Indian passport renewal in Kuwait (2026): DU Digital replaces BLS, the KD fees, documents, tatkal, children and lost passports
An Indian in Kuwait renews the passport through the Embassy of India in Kuwait City — the only Indian mission in the country — and since 23 July 2026 every application is lodged at one of three Indian Consular Application Centres run by DU Digital Global (Kuwait City, Fahaheel and Dajeej, open daily 8am to 6pm), not at BLS International, whose contract ended on 30 June 2026. Fill the form on the Global Passport Seva portal for missions, print it, and take it with the original passport and a copy of your Civil ID; you sign in front of the DU officer, not at home. Since the 1 July 2026 fee revision a 36-page adult re-issue costs KD 38, plus KD 1 for the Indian Community Welfare Fund and DU’s KD 6 service charge — KD 45 in all; tatkal is KD 83 all-in. A clean re-issue takes two to three working days at the Embassy; one that needs police verification in India takes weeks. Then update the passport details on your residency through Sahel before you fly.
1.When to renew, and why an Indian passport in Kuwait is really a residency document
Correct or addContents ↑An Indian passport is valid for ten years for an adult and five years for a child (or until the child turns 18, whichever comes first; a 15-to-17-year-old may take the ten-year booklet at the adult fee). Every renewal is a "re-issue": a new booklet with a new number, the old number recorded inside it, and the old passport cancelled and handed back to you. Handwritten endorsements are gone, so any change of name, address or appearance also means a new booklet.
The Embassy of India in Kuwait goes further than most missions on timing. Its own FAQ says a passport may be renewed up to 18 months before it expires without giving any reason, and earlier for a written reason — pages used up, a change or correction of particulars, splitting a one-line name into given name and surname, a change of marital status, appearance or signature, damage, or loss. DU Digital's FAQ repeats the 18-month window. The reason is Kuwaiti, not Indian: the Embassy wrote that rule when Kuwait required more than a year's passport validity to stamp or renew a residence (iqama).
Why it matters more in Kuwait than at home
- The residency is filed against the passport. Whether you are on a private-sector work residence (visa 18), a government one (visa 17), a domestic worker's (visa 20) or a family residence, the Ministry of Interior's residency file holds your passport number. The Civil ID is the card you show, but the passport is what the residency is attached to.
- Six months is the new floor. The executive regulations of the 2024 residency law — Ministerial Resolution 2249/2025, in force since 23 December 2025 — require a passport valid for at least six months when applying for residence, and no longer tie the length of the residence to the passport's expiry, according to the law-firm summaries published when they took effect. A passport inside its last six months is therefore a residency renewal that cannot be filed. Renewing with a year or more to run, as the Embassy has always advised, avoids the problem altogether.
- Leaving needs matching data. Since 1 July 2025 a private-sector (visa 18) worker needs an employer-approved exit permit from the Sahel app before every departure, and the details entered must match the Civil ID. A new passport that has not reached your residency file is the commonest reason that request stalls.
- An expired passport is a short one. The Embassy's 2026 fee page says an applicant who holds no valid Kuwaiti residence on the day of applying — entry, residence or visit visa expired — is issued a short-validity passport, subject to the usual checks.
- Children's five years go fast, and since the same regulations a newborn's residence must be completed within four months of birth, which needs the baby's passport first (the children's section).
Kuwait's Residency Affairs department said in April 2026 that it would accept, as an exceptional measure, expired passports extended by the holder's embassy with an authenticated embassy letter; a travel publisher noted in September 2026 that no end date had been published. Treat that as a lifeline for someone stuck, not a plan: the ordinary route is a new passport.
2.The fees after 1 July 2026: the dinar table, the KD 1 for the welfare fund, and what DU Digital’s KD 6 buys
Correct or addContents ↑India revised every passport fee from 1 July 2026 through the Passports (Amendment) Rules, 2026, published as G.S.R. 516(E) on 25 June 2026 — the first overhaul of fees at missions abroad since 2012. Abroad the schedule is fixed in US dollars (a 36-page adult booklet is US$125, 60 pages US$175, a minor's US$90, a lost or damaged adult passport US$250, an Emergency Certificate US$15, a police clearance certificate US$40) and the Embassy in Kuwait charges it in dinars at its own rounding: US$125 became KD 38. Every application also pays KD 1 to the Indian Community Welfare Fund and DU Digital's service charge of KD 6, a single flat fee per application or service. The Embassy is explicit that every application received on or after 1 July 2026 pays the new fee, whenever the appointment was booked.
| Service (Kuwait, from 1 July 2026) | Consular fee | ICWF | DU Digital | All-in |
|---|---|---|---|---|
| Adult re-issue or fresh, 36 pages | KD 38 | KD 1 | KD 6 | KD 45 |
| Adult re-issue or fresh, 60 pages (jumbo) | KD 53 | KD 1 | KD 6 | KD 60 |
| Tatkal, adult, 36 pages (fee includes the normal fee) | KD 76 | KD 1 | KD 6 | KD 83 |
| Tatkal, adult, 60 pages | KD 91 | KD 1 | KD 6 | KD 98 |
| Minor under 18, 36 pages, re-issue or fresh | KD 28 | KD 1 | KD 6 | KD 35 |
| Fresh passport for a newborn or child up to 8, or a senior over 60 (10 per cent discount; not for re-issue) | KD 26 | KD 1 | KD 6 | KD 33 |
| Tatkal, minor | KD 65 | KD 1 | KD 6 | KD 72 |
| Lost or damaged, adult, 36 / 60 pages | KD 76 / KD 91 | KD 1 | KD 6 | KD 83 / KD 98 |
| Lost or damaged, adult, tatkal, 36 / 60 pages | KD 114 / KD 129 | KD 1 | KD 6 | KD 121 / KD 136 |
| Lost or damaged, minor (tatkal) | KD 65 (KD 103) | KD 1 | KD 6 | KD 72 (KD 110) |
| Emergency Certificate (one-way travel document to India) | KD 5 | KD 1 | KD 6 if lodged at a centre | KD 6–12 |
| Certificate of Identity | KD 16 | KD 1 | KD 6 | KD 23 |
| Police clearance certificate, surrender certificate, NRI certificate, birth certificate based on passport, no-objection certificate | KD 13 each | KD 1 | KD 6 | KD 20 |
For comparison, the old Kuwait table charged KD 23 for a 36-page adult re-issue, KD 31 for 60 pages, KD 16 for a minor, KD 46 for a lost or damaged booklet, KD 15 for a newborn's first passport and KD 8 for a police clearance certificate; tatkal was the normal fee plus a KD 45 surcharge, paid in cash at the Embassy once the tatkal was approved (KD 68 in all for an adult). The tatkal fee is now a single inclusive amount paid at the counter.
