foreign decree alone may not be enough, so bring the Indian court's order if you have one. The Embassy's passport FAQ also allows a separated person to give a self-declaration and leave the spouse's name out of a fresh application without a decree.
A full change of name
Anything beyond a married surname — a new given name, a dropped surname, a religious change of name — needs, on the Embassy's checklist: the Embassy's NOC and an NOC from Qatar Immigration, a gazette notification or two newspaper clippings in original (one at your permanent address in India, one in Qatar), and two public documents in the new name — Indian central or state government documents, school certificates, or local documents for people living abroad. The Embassy's older page adds a notarised affidavit and a 30-day wait after the advertisement. Change the name in Qatar's systems last: the QID must follow the passport, not lead it.
Splitting a single name
A single name split into given name and surname, with nothing added or removed, needs only a self-declaration from the adult (or the guardian for a minor).
Date of birth
The Embassy's page allows a date of birth on a passport first issued in Doha to be corrected on documents such as the birth certificate within five years of issue. Older errors, or passports first issued in India, are referred to India. Allow months, not weeks, and never pay tatkal on a change-of-particulars file.
6.Children: a baby born in Qatar, the 15-day birth report, the 60-day residence permit, renewals and the 2026 one-passport rule
Correct or addContents ↑A child's application has three rules of its own: both parents consent, the passport lasts five years (or until 18), and since the Citizenship (Amendment) Rules 2026, notified on 30 April 2026, a minor may not hold an Indian passport and a foreign one at the same time — the birth-registration form now carries the parents' acknowledgement that the child "cannot at any time hold the passport of any other country". In Qatar a fourth rule sets the pace: the baby's residence permit must be applied for within 60 days of the birth, and it cannot be applied for until the baby has a passport.
A baby born in Qatar to Indian parents
Birth in Qatar confers no Qatari nationality on the children of foreign residents, so a baby born in Doha to two Indian parents is Indian by descent and the Indian passport is the child's only document. The 2026 one-passport rule bites only in mixed families — an Indian parent and, say, a British or Filipino one — who must now pick. The sequence:
- Birth report and Qatari birth certificate. Under Law No 3 of 2016 the birth is reported within 15 days; the certificate is applied for online on the Ministry of Public Health's e-services and is free, with extra stamped copies at QR 20. The hospital's birth-registration office helps.
- Registration of birth with the Embassy. Fill Form I (the Embassy's birth registration form, two copies), and file it with the passport application; the Embassy charges QR 69 for the registration and QR 86 for its own birth certificate — the document every Indian office will accept later. The Citizenship Act expects the registration within a year of the birth; after that it needs more paperwork.
- The first passport (fresh, newborn) at the Embassy or ICBF, with: the online form (the baby's thumb impression on white paper where a signature would go), the original Qatari birth certificate and a copy, Annexure D signed by both parents (Annexure C if one parent cannot sign), both parents' original passports for verification with copies and QID copies, four 2 × 2 inch photographs on white (ICBF also wants the 35 × 45 mm soft copy for the upload), and the marriage certificate attested by the MEA if neither parent's passport carries the spouse's name. Fee: QR 290 plus QR 7, and ICBF's page puts the whole newborn bundle at QR 452 with registration and birth certificate.
- The residence permit. Marhaba's August 2026 guide: apply within 60 days of birth or pay QR 10 a day; the father normally sponsors (the mother only if she is employed and sponsored by her employer); the file needs the birth certificate, the baby's passport copy, both parents' passports and QIDs, the father's employment letter and contract, his employer's NOC and photographs on a blue background; QR 500 via Metrash or the General Directorate of Passports. An MOI official warned in June 2026 that a newborn without a residence permit cannot re-enter Qatar after a trip.
The arithmetic is tight: a baby born on the 1st, a birth certificate in the second week, a passport by the end of the fourth, and the permit filed with a fortnight to spare. Start the day you leave hospital.