What the extras buy
- DU's KD 6 covers, in the Embassy's words of 22 July 2026, the ancillaries: form filling, photographs, typing of documents, domestic courier, printouts and photocopies. DU's service-level agreement with the Embassy repeats it — facilitation services and the courier of the finished passport "at no additional cost". Anyone charging you separately for a photo or a photocopy inside a centre is charging for what you have already paid.
- The ICWF dinar funds the Embassy's welfare work — the boarding, air tickets, legal help and repatriation of mortal remains described in the help section — and is charged on every passport and consular service.
- 60 pages are worth the extra KD 15 for anyone who flies home twice a year and travels in the Gulf in between; a full booklet is replaced at the full fee.
- Tatkal buys queue position at the Embassy, not a different file: the tatkal section explains when the Embassy approves it and when it grants only a two-year passport.
How to pay
DU's fee tabs list cash and bank transfer, with a transaction charge if you pay by card. Bring the exact dinar amount in cash if you can; a family of four pays the KD 6 and the KD 1 four times.
What nobody may charge you
The form on the Passport Seva portal is free, DU's form-filling help is inside the KD 6, and DU's service-level agreement with the Embassy treats any amount collected beyond the prescribed fees as an unauthorised collection, with the centre's bank statements open to the Embassy. A typing office that "books your passport slot" for KD 10 is selling you your own queue.
3.Step by step: the GPSP 2.0 portal, the printout, the walk-in at a DU Digital centre, and collection or courier
Correct or addContents ↑The renewal is online first, then in person, and the two halves use different systems: the Ministry of External Affairs' Global Passport Seva portal for the form, DU Digital's centres for the documents, the fee and the signature. Kuwait's Embassy prints, laminates and stamps passports itself, which is why a clean file is measured in days rather than the weeks of missions whose booklets come from India.
- Fill the form on the GPSP 2.0 portal for missions (mportal.passportindia.gov.in/mission). Since 17 October 2025 the Embassy accepts only applications made on the new portal; a form begun on the old one has to be filled again from scratch. Choose Kuwait and "re-issue", and upload the photograph (ICAO standard, 630 × 810 pixels, white background), the signature and the supporting documents.
- Copy the current passport exactly — the spelling, the place of birth, the parents' names, the previous passport's number and date of issue. A file whose particulars differ from the booklet goes back to you, and the time it takes counts against your processing time.
- Give a complete Indian address. The Embassy's police-verification advisory asks for the full postal address with district, police station, PIN code, telephone and email, supported by an address proof. That address is where the police go if your file needs verification; an incomplete one is the slowest file of all.
- Submit and print. DU's centre page asks for two copies of the printed application with its barcode and the application reference number (ARN). Do not sign it at home: DU's checklist says signatures are affixed before DU's submission officer at the counter.
- Go to a centre. The three centres — Kuwait City, Fahaheel and Dajeej, addresses in the centres section — open every day, 8am to 6pm. The Embassy's notices of 22 and 25 July 2026 allow both walk-in and online booking at kwicac.dudigitalglobal.com, but since 24 August 2026 DU's site has carried a notice that appointment booking is suspended at all centres, so in practice you walk in. Check the site on the morning you go; if booking reopens, an appointment means arriving 15 minutes before the slot.
- At the counter the officer checks the file against the checklist, takes the photograph if needed, watches you sign, takes the consular fee, the ICWF and the KD 6, and gives you a receipt. DU's agreement with the Embassy sets a ceiling of 30 minutes from token to receipt. Choose collection or courier now: the courier address is recorded at submission and the delivery is free.
- The Embassy decides. Where no prior police verification is needed, the Embassy's 2026 fee page puts processing at two to three working days at the Embassy, excluding dispatch; DU's FAQ gives "up to seven weeks" as the outer bound for files that wait for verification. DU must return the finished passport to you the same or next working day after receiving it, and sends SMS alerts at submission, dispatch to the Embassy, return to the centre and dispatch to you.
- Track by ARN and date of birth on passportindia.gov.in. A status of "Passport Application is Under Review at Indian Embassy" means the file is waiting for the police in India; the Embassy emails a file number beginning "KU" that the state police portal recognises.
- The day it arrives, check the spelling against the old booklet, keep the cancelled old passport with its visas and stamps, and go straight to the "after" section: the residency update on Sahel comes before any flight.
4.The documents for a standard renewal, the domestic worker’s extra page, and the address proofs that work
Correct or addContents ↑DU Digital's checklist for your category is the authority and the counter enforces it. For an adult renewing on expiry with no change of particulars it is short — Kuwait asks for less than most missions — but every copy must be self-attested, signed and dated by you; no notary is involved.
- The printed application, two copies, with the ARN and barcode, unsigned until the counter.
- The original passport — it travels with the file — and a copy of its first and last pages, plus copies of the pages carrying visas.
- A copy of the Civil ID, or of the visa if you have no Civil ID yet. Bring the original Civil ID too: the counter checks originals against copies.
- The photograph uploaded to the portal: ICAO standard since 1 September 2025 — face 80 to 85 per cent of the frame, colour, white background, eyes open, mouth closed, no glasses, no shadows, head covering only for religious reasons with the face fully visible. The centre takes photographs inside the KD 6, which is the simplest way to get them right.
- For domestic workers (visa 20): page 4 of the form filled in, a copy of the worker's Civil ID and a copy of the sponsor's Civil ID. No employer NOC appears on the current checklist for a private-sector (visa 18) worker.