Renewing a child's passport
The child's current passport and QID, copies, two photographs, Annexure D signed by both parents, both parents' passports and QIDs (originals for verification), for QR 322 plus QR 7 (QR 329; ICBF QR 339). A child of 15 to 17 may take a ten-year passport at the adult fee, but the Embassy says that one cannot be issued on the parents' passports alone — it goes for police verification; ICBF lists it as a "minor, 10th passed" renewal with the tenth-standard certificate. A child under seven gives a thumb impression; an older child signs or writes the name.
One parent away, or parents apart
Annexure D needs both signatures. If one parent is abroad and cannot sign, or refuses, the applying parent files Annexure C instead. A child with a single surviving parent or a legal guardian still files Annexure D. The Embassy treats a disputed single-parent file as one to examine, so expect questions and allow time.
School and the five-year clock
A child's passport expires between school years without warning, and the child's QID cannot be renewed on it. Renew in the spring, before the summer flight home, and set a calendar reminder at expiry minus six months for every child.
7.Tatkal, police verification and how long it really takes in Qatar
Correct or addContents ↑Two things decide the wait: whether the Embassy can re-issue on its own records, and whether the police in India have to confirm something first. Qatar's advantage is that the Embassy issues passports on its own counter, so a clean file is measured in working days.
The timelines
| Case | Normal | Tatkal |
|---|---|---|
| Re-issue within one year before or three years after expiry, no change, clear earlier police report | Sixth working day after submission, on the Embassy's own published standard | Next day after submission |
| Lost or damaged, last passport issued in Doha | About ten days, then post-issue police verification | At the Embassy's discretion |
| Lost or damaged, last passport issued in India or elsewhere | Up to 45 days | Not faster |
| Anything referred to India (adverse or incomplete police report, change of particulars, expired over three years) | Weeks to months | Not available — the Embassy says referral cases cannot be processed under tatkal |
Those are the Embassy's published figures. In July 2024 the then ambassador told Gulf Times that passports were being issued in about ten days including the weekend — seven to eight working days — and that a March–April rush in the holiday season had slowed renewals; allow longer before the summer flights. Files lodged through ICBF travel to the Embassy and back, so allow a little more; passports from the June 2026 Al Khor camp came back two weeks later.
Tatkal in Qatar
Tatkal is offered at the Embassy — not at ICBF, whose list covers normal adult, child and newborn renewals only. It costs QR 893 for 36 pages (QR 1,071 for 60, QR 768 for a child), which already includes the normal fee, plus QR 7. Passports are issued "out of turn ... on the next day after the day of submission", and the Embassy's page says that is "normally" for specified emergencies — so bring the reason: a death or illness in the family, a hospital admission, a confirmed flight. The Embassy also accepts applications outside the morning window "in case of emergent situations like death or illness in the family". When a regional crisis hit in early March 2026, it opened on a Friday and Saturday specifically to renew passports on tatkal, with a 24-hour helpline. What tatkal cannot buy is a police report: a file that needs India's word waits for it, and the surcharge is not refunded.
What triggers police verification
The Embassy's FAQ and checklists put it like this. No fresh verification for a re-issue up to a year before or three years after expiry with no change of particulars, a clear earlier report and no adverse entry. Fresh or post-issue verification for: a passport expired more than three years ago; a change of name, address or particulars; a lost or damaged passport (every such re-issue is "submitted for post-police verification", hence the Personal Particulars Form); a ten-year passport for a 15-to-17-year-old; a child when neither parent's passport carries the spouse's name; and a police clearance certificate, which is issued only after verification at the address in your passport.
Verification happens in India, at the address on record, by the local police — increasingly by telephone first. Keep the Indian number on the form live and tell the relative at that address to expect the call, with a copy of your passport and the ARN to hand. A house the family sold years ago is the file that takes a season.
Court cases and short-validity passports
A pending criminal case in an Indian court does not bar a passport, but you need the court's written permission to travel, and the usual result is a short-validity passport for one year. The Embassy also issues short-validity passports in other cases — an Indian resident abroad visiting briefly, or a damaged passport where identity is clear — charged at the minor's fee, and they are not extended by endorsement.
Asking about a delayed file
Start with the consular helpline (+974 5564 7502, call and WhatsApp, or cons.doha@mea.gov.in), then the monthly Open House at the Embassy, then a grievance on MADAD. Shouting at the window moves nothing; the file is decided by the consular officer or in India.
8.Lost, stolen or damaged: the police report, the higher fee, the Emergency Certificate, and the travel-ban and absconding checks
Correct or addContents ↑A lost Indian passport in Qatar is a week or two of paperwork and double the fee — unless your flight or your QID renewal falls inside that time, in which case the order of the steps matters.
Lost or stolen in Qatar
- Report it to the police. The Embassy's instruction: inform the nearest police station or the CEID (the Criminal Evidence and Information Department) and get a copy of the report — the Embassy calls it the FIR. It is mandatory for a lost passport, and the Embassy wants it in English or with an official English translation.
- Tell the Embassy at once (cons.doha@mea.gov.in, or the consular WhatsApp). A lost passport that is misused is your problem until it is cancelled; the Embassy is explicit that "you can be held responsible" if you have not informed the police and the Embassy.
- Apply for a re-issue in lieu of the lost passport on the portal, with the police report, a copy of the lost passport if you have one, the QID copy, two photographs, the Personal Particulars Form, and the affidavit of loss (the Embassy's specimen is Form A3). A photocopy is not mandatory, but the form asks for the old passport's number, issue date, expiry and place of issue — photograph the bio page of every passport the day you get it.
- Pay the higher fee: QR 893 for 36 pages (QR 1,071 for 60, QR 768 for a child), plus QR 7; tatkal QR 1,339. The Embassy's estimate is about ten days if your last passport was issued in Doha and up to 45 days if it came from India or another mission, and every replacement goes for post-issue police verification.
- Move the residence permit to the new passport before you fly (the "after" section), and keep the police report with it: Doha Guides notes that MOI service centres ask for the lost passport certificate with copies of the old and new passports when a lost passport is involved.
A passport lost a second time is examined closely; the Embassy warns that "habitual losers" can be refused further passport facilities.
Damaged
The MEA distinguishes a passport whose number, name and photo are still legible from one "damaged beyond recognition" — washed, torn, mutilated, smudged. Both are re-issued at the lost-or-damaged fee with the damaged booklet handed in. A booklet with one loose page is sometimes treated as an ordinary re-issue; let the officer decide before you pay the higher fee.
Lost while abroad
If you lose the passport outside Qatar while your QID is valid, you need a new passport (or an Emergency Certificate home) from the Indian mission where you are, and then a return permit from Qatar to come back. Doha Guides' walk-through (reviewed 2024) gives QR 200 if you have been away under six months and QR 500 over six months, with the lost-passport certificate and both passport copies; once you report a passport lost and take a return permit, the old booklet is cancelled for good.
The Emergency Certificate
The Emergency Certificate (EC) is a one-way travel document to India, issued when a passport has been lost, stolen or damaged and a new one cannot be issued without India's approval. It costs QR 54 plus QR 7, with the online form, two photographs, the original passport (if any), copies and the QID copy, and the CEID or police report for a lost passport. It is also the only document the Embassy issues to a casual visitor. It does not bring you back: in India you apply for a new passport at a Passport Seva Kendra and return on that, on a new Qatari visa.
Travel bans, absconding reports and exit
A new passport does not clear anything attached to you in Qatar's systems. Before flying, check the Metrash app: an MOI official advised in June 2026 that traffic fines, overstay fines and other dues can be paid there, and that anyone with a travel ban must follow up with the department concerned before going to the airport — a new passport does not lift a ban. An absconding report filed by an employer (the "huroob" of other Gulf countries) is the case where a lost or withheld passport turns into a crisis: in 2020 the labour ministry said an absconding case blocks a change of employer and that it was working with the Interior Ministry to stop retaliatory reports against workers who complain — which is why a worker in that position should go to the Embassy's labour wing and ICBF before doing anything else. Most workers no longer need an exit permit: Law No 13 of 2018 removed it, though Marhaba's 2026 guide notes that employers may still designate up to 5 per cent of staff who need one.