- For a ten-year passport at 15 to 17: the tenth-standard mark sheet.
- For ECNR: the proof listed in the ECR section if your passport still says ECR.
- The annexures your case needs — Annexure F for a lost or damaged passport, Annexure D (both parents' consent) for a minor, Annexure C for a single parent — downloadable from DU's passport page.
Changing the Indian address on the passport
DU's checklist accepts any one of: Aadhaar, an Indian driving licence, an electricity, water, gas or telephone bill, a voter ID, a current ration card, an income-tax assessment order, a rent agreement, the passbook of a running account with a scheduled bank, a spouse's passport showing the same address (or the spouse's passport plus their address proof), an employer's certificate on letterhead, the India Post address proof, and — for dependent parents — a son's or daughter's passport. A minor's address follows a parent's passport. An address change is the classic trigger for police verification, so declare it and allow for the longer timeline.
If your employer has your passport
You must hand in the original and sign in person, so get it back first. For a domestic worker, Article 12 of the Domestic Labour Law of 2018 says the employer may not keep the worker's passport or civil card unless the worker agrees; the complaint goes to the Domestic Labour Office of the Public Authority of Manpower in Rumaithiya. A private-sector worker whose company will not return the passport complains, the Embassy's labour booklet says, to the PAM (Shoun) office where the residency was issued. The Embassy's labour lines are +965 6550 1769 (visas 14, 17 and 18) and +965 6550 1754 (visa 20).
What sends a file back
A form signed at home or outside the box, a photograph that fails the ICAO rules, a signature that does not match the old passport, particulars that differ from the booklet, a missing annexure, an Indian address without a police station or PIN, and a passport that has been laminated over, written on or has lost pages — that is a damaged-passport application at KD 76. One exception worth knowing: if the lamination of a recently issued passport is lifting, the Embassy's FAQ says it may re-laminate it after examination; do not try to glue it yourself.
5.Changes of name: the spouse’s name, a married surname, divorce, the one-line name split, and the Embassy’s correction counter
Correct or addContents ↑A change of particulars is a re-issue at the ordinary fee with a longer document list, and it is the renewal most likely to need police verification — so make every change in one application. In Kuwait it has one wrinkle of its own: before you apply, a change or correction can be taken to the Embassy for approval. The 2026 fee page says applicants may visit the Embassy on any working day between 8.30am and 12.30pm, at counter no. 4 of the Consular Wing, with every proof in original; the passport officer examines them and, if satisfied, approves the change on the application form, which you then lodge at a centre.
Adding a spouse's name
The Embassy's FAQ and DU's checklist ask for the marriage certificate, or a Joint Photo Declaration signed by both husband and wife — the declaration that became Annexure J nationally in May 2025 for couples without a registered certificate — with a copy of the spouse's passport (it is "desirable", the Embassy says, to write the spouse's name exactly as in that passport) or the spouse's Aadhaar. DU's FAQ adds that where no marriage certificate is submitted, police verification may be required. The Embassy solemnises marriages under the Foreign Marriage Act 1969, registers marriages already performed in Kuwait, and issues a bilingual marriage certificate (KD 6.250).
Do this before you have a child. The newborn rules (next section) require the spouse's name in at least one parent's passport before the baby's birth can be registered, and the Embassy treats a renewal after marriage that left the spouse out as suppression of material information — an offence under section 10(3)(b) read with section 12(1)(b) of the Passports Act.
Taking a spouse's surname
A married woman can add her husband's name or surname in the surname field with a copy of the marriage certificate and the husband's passport.
Returning to a maiden name
Any two documents in the maiden name — the old passport, a school certificate, a birth certificate, Aadhaar, a voter ID — and DU's checklist adds that the supporting documents must carry the same date of birth and father's name as the current passport.
Deleting or substituting a spouse
Deletion is filed with a request in the prescribed format giving the reason — divorce, death or another — and the divorce decree or the death certificate, each with an English translation if it is in another language. Substitution after remarriage needs the divorce decree or death certificate of the first spouse, the new marriage certificate and the new spouse's passport or Aadhaar.
Splitting a one-line name
Many Indians carry their whole name in the given-name field, and many countries now refuse a visa without a surname. The Embassy splits it as a re-issue for "change in particulars", with a request in its prescribed format and two photo IDs showing the full name or initials. The rule is strict: the split may not add, drop or respell anything. If it does, it is a full change of name: two government ID documents in the new name, plus a Gazette notification or the change advertised in two newspapers in the prescribed format.
Correcting a date or place of birth
A wrong date of birth or a misspelt place of birth is corrected with the birth certificate, school-leaving certificate or a court order, depending on what is wrong; expect it to go to the counter-no.-4 officer first and to India for verification after. For anyone born on or after 1 October 2023, the birth certificate is now the only accepted proof of the date of birth.
The police verification that follows
A change of name, and most changes of Indian address, can send the file to the police station for the Indian address on record. Keep the Indian mobile number on the form live and tell the relative at the address to expect a visit or a call.
6.Children: a baby born in Kuwait, the Arabic birth card, the Embassy’s birth register, the four-month residency clock and the 2026 one-passport rule
Correct or addContents ↑A child's application has three Indian rules of its own: both parents consent (Annexure D), the passport lasts five years (or until 18), and since the Citizenship (Amendment) Rules 2026, notified on 30 April 2026, a minor may not hold an Indian passport and a foreign one at the same time — the form now carries the parents' declaration that the child holds no other country's passport. Kuwait adds a deadline that outranks all three: the baby's residence must be done within four months of the birth.
The Kuwaiti side first
Kuwait does not give nationality to a child for being born there, so a baby born in Salmiya or Jahra to two Indian parents needs an Indian passport and nothing else. The order, from the Embassy's FAQ and DU's newborn checklist:
- The Arabic birth card. Register the birth at the Ministry of Health's birth registration office and collect the Arabic birth card (the Embassy calls it the "green card").
- Attestation and translation. Have the original birth card attested by Kuwait's Ministry of Foreign Affairs, and translated into English at an authorised translation centre.
- Register the birth with India. Fill the registration of birth on the Home Ministry's portal (indiancitizenshiponline.nic.in) — DU will do it at the centre for KD 1.500 — and lodge it with the passport application. The Citizenship Act wants it within one year; after that the parents write to the Embassy's Consular Section explaining the delay, and the Embassy decides on the merits. The Embassy then issues an Indian birth certificate.
- The first passport — the 10 per cent discounted fresh passport, KD 26 plus KD 1 and KD 6 (KD 33) — with both parents present.
- The Kuwaiti residence for the baby through the sponsoring parent. The 2024 residency law fines a failure to report a newborn within four months at KD 2 a day for the first month and KD 4 a day after, capped at KD 2,000, and the December 2025 regulations require the newborn's residence to be completed within four months.
The names, and why you get one chance
The child's given name in the Embassy's birth register, birth certificate and passport is exactly the name on the Arabic birth card. Parts of it can be split into given name and surname, or the father's or family name added as a surname, by a request letter at registration — but the birth register is a permanent record that the Embassy will not correct "time and again", and a later change in the passport is accepted only after the Arabic birth card itself has been corrected. Decide the surname before you go.
The documents for a newborn
Both parents' original passports with the spouse's name endorsed (if neither carries it, one parent must apply to add it — the name-change section); copies of both parents' passports and Civil IDs; the original birth card, MOFA-attested, with its English translation; the MHA registration printout; Annexure D signed by both parents; the surname request letter; and, if one parent is not Indian, a no-objection certificate from that parent's embassy. A baby cannot sign: the left thumb impression goes in the applicant's box and the parent signs the declaration, not that box. Children born out of wedlock and single-parent cases: ask the Consular Section first, as the Embassy's FAQ says.
Renewing a child's passport
The child must attend — the Embassy says even minors are required to be present, newborns excepted — with one parent, both parents' passports, the child's passport and Civil ID copies, and Annexure D for every re-issue, not just the first. If one parent is in India or elsewhere, that parent's Annexure D must be attested by the Regional Passport Office, with Annexure C from the parent who comes; divorced parents bring the custody order, the divorce decree and Annexure C; where a parent has died, the death certificate. The fee is KD 28 plus KD 1 and KD 6 (KD 35); tatkal for a minor is KD 72 all-in. A 15-to-17-year-old taking the ten-year booklet brings the tenth-standard mark sheet.
Mixed families and the one-passport rule
Where one parent holds another nationality, the child may be entitled to that country's passport too, and the 2026 rule makes the choice binary: an Indian passport is issued only on the declaration that the child holds no other, and taking the foreign passport later ends the Indian one. The non-Indian parent's embassy NOC in the newborn checklist exists for exactly these families.
The five-year clock
A child's passport expires on a schedule nobody watches. Put each child's expiry minus twelve months in the calendar, and renew before the summer trip home and before the family's residency renewals, not after.
7.Tatkal, police verification and how long it really takes in Kuwait
Correct or addContents ↑Two things decide the wait: whether the Embassy can re-issue on the strength of your previous passport's records, and whether the police in India must confirm something first. Kuwait's good fortune is that the Embassy prints booklets itself.
The timelines
| Case | What the Embassy and DU say |
|---|---|
| Clean re-issue, no prior police verification | Two to three working days of processing at the Embassy, excluding dispatch (fee page, July 2026); the Embassy's 2023 advisory put dispatch at five to seven working days |
| Prior police verification needed | State police have up to 30 days; the Embassy advises allowing at least 45 days for the whole file |
| Lost or damaged passport | Up to four to five working days for checks and grant, then police verification where needed (five to seven days in some states, 30 to 32 in others), then two to three working days for printing |
| Tatkal, once accepted | Dispatched within three working days |
| Outer bound on DU's FAQ for any passport file | Up to seven weeks |
The gap between "two to three days" and "seven weeks" is entirely police verification. A file that does not need it is quick; a file that does waits for a police station in India.
What triggers police verification
The Embassy's advisory is specific: prior police verification is mandatory where the passport rules require it, "especially where clear Police Verification Report is not available in the previous passport data" — a passport issued long ago, a record that cannot be matched, an earlier report that came back adverse. Changes of name or Indian address, a lost passport, a missing marriage certificate for a spouse's name and a discrepancy between form and record are the other usual triggers. The police visit the printable Indian address on the form. Make sure someone there can show a copy of your passport and the ARN, and that the Indian mobile number on the form works. A file that comes back incomplete — wrong photo, signature mismatch, a missing annexure — is not rejected: the Embassy contacts you, and the time it takes is added to the processing time.
Tatkal in Kuwait
Kuwait offers tatkal, unlike the missions in Australia. Since 1 July 2026 the fee is a single inclusive amount — KD 76 for a 36-page adult booklet (KD 83 all-in), KD 91 for 60 pages, KD 65 for a minor, KD 114 to KD 129 for a lost or damaged booklet. The file needs an undertaking in the prescribed format giving the reasons for urgency and copies of photo identity documents issued in India at your present address — three for an adult and two for a minor on the Embassy's 2026 fee page (DU's FAQ says two). The Embassy approves tatkal only for applicants who qualify "based on previous Passport data, supporting documents and relevant guidelines"; and where there is no clear police verification in the previous passport data, it may grant only a short-validity passport of up to two years. Once a tatkal is accepted, the passport is dispatched within three working days.
Tatkal does not skip verification that the file needs. If the reason is a death in the family or an imminent flight, bring the evidence — a ticket, a hospital letter — because during the July 2026 emergency-only weeks the Embassy accepted tatkal and short-validity passports only against documents proving urgency, and that is still the test.
Short-validity passports
Besides the tatkal case above, the Embassy issues a short-validity passport to an applicant without a valid Kuwaiti residence on the day of applying, and in July 2026 it treated a short-validity passport for someone whose Civil ID was about to expire as an emergency service. A short passport is a bridge to the full one, not a substitute.