9.After the new passport: the QID on Metrash, the employer’s mandoub, the bank, and the old booklet
Correct or addContents ↑The new booklet is the start of a short list, and in Qatar the first item is the one people forget until the airport.
1. Move the residence permit to the new passport
Your QID prints the old passport number until you change it, and the residency in the Ministry of Interior's system is tied to that number. The MOI official quoted by Gulf Times in June 2026 named the route: Metrash, the Interior Ministry's app, which in 2025 replaced the old Metrash2. There are three ways:
- Metrash: under Residency, the change-of-passport-details service — enter the QID number, the new passport's number, issue and expiry dates and place of issue, photograph the passport's main pages upright and legible, choose collection at a service centre or delivery by Q-Post, and pay by card. Doha Guides' step-by-step (written for Metrash2; the menu in the 2025 app may be worded differently) puts the fee at QR 100, plus QR 20 for Q-Post delivery in two to four working days; collection at a service centre can be the same day.
- The MOI portal (portal.moi.gov.qa, with links from Hukoomi): "Transfer Residence Permit to New Passport", which needs a smart-card login — the route company liaison officers and typing centres use.
- An MOI service centre: take a token, hand over the old passport, the new passport and the QID, pay by card, and a new card with the new number is printed while you wait. MOI centres take cards only; Marhaba notes that a prepaid eCASH card from a QNB ATM or a Himyan card works if you have no bank card.
Two conditions: the residence permit must be valid, and you must be inside Qatar. The new card keeps the old expiry date. Doha Guides says you can travel with the old number still on the QID if you carry both passports — but an update that takes minutes is better than an argument at an e-gate, so do it before the next trip.
2. The employer and the work permit
For a company-sponsored worker, the company's mandoub (government liaison officer) usually does the transfer as routine, along with the work permit on the Ministry of Labour's system. Give HR a copy of the new passport and get both booklets back the same day — the law does not allow the company to keep them.
3. The family's permits
A family sponsor's new passport changes nothing on a spouse's or child's permit; a child's new passport needs its own transfer, which the sponsoring parent can do on Metrash for the family.
4. Banks, brokers and everyone else
Qatari banks hold a passport copy as well as the QID and will ask for the new one at the next KYC review; upload it in the app or at a branch. Indian banks are stricter: the NRE/NRO account, the demat account and the mutual-fund KYC each hold a passport copy, and an expired one is a frozen account on a visit home. The driving licence, a tenancy, school records and the telecom contract follow the QID, not the passport. Aadhaar and PAN do not change with the passport.
5. Keep the old passport — always
It carries your entry and exit stamps and the history the next application asks about ("previous passport details"); any valid third-country visa in it is still the visa you travel on, with both booklets in hand. After the last visa expires it goes in the safe, not the bin.
6. If you have become a citizen elsewhere
Few Indians in Qatar naturalise there, but anyone who has taken another citizenship surrenders the Indian passport rather than renewing it: the surrender certificate is QR 143 plus QR 7 at the Embassy, with the foreign passport and naturalisation certificate, and a separate renunciation filing on the MHA portal for those who became foreign before 1 June 2010.
7. The calendar
Expiry minus twelve months: "renew Indian passport". For each child, expiry minus six. For the QID, its own date, never in the same fortnight as the passport.
10.ECR and ECNR, the police clearance certificate for a job elsewhere, attestations, and the other services at the same counter
Correct or addContents ↑The Embassy's consular section does far more than booklets, and one of those services — removing the ECR endorsement — decides whether a worker's next Gulf job needs a clearance before the flight.
ECR and ECNR: the one that matters in the Gulf
Every Indian passport is either ECR (Emigration Check Required) or not. Qatar is one of the 17 ECR countries — with Saudi Arabia, the UAE, Kuwait, Oman, Bahrain, Malaysia and others — where an ECR passport holder going for employment needs emigration clearance from the Protector of Emigrants, filed through the eMigrate system, before leaving India. ECR holders travelling for any other purpose do not. Since the "ECNR" stamp was dispensed with, a passport without an ECR endorsement simply is non-ECR.