Tracking and asking
Status by ARN and date of birth on passportindia.gov.in; the police file number from the Embassy's email on the state police portal; DU on the physical file (+965 2208 3956, [email protected]; DU must answer email within 24 hours); the Embassy's passport line on the decision (+965 6550 1767, [email protected]); and the MADAD portal as the formal grievance route when a file is stuck past any reasonable time.
8.Lost, stolen or damaged: the Kuwaiti lost report, the higher fee, the Emergency Certificate, and what an absconding case changes
Correct or addContents ↑A lost Indian passport in Kuwait is a fortnight of admin and double the fee, not a crisis — unless a residency renewal, an exit permit or a flight is inside that fortnight.
Lost or stolen
- Report it to the police and get the lost report. DU's checklist asks for the lost report issued by the CID office; the Embassy's FAQ calls it the "Lost Report Circular" of the Kuwait passport office (Maktab Al-Jawazat), because the loss is circulated through Residency Affairs. Start at the police station for where it was lost and ask which office issues the report for your case; keep every reference.
- Apply for a re-issue "in lieu of lost passport" on the GPSP portal and at a DU centre with the lost report, Annexure F (how it was lost, and whether it is the first time), a copy of the lost passport if you have one, and a copy of your Civil ID. If the Civil ID or the residency evidence went with the passport, DU's FAQ asks for a certificate or letter stating your visa status and validity at the time of loss.
- Pay the higher fee: KD 76 for 36 pages or KD 91 for 60, KD 65 for a child, each plus KD 1 and KD 6; tatkal KD 114, KD 129 or KD 103. Lost-passport files are always lodged in person.
- Expect verification. The Embassy checks the old file and grants within four to five working days, then sends the file for police verification where needed. The new passport carries a new number; visas in the lost one are not transferred.
- Update the residency with the new passport before any travel (the "after" section).
Photograph every passport's bio page and keep a copy of your Civil ID the day you get them; the copy of the lost passport is the document that saves the most time.
Damaged
A passport that has been washed, torn, written on or has a loose page is a damaged-passport re-issue: the original handed in, Annexure F describing what happened, the Civil ID copy and the lost-passport fee. A recently issued passport whose lamination is lifting may simply be re-laminated by the Embassy after inspection.
The Emergency Certificate
The Emergency Certificate (EC) is a one-way travel document to India, KD 5 plus KD 1 ICWF. It is the document for an Indian who cannot get or wait for a passport: a worker whose employer will not return the booklet, an overstayer leaving through the deportation route, a death at home with no valid passport. During the July 2026 emergency weeks the Embassy issued ECs at its Consular Wing against documents proving urgency; when Kuwait offered concessions to residency violators in late 2020, the Embassy opened a special EC counter, and it is the document every amnesty runs on. An EC does not bring you back: the new passport is applied for in India.
When there is an absconding case
Kuwait's employers can file an absconding report — the Kuwaiti cousin of Saudi Arabia's huroob — against a worker who stops reporting for work, and it blocks residency transactions. The Embassy's labour booklet says what to do: file a complaint with the Embassy's Labour Wing, which checks with the Kuwaiti authorities whether a case exists (it usually appears on the system 15 to 20 days after filing). A worker who holds the original passport can surrender to the deportation authorities with an open ticket from one of the two agencies they authorise; one without a passport is issued an EC. Once deported, re-entry to Kuwait is barred. Since June 2026, a PAM decision lets a worker transfer to another employer before completing a year where the absconding report is found to be malicious or incorrect, or where wages went unpaid — so a false report is worth contesting before you accept deportation.
A domestic worker whose sponsor keeps the passport
The labour booklet's route: complain to the Domestic Labour Office; if the passport is still not returned, the Embassy issues an EC against the documents and a lost-passport report, and the cancellation of the old residence and a temporary residence through the DLO "generally takes one to two months" before the worker can fly home as an ordinary passenger.
Travel bans
A new passport or an EC does not lift a travel ban for a debt or a court case. A third-party legal guide published in July 2026 describes the Ministry of Interior's personal-inquiry service and the Ministry of Justice's travel-ban query (Civil ID, no fee) as the places to check; do it before you buy the ticket, not at the airport.
9.After the new passport: the residency update on Sahel, the Jawazat offices, the exit permit, the employer, the bank and the old booklet
Correct or addContents ↑The new booklet is the start of a short list, and in Kuwait the first item is the one that decides whether you fly.
- Update the residency with the new passport. Your residence sits in the Ministry of Interior's system against the old passport number until someone changes it. On 4 February 2026 the Ministry announced an electronic service, built by its information-systems department with the General Department of Residency Affairs, that lets expatriates update their passport details through the Sahel app without visiting a service centre (as reported by Curly Tales from the Times of India). Use it the day the passport arrives. Where Sahel will not take your case — a change of name, a lost passport, a mismatch it cannot resolve — the work is done at a Residency Affairs (Jawazat) office: the Embassy lists them at Jahra (near Jahra Court, Al Waha), Farwaniya (Block 4), Mishref (Al Masjid Al Aqsa Street), Qurain (Mubarak Al-Kabeer, near Lulu), Shuwaikh (Block 4) and Ahmadi (Block 9). A company worker can usually leave it to the employer's mandoob, who handles residency files for the firm; hand over both passports for the day and get both back.
- Check the data before travelling. Open your residency details in Sahel and confirm the passport number is the new one. Whether the Public Authority for Civil Information (PACI) needs anything further from you depends on your case; if the Kuwait Mobile ID app or Sahel still shows the old number, ask PACI or the mandoob before you fly, not the airline at the counter.
- The exit permit. A visa 18 worker requests the employer-approved exit permit on Sahel (PAM services, "Expatriate Workers Services", Exit Permit) no earlier than seven days and no later than 24 hours before departure, and the details must match the Civil ID. Dependants on family residence do not need one.
- The employer and PAM. The work permit is linked to the person and the passport; give HR a copy of the new bio page and ask the mandoob to update the PAM file with the residency.
- The Kuwaiti bank. Banks hold a passport copy for KYC and will ask for the new one; upload or hand it in the week it arrives.
- India. The NRE and NRO accounts, the demat account and the mutual-fund KYC each hold a passport copy; an expired one is a frozen account on the next visit home. Aadhaar and PAN do not change with the passport.
- The children. A parent's new passport changes nothing in a child's file; a child's new passport needs its own residency update.
- A foreign spouse with an OCI card. If the spouse's foreign passport was renewed, DU's FAQ is that the OCI database must be updated within three months of the new passport.
- Keep the cancelled old passport. It carries your entry and exit stamps and any valid visas for third countries — which remain usable with both booklets — and every future Indian form asks for the previous passport's number. It goes in the safe, not the bin.
- The calendar. Expiry minus eighteen months: "renew Indian passport". For each child, expiry minus twelve.
If you have become a citizen elsewhere
Few Indians in Kuwait naturalise there, but an Indian who takes another citizenship — often a family moving on to Canada or Australia — must surrender the Indian passport at once: under section 12(1A) of the Passports Act, possessing one after naturalisation is a cognisable offence. The Embassy's page sets out the surrender certificate (KD 13 plus KD 1, through the passport portal, with the foreign passport, Civil ID, the naturalisation certificate attested by the Indian mission in that country or by Kuwait's MOFA, an Indian witness's passport and Civil ID, and one photograph) and the renunciation of citizenship on the Home Ministry portal (₹8,618 online plus KD 29 at the Embassy). Its WhatsApp line for these is +965 6550 5097.
10.ECR and ECNR, the police clearance certificate, attestations and the other services at the same counter
Correct or addContents ↑The DU counter and the GPSP portal handle more than the booklet, and for a worker in Kuwait one of them — the ECR endorsement — decides how the next job abroad starts.
ECR and ECNR
Every Indian passport is either ECR (Emigration Check Required) or ECNR. The Embassy's labour booklet lists the eighteen ECR countries — the UAE, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, Malaysia and others — for which an ECR holder leaving India for work needs emigration clearance from the Protector of Emigrants through eMigrate, and is stopped at the Indian airport without it. ECR holders travelling for other purposes go on a valid passport, visa and return ticket. The booklet also notes that a woman on an ECR passport must be at least 30 before the Embassy attests her company-sponsored employment contract; ECNR holders face no such limit — one more reason to convert.
Who is ECNR, on the Embassy's FAQ: all children up to 18; anyone with a tenth-standard pass or higher; nurses with qualifications recognised under the Indian Nursing Council Act; holders of a two-year NCVT or SCVT diploma or a three-year polytechnic diploma; professional degree holders and their spouses; everyone over 50; and anyone who emigrated for work through legal channels with PoE clearance and has since spent three years abroad (not necessarily continuously). The last route is the one most long-serving workers in Kuwait use: submit the eMigrate clearance printout and the Stay Verification Form with the re-issue. Either way ECNR is granted at re-issue and costs nothing extra; there is no separate "ECNR stamp" to buy. A worker renewing on an ECR passport should ask for ECNR now, before the next offer letter arrives — the Kuwait jobs guide covers the eMigrate side.
Police clearance certificate
A PCC from the Embassy certifies that the police in India hold nothing against you — wanted for Canadian, Australian or British visas, some Kuwaiti employers and licences, and jobs elsewhere in the Gulf. It costs KD 13 plus KD 1 and KD 6 (KD 20), is applied for on the same portal and lodged in person with the original passport and Civil ID and copies, and is issued only after a clear report from the police at your Indian address. DU's FAQ puts processing at seven to fifteen working days typically, with no same-day or urgent route; if your passport was recently renewed, bring copies of both the old and the new; and collect it yourself. A PCC for a Kuwaiti authority can then be attested by Kuwait's Ministry of Foreign Affairs. If you are in India, a Passport Seva Kendra issues the same certificate; a PCC issued by a state police station must be attested by the Home Department of the same state and then by the MEA before the Kuwaiti embassy in India will attest it — a certificate from one state attested in another is rejected.
Attestations at the Embassy
The Embassy's 2026 attestation schedule, before the ICWF dinar and DU's KD 6 where lodged at a centre:
| Service | Fee |
|---|---|
| General attestation, degree, translation (per page) | KD 3.250 |
| Commercial documents (per page) | KD 15.250 |
| General power of attorney, one / two signatories | KD 6.250 / KD 9.500 |
| Affidavit for a recent photograph | KD 6.500 |
| Sponsorship affidavit; affidavit for emergency leave; parents' affidavit for a minor's passport in India | KD 3.250 |
| Bilingual marriage, relationship or driving-licence certificate; correction-of-name certificate | KD 6.250 |
| Life certificate for pensioners; registration of an Indian's death | Free |
A power of attorney to sell or manage property in India is best executed in front of the consul, the format a sub-registrar at home trusts most.
Registration of birth, NRI certificates and the rest
The registration of birth (children's section), an NRI certificate or NRI status certificate for a bank, a university quota or a tax office (KD 13 each), a birth certificate based on passport, a no-objection certificate, and the Global Entry verification for Indians applying for the US programme — all KD 13 plus KD 1 and KD 6, all at the same counters. During the July 2026 emergency weeks the NRI certificate was one of the few services the Embassy kept open, because admissions deadlines do not wait.
11.The Embassy, the three DU Digital centres, how BLS gave way, and where to get help
Correct or addContents ↑Kuwait has one Indian mission and therefore no jurisdiction puzzle: every Indian in the country — about one million, the Embassy's July 2026 brief says, the largest expatriate community — is served by the Embassy of India in Kuwait City, through whichever centre is nearest.
Embassy of India, Kuwait — Diplomatic Enclave, Arabian Gulf Street, P.O. Box 1450, Safat 13015. Open Sunday to Thursday, 8am to 4.30pm (lunch 1pm to 1.30pm), closed Friday and Saturday. Reception +965 2253 0600 and 2253 0612–14; after hours and at weekends the emergency numbers are +965 2256 2151 and 2251 9532. Since 23 July 2026 the Embassy does not take ordinary passport applications at its own counters, but it keeps the correction counter (no. 4, 8.30am to 12.30pm), emergencies, welfare and labour work.