Who qualifies to have ECR removed, on the Embassy's list: holders of a matriculation (tenth-standard) certificate or higher; income-tax payers and gazetted government servants; professional-degree holders; holders of two-year polytechnic diplomas or government-recognised vocational certificates; seamen with a Continuous Discharge Certificate; people over 60; spouses and dependent children of these; and persons staying abroad for more than three years — with a Qatar-specific condition: the Embassy grants that last ground only to someone who entered Qatar for employment after getting emigration clearance and has lived here continuously for three years. People who came on a visit visa are not eligible on that ground. Nurses are a special case: since 2015 they need emigration clearance for the 17 ECR countries despite their qualifications.
The removal is a re-issue — a new passport at the ordinary fee (QR 447 plus QR 7) with the tenth certificate or proof of the category attached. Agents who charge hundreds of riyals for an "ECNR stamp" are selling a form you can fill yourself. Children get the non-ECR status when their parents have it. If your next move is a job elsewhere in the Gulf, the Qatar jobs guide covers what an employer and eMigrate need.
Police clearance certificate (PCC)
A PCC from the Embassy certifies that the Indian police hold nothing against you, for a job or a visa elsewhere — Canada, Australia, the UK, New Zealand, another Gulf employer. Apply on the same portal, then submit with the original passport, a copy, the QID copy and two 2 × 2 photographs; QR 143 plus QR 7 (it was QR 86 before July). The Embassy's page says it is issued only after police verification at the address in your passport, so there is no fixed timeline; apply the day the requirement appears. Collection is 3pm to 4.15pm. Qatar's own certificate for your years here is a different document from the Ministry of Interior's CEID, applied for on Metrash — Canada's immigration department notes it is issued only to residents with a QID number, and that a Metrash request is emailed straight to the Canadian authorities.
Attestations and other certificates
The Embassy's rationalised consular fees from 1 April 2026: attestation of a copy or an original QR 35 (an original only after MEA attestation in India); attestation of documents issued by Qatari authorities QR 35, and of an employment contract QR 104, both only after MOFA Qatar has attested them; a power of attorney QR 69, signed in front of the consular officer with two witnesses bringing their passports and QIDs (blood relatives and anyone with a share in the property cannot witness); an affidavit or sponsorship declaration QR 35; an NRI certificate QR 86; a life certificate QR 35 (free for ex-servicemen and central government pensioners); a death certificate free. Attestations are taken 8am to 2pm and collected 3pm to 4.15pm. ICBF does not handle original education certificates, powers of attorney, visas or anything that must be signed in front of an Embassy officer — those are Embassy-only.
For the other direction — an Indian degree or certificate for a Qatari employer or school — the document is attested in India (the state authority, then the MEA) and legalised for Qatar before MOFA in Doha stamps it; Doha Guides puts the whole chain at two to four weeks through an agent.
Births, marriages and the rest
Registration of birth (QR 69) and the Embassy's birth certificate (QR 86) are in the children's section; marriage registration (QR 172) in the name-change section; the certificate of identity (QR 179) is for someone whose nationality has to be established; the surrender certificate (QR 143) is for the newly foreign; and the free registration of Indian nationals in Qatar on the Embassy's site is how it reaches you in an emergency.
11.The Embassy, the ICBF desk, ICC, the consular camps, and who to call for help
Correct or addContents ↑Qatar has one Indian mission for the whole country, so there is no jurisdiction question: wherever you live, from Al Shamal to Mesaieed, your passport is the Embassy of India, Doha's business. The Indian community here was "slightly in excess of 800,000" in the then ambassador's July 2024 estimate, the largest expatriate group in Qatar.
Embassy of India, Doha
- Address: Villa No 86 & 90, Street No 941, Al Eithra Street, Zone 63, Onaiza, PO Box 2788, Doha — near West Bay; Doha Guides warns that parking at the Embassy is limited.
- Hours: Sunday to Thursday; closed Fridays, Saturdays and the public holidays on its published list. Consular section 8am to 4.15pm. Passports, PCC and visas submitted 8am to 11.15am; attestations, NRI certificates, NOCs and powers of attorney 8am to 2pm. Passports collected 2pm to 4.15pm; PCC, visas and attestations 3pm to 4.15pm. No appointment for any consular service.
- Telephone 4425 5777 (all enquiries); consular helpline for passport, visa, attestation and PCC matters +974 5564 7502 (call and WhatsApp); email cons.doha@mea.gov.in. In the March 2026 emergency the Embassy ran a 24-hour line on +974 5564 7502 and +974 5536 2508.
- Labour and community welfare wing: Labour Officer +974 5509 7295 (call and WhatsApp), labour.doha@mea.gov.in — the first call for a worker whose employer holds the passport, has stopped paying or has filed an absconding case.
- Open House: a monthly session where anyone can raise a consular or labour problem with officials directly (the June 2026 one was on 25 June, with ICBF on hand for welfare cases).
ICBF consular desk, Nuaija
The Indian Community Benevolent Forum is one of the Embassy's apex community bodies. Its consular desk is at the Integrated Indian Community Centre (IICC), Villa No 47, Ibn Al Mustawfi Street, behind the Thumama Teyseer petrol station, Nuaija. Submission noon to 7.30pm, Saturday to Thursday (tokens until the daily limit), collection 3pm to 7.30pm with the original receipt; closed Fridays; Ramadan hours change. Adult, child and newborn renewals only, passports expiring within six months only, QR 10 per service, cash only, instant photos to 6pm, form-filling QR 20. Enquiries 7786 7794 (Saturday to Thursday, noon to 8pm), icbfqatar@gmail.com.
ICBF is also the welfare arm: its help desk (4467 0060, 6pm to 8pm, and mobiles 5551 2810, 5553 2367, 5534 2708) arranges repatriation tickets for domestic and private-sector workers, repatriation of mortal remains, supplies for people in the deportation centre and jail, food for stranded labourers and free medical camps; it runs a life-insurance scheme (QR 100,000 cover for two years) and a legal clinic.
ICC, Abu Hamour
The Indian Cultural Centre at Abu Hamour, the community's other apex body, has for years run a consular counter on the same QR 10 basis (Doha Guides, last reviewed 2024, gives telephone 4468 6607). Its website (iccqatar.com) was back online on 23 October 2026 and lists Consular Services with an online appointment link, and the Passport Seva portal for applications; telephone before you make the trip to confirm the counter's hours.
Consular camps
For people who cannot get to Doha in working hours, the Embassy and ICBF hold consular camps: Al Khor on 20 June 2025 delivered nearly 200 services; Al Khor again on 12 June 2026 at the National Kindergarten, 9am to 11am, with renewals, attestations and PCCs, labour complaints heard on the spot, and passports returned at the same venue on 26 June. Camps have also gone to Dukhan and Mesaieed. They are announced in the Qatar Tribune and passed round the community groups days before.
Money for people in distress
The Indian Community Welfare Fund — the QR 7 on every service — pays, on a means-tested basis, for boarding and lodging, an air ticket home for stranded workers, legal help for workers falsely implicated by employers, small fines for illegal stay where the worker is not at fault, emergency medical care and the transport of mortal remains. Ask the labour wing or ICBF. A grievance about any consular service goes on MADAD, the MEA's portal.
The community around the counters
The Indians in Qatar page brings together the events, groups and businesses near each of these places; the groups for Qatar are where people report which counter was quickest this week, and the Indian events listings carry the community gatherings where ICBF and ICC volunteers are easiest to find.
12.The mistakes that cost a month, the scams, and the things nobody tells you
Correct or addContents ↑Mistakes
- Letting the passport and the QID expire in the same month. The QID cannot be renewed on a passport about to lapse, and the Embassy re-issues only to holders of a valid QID. Renew the passport with a year to run and keep the two dates apart.
- Leaving the passport with the employer. It is unlawful once the visa work is done, and it is the commonest reason a renewal starts late. Ask in writing; if refused, the Embassy's labour wing and the Ministry of Labour's complaints line (16505, per Marhaba's 2026 guide) are the next steps.