The three Indian Consular Application Centres
All open every day, 8am to 6pm, walk-in, run by DU Digital Global (helpline +965 2208 3956, WhatsApp +965 9412 1871, [email protected]).
| Centre | Address |
|---|---|
| Kuwait City | Al Jawhara Tower, 1st floor, Qibla, Block 11, Plot 11, Salem Al-Mubarak Street |
| Fahaheel | Sama Mall (formerly Remal Mall), 3rd floor, Unit 55, Plot 21 |
| Dajeej | Waha Mall, Units 37 and 38, ground floor, Al Dajeej |
The BLS counters at Jleeb Al-Shuyoukh (Olive Supermarket building), Fahaheel's Al Anoud complex and Jahra (Al Khalifa building) are closed; Dajeej, in Farwaniya near the airport, is the closest to the old Jleeb counter. A Jahra centre was in DU's June announcement but is not on the Embassy's list of 25 July 2026 — ask before you drive there. BLS's Kuwait City counter was on the third floor of an Al Jawhara Tower on Ali Al-Salem Street; DU's is on the first floor at the address above — go by the Embassy's list, not by memory.
How the network came to be
CKGS ran the counters until 10 January 2022; BLS International opened its Kuwait City, Jleeb and Fahaheel centres the next day, later adding Jahra. DU Digital Global — which runs the same service for the Indian missions in South Korea and Thailand — announced on 22 April 2026 that it had won a three-year contract after a two-stage tender. BLS's contract expired on 30 June 2026, and the handover did not happen on time: from 1 July services were limited to emergencies at the Embassy, 9am to noon, extended to 9, then 19, then 26 July, until the three DU centres opened on Thursday 23 July 2026. The UAE went through its own switch the same summer, from BLS to Alhind — the UAE passport guide tells that story.
The DU contract may not be the last word. On 15 July 2026 the Delhi High Court set aside the tenders for the Kuwait, UAE, Singapore and Australia missions, and on 20 July the Supreme Court let the interim arrangements continue until a fresh tender is decided. The Embassy issued a new request for proposals on 28 September 2026, with bids closing on 26 October, results due on 22 November and the award on 29 November — so check the Embassy's consular page for the operator before you book in early 2027.
Where to get help
- The Embassy's Open House: the Ambassador and consular officers meet Indians with pending consular grievances without appointment; the last notice before this guide was for 29 December 2025, 3pm, at the Embassy. Watch the Embassy's X and Facebook accounts for the next.
- The Indian Community Welfare Fund — the KD 1 on every application — pays, on a means-tested basis, for boarding and lodging, air passage home, legal help for workers falsely implicated, small fines where the worker is not at fault, emergency medical care and the repatriation of mortal remains. Ask the Labour Wing.
- MADAD, the Ministry's consular grievance portal, for a file stuck past any reasonable time; and the Embassy's panel of lawyers for labour and theft cases.
- The community. Associations registered with the Embassy (+965 6550 1078) and the groups know which centre had the shortest queue this week: Kuwait's groups and the events, groups and businesses page for Kuwait carry last week's reality.

12.The mistakes that cost a residency, the scams, and the things nobody tells you
Correct or addContents ↑Mistakes
- Letting the passport fall under six months before the residency renewal. Since December 2025 a residence cannot be applied for on less. Renew with eighteen months to run, as the Embassy allows, and the problem never arises.
- Signing the form at home. DU's checklist wants your signature in front of its officer; a pre-signed form is a second visit.
- Filling the old portal. Since 17 October 2025 only GPSP 2.0 applications are accepted in Kuwait; a printout from the old site is waste paper.
- Driving to a closed centre. Jleeb, the Al Anoud complex in Fahaheel and Jahra are BLS history. The three DU centres are in the table above.
- Waiting for an online slot. Booking has been suspended on DU's site since 24 August 2026; the centres take walk-ins every day.
- Paying the old fee. KD 23 is gone; a 36-page re-issue is KD 45 all-in.
- An incomplete Indian address. No police station, no PIN, a house nobody answers: the file waits for a police report that cannot be made.
- A baby before a spouse's name. The newborn's registration needs the spouse's name in at least one parent's passport. Add it at your next renewal after marriage, not after the birth.
- Missing the newborn's four months. Birth card, MOFA attestation, translation, registration, passport, residence: start in the first fortnight; the fines run daily.
- Flying before Sahel shows the new passport. The residency, the exit permit and the airport check all read the passport number. Update first, travel second.
- Leaving the passport with the sponsor. It must be in your hand to renew it; ask in writing, and go to PAM or the DLO if refused.
- Paying for tatkal on a file that needs police verification. Without a clear previous report the Embassy may issue only a two-year passport, and the verification still happens.
Scams
- Paid "appointments". A slot cannot be sold when walk-in is the rule, and DU's agreement with the Embassy treats any charge beyond the prescribed fees as an unauthorised collection. The form-filling, photographs and photocopies are inside the KD 6.
- Look-alike sites that charge to fill the free form. The genuine addresses are mportal.passportindia.gov.in/mission, kwicac.dudigitalglobal.com and indembkwt.gov.in.
- "Embassy" phone calls demanding money to stop a passport or residency being cancelled. The Embassy's contact page carries its own warning about fraudulent calls; it does not phone for money.
- Courier texts asking for a "redelivery" or "customs" fee for your passport. DU's courier is free under its contract; track the real reference on the real site.
- "ECNR stamp" and "no police verification" agents. ECNR is a box on the re-issue form with a tenth-standard certificate or your eMigrate record; verification is decided by the Embassy on the facts.
Things nobody tells you
- The Embassy prints, laminates and stamps passports in Kuwait, which is why a clean re-issue takes days here and weeks from missions that wait for booklets from India.
- The centres open seven days a week; the Embassy works Sunday to Thursday and closes for its own holidays — in the rest of 2026, Dussehra on 20 October, Guru Nanak's birthday on 24 November and Christmas — so a file lodged on a Thursday waits for Sunday.