- Queueing at 7am. The Embassy takes passports until 11.15am and has asked people to stop arriving at 8am. Arrive at ten with a complete file.
- Going to ICBF with a passport that has more than six months left. ICBF will send you to the Embassy.
- Forgetting the uploads. Since December 2025 the ICAO photo, signature and documents go up on the portal before you come; the Embassy calls the upload mandatory.
- The wrong photograph. Two sizes, one file: a 35 × 45 mm-proportioned digital photo for the upload, 2 × 2 inch prints for the paper. Grey backgrounds, glasses, shadows and smiles are rejections.
- Signing at home. The Embassy wants the signature in front of the submission officer.
- A child's file with no spouse name on either parent's passport. It triggers police verification for the child. Add the spouse's name at your own next renewal.
- Waiting out the baby's 60 days. Birth report in 15 days, birth certificate, Embassy registration, passport, then the residence permit — or QR 10 a day.
- Flying before the QID shows the new number without carrying both passports.
- Paying tatkal for a change of name. A file that goes to India waits for India; the surcharge is not refunded.
Scams
- "Embassy" phone calls. The Embassy's own notice describes callers spoofing its numbers, claiming errors in your passport or visa forms and threatening deportation or jail unless you pay. No Embassy official telephones to ask for personal information or money. Hang up and report it to cons.doha@mea.gov.in.
- Fake job adverts in the Embassy's name; in 2025 it disowned a vacancy posted on a jobs site and warned that such posts are used to extract money. Its vacancies appear only on its own website.
- Paid "appointments" and "fast-track" offers. There are no appointments to sell — the Embassy and ICBF are walk-in — and nobody outside the consular officer can make tatkal happen.
- Form-filling freelancers at the gate charging far more than ICBF's QR 20. The form is free on the portal; ICBF's help desk is the honest benchmark.
- Phishing for your QID number. Marhaba's 2026 guide warns of calls, texts and emails asking for residence-permit numbers or banking details; pay MOI fees only in Metrash, on the MOI portal or at a service centre.
Things nobody tells you
- There is no VFS or BLS here, so every old "BLS Doha" or "VFS Qatar passport" page is about somewhere else — the Embassy annulled its outsourcing tender in June 2025. The UK passport guide shows what a VFS model looks like by comparison.
- The tatkal gap shrank in 2026: the top-up fell from QR 516 to QR 446 while the normal fee rose by three-quarters.
- The Embassy decides a clean re-issue on its own records, which is why it takes days here, not the weeks people in Europe and America wait.
- Seniors over 60 and children up to 8 get 10 per cent off a fresh passport, not a re-issue.
- Women domestic workers' passports are renewed for one or two years at a time under the Passport Manual, after a welfare check — a short passport is not a mistake.
- The old passport comes back cancelled; if it does not, ask the same day.
- Every guide for Indians abroad is at /indians-in; the Indian businesses directory for Qatar lists the photo studios, typing centres and travel agents near the Embassy and ICBF, and the events, groups and businesses page for Qatar has the rest of Indian life here.
Questions people ask
- How much does it cost to renew an Indian passport in Qatar in 2026?
- Since the 1 July 2026 fee revision the Embassy of India in Doha charges QR 447 for a 36-page adult re-issue (QR 625 for 60 pages), plus QR 7 for the Indian Community Welfare Fund — QR 454 in all. Tatkal is QR 893 including the normal fee; a child’s five-year passport QR 322; a lost or damaged adult passport QR 893; a newborn’s first passport QR 290. Lodging at ICBF adds QR 10. Before July a 36-page re-issue was QR 258. Confirm on the Embassy’s fee page on the day.
- Is VFS Global or BLS International handling Indian passports in Qatar?
- No. Qatar has no outsourced Indian passport centre: the Embassy of India in Doha annulled its consular outsourcing tender and the award of the contract on 30 June 2025, and in October 2026 applications are still taken at the Embassy itself (walk-in, 8am to 11.15am, Sunday to Thursday) and at the ICBF consular desk in Nuaija, with periodic consular camps. BLS, VFS and Alhind run Indian centres elsewhere — Alhind replaced BLS in the UAE in July 2026 — but not in Qatar.
- Do I need an appointment to renew my Indian passport at the Embassy in Doha?
- No. The Embassy’s appointment page says no prior appointment is required for any consular service: walk in on a working day (Sunday to Thursday) between 8am and 11.15am with the printed application, your passport, copies, QID copy and photographs, after uploading the ICAO photo, signature and documents on the Passport Seva portal. ICBF in Nuaija is also walk-in, with tokens from noon to 7.30pm, Saturday to Thursday, for passports expiring within six months.
- How long does Indian passport renewal take in Qatar?
- A clean re-issue is normally ready on the sixth working day after submission, collected at the Embassy between 2pm and 4.15pm; tatkal is issued the next day after submission for emergencies. A lost or damaged passport takes about ten days if your last passport came from Doha and up to 45 days if it came from India or elsewhere. Anything referred to India for police verification — a change of name or address, a passport expired more than three years — takes weeks to months, and tatkal cannot shorten it.
- Is tatkal passport service available in Qatar?
- Yes, at the Embassy in Doha (not at ICBF). Tatkal costs QR 893 for a 36-page adult passport, QR 1,071 for 60 pages and QR 768 for a child, each including the normal fee, plus QR 7 ICWF, and the passport is issued the day after submission. The Embassy reserves it normally for specified emergencies, so bring proof — a death or illness in the family, a ticket. Files that need a referral to India because of an adverse or incomplete police report cannot be processed under tatkal.
- What documents do I need to renew an Indian passport in Qatar?
- For a plain renewal: the printed application from the Passport Seva portal (with the ICAO photo, signature and documents uploaded), the original passport, copies of its first two and last two pages and any observation page, a copy of your Qatar ID with the original to show, and two 2 × 2 inch colour photographs on a white background. You sign in front of the submission officer. Add the police report for a lost passport, address proof for a new Indian address, the marriage certificate or Annexure J for a spouse’s name, and Annexure D for a child.
- How do I get an Indian passport for a baby born in Qatar?
- Get the Qatari birth certificate from the Ministry of Public Health (the birth is reported within 15 days; the certificate is free), then apply at the Embassy or ICBF for a fresh newborn passport with Form I for registration of birth (two copies), the original birth certificate and a copy, Annexure D signed by both parents, both parents’ passports and QIDs, four 2 × 2 photos and the MEA-attested marriage certificate if neither parent’s passport has the spouse’s name. The passport is QR 290 plus QR 7. Then apply for the baby’s residence permit within 60 days of birth, or pay QR 10 a day.
- What do I do if my Indian passport is lost in Qatar?
- Report it to the nearest police station or the CEID and get the report in English or with an official translation, tell the Embassy at once, then apply for a re-issue in lieu of the lost passport with the report, the Personal Particulars Form, your QID copy, photographs and the old passport’s details. The fee is QR 893 for 36 pages plus QR 7; expect about ten days if the lost passport was issued in Doha, up to 45 if not. If you must fly at once, the Emergency Certificate (QR 54 plus QR 7) is a one-way document to India.
- Do I need to update my Qatar ID after getting a new Indian passport?
- Yes. The QID and the Interior Ministry’s record carry the old passport number until you transfer the residence permit to the new passport — on the Metrash app (which replaced Metrash2 in 2025), on the MOI portal, or at an MOI service centre with both passports and the QID. Doha Guides puts the fee at QR 100, plus QR 20 for Q-Post delivery. You must be inside Qatar with a valid permit, and the QID keeps its old expiry date. Until it is done, travel with both passports.
- How do I change my Indian passport from ECR to ECNR in Qatar?
- Apply for a re-issue at the ordinary fee (QR 447 plus QR 7) and attach proof of an exempt category — usually the tenth-standard (matriculation) certificate. The Embassy also removes ECR for workers who entered Qatar for employment with emigration clearance and have lived here continuously for three years, but not for people who came on a visit visa. Over-60s, income-tax payers, professional-degree and diploma holders and their dependants also qualify. Qatar is one of the 17 ECR countries, so the endorsement matters for any future Gulf job.