- Cameras and phones may not record inside the Embassy or the centres; both are watched on CCTV.
- Children must come to the counter themselves, newborns apart.
- The cancelled old passport comes back with the new one. If it does not, write to DU the same day: the stamps in it are your travel history.
- The same process from Britain is in the UK passport-renewal guide; every guide for Indians abroad is at /indians-in. For the rest of Indian life in Kuwait, the events listings, the Indian businesses directory, the groups and the Kuwait events, groups and businesses page have the people who renewed last week.
Questions people ask
- How much does it cost to renew an Indian passport in Kuwait in 2026?
- Since the 1 July 2026 fee revision a 36-page adult re-issue costs KD 38 (KD 53 for 60 pages), plus KD 1 for the Indian Community Welfare Fund and DU Digital’s KD 6 service charge — KD 45 in all, and the KD 6 covers form filling, photographs, photocopies and the courier. Tatkal is KD 76 (KD 83 all-in); a child’s passport KD 28 (KD 26 for a newborn’s first passport); a lost or damaged adult passport KD 76. Before July the normal fee was KD 23. Pay in cash or by bank transfer; cards carry a charge.
- Is BLS International still handling Indian passports in Kuwait?
- No. BLS International’s contract with the Embassy of India in Kuwait expired on 30 June 2026, and after three weeks in which only emergency cases were handled at the Embassy, passport, visa, attestation and other consular applications have gone since 23 July 2026 to three Indian Consular Application Centres run by DU Digital Global — Kuwait City, Fahaheel and Dajeej. VFS Global does not handle Indian passports in Kuwait. The old BLS counters at Jleeb Al-Shuyoukh, the Al Anoud complex in Fahaheel and Jahra are closed.
- Where are the DU Digital passport centres in Kuwait, and do I need an appointment?
- There are three, all open every day from 8am to 6pm: Kuwait City (Al Jawhara Tower, 1st floor, Qibla, Salem Al-Mubarak Street), Fahaheel (Sama Mall, formerly Remal Mall, 3rd floor, Unit 55) and Dajeej (Waha Mall, Units 37 and 38, ground floor). The Embassy allows walk-ins as well as bookings at kwicac.dudigitalglobal.com, and since 24 August 2026 DU’s site has said online booking is suspended at all centres — so walk in, and check the site that morning. DU’s helpline is +965 2208 3956.
- How long does Indian passport renewal take in Kuwait?
- A re-issue that needs no prior police verification is processed in two to three working days at the Embassy, which prints passports in Kuwait, plus the time to return it to the centre or courier it. If the Embassy needs police verification in India — no clear report in your previous passport data, a change of name or Indian address, a lost passport — the state police have up to 30 days and the Embassy advises allowing at least 45; DU quotes up to seven weeks as the outer bound. Tatkal, once accepted, is dispatched within three working days.
- What documents do I need to renew my Indian passport in Kuwait?
- Two printed copies of the GPSP 2.0 application with its barcode, unsigned until you are in front of the DU officer; the original passport with copies of its first and last pages and visa pages; a copy of your Civil ID (or visa) with the original; and the ICAO photograph uploaded to the portal, which the centre can also take. Domestic workers on visa 20 add page 4 of the form and a copy of the sponsor’s Civil ID. Add an Indian address proof if the address changes, the ECNR proof if you want ECR removed, and Annexure F, D or C where your case needs one. Copies are self-attested.
- Is tatkal available in Kuwait, and how much does it cost?
- Yes. Since 1 July 2026 the tatkal fee includes the normal fee: KD 76 for a 36-page adult passport (KD 83 with the ICWF dinar and DU’s KD 6), KD 91 for 60 pages and KD 65 for a minor. You add an undertaking giving the reasons for urgency and copies of photo IDs issued in India at your present address. The Embassy approves tatkal on the basis of your previous passport data; where there is no clear police verification on record it may grant only a two-year passport. Accepted tatkal passports are dispatched within three working days.
- How do I get an Indian passport for a baby born in Kuwait?
- Get the Arabic birth card from the Ministry of Health, have it attested by Kuwait’s Ministry of Foreign Affairs and translated into English at an authorised translation centre, register the birth on the Home Ministry portal (DU does it for KD 1.500), and apply at a DU centre with both parents present, both parents’ passports — at least one showing the spouse’s name — and Civil IDs, Annexure D signed by both parents, and a request letter for the surname. The first passport is KD 33 all-in. Register with the Embassy within a year, and complete the baby’s Kuwaiti residence within four months of birth, when daily fines begin.
- What do I do if my Indian passport is lost in Kuwait?
- Report it to the police and get the lost report (DU’s checklist names the CID office; the Embassy calls it the lost report circular of the Kuwait passport office), then apply for a re-issue in lieu of a lost passport at a DU centre with Annexure F, a copy of the lost passport if you have one, and a copy of your Civil ID — or a letter of your visa status if that was lost too. The fee is KD 76 for an adult (KD 83 all-in). If you must travel to India at once, the Embassy issues a one-way Emergency Certificate for KD 5 plus KD 1.
- Do I need to update my Kuwait residency after getting a new Indian passport?
- Yes, before you fly. Your residence is recorded against the old passport number. Since February 2026 the Ministry of Interior has offered a Sahel service that lets expatriates update their passport details online; where it does not fit your case, a Residency Affairs (Jawazat) office or your employer’s mandoob does it. Then check Sahel shows the new number, because a visa 18 worker’s exit permit, also requested on Sahel seven days to 24 hours before departure, must match the Civil ID data.
- How do I change my Indian passport from ECR to ECNR in Kuwait?
- At the re-issue, at no extra fee: tick the non-ECR option and attach the proof — a tenth-standard or higher certificate, a recognised nursing qualification or diploma, a professional degree, proof of age over 50, or, for workers who emigrated with PoE clearance and have spent three years abroad, the eMigrate clearance printout with the Stay Verification Form. It matters because Kuwait is one of the eighteen ECR countries, and an ECR holder leaving India for a job here needs emigration clearance through eMigrate first.
