Indians in Winnipeg: the 2026 guide to The Maples, Amber Trails, Waverley West, Inkster Gardens, Fort Garry, the MPNP and winter
About 34,200 people who reported “Indian (India)” as an ethnic or cultural origin live in the Winnipeg census metropolitan area — 34,200 at the 2021 census, in a metro area of 834,678 — and the community is larger than that, because people who reported only a regional origin such as Punjabi or Gujarati are counted separately; South Asians as a group were 63,805, and 33,435 people in the metro area were Sikh. Most live in the north-west — The Maples, Amber Trails and Mandalay West in the Seven Oaks school division, with Inkster Gardens and Tyndall Park beside them — and in the south around Waverley West and Fort Garry. There is no Little India street: the main places of worship are the Sikh Society of Manitoba on Mollard Road, the Hindu Society of Manitoba’s temples on St. Anne’s Road and Ellice Avenue, and the BAPS mandir at Howden, and the shops cluster along McPhillips Street. Two practical facts: Manitoba Health covers permanent residents from the day they arrive, with no waiting period, and the province’s own nominee programme (the MPNP), whose 2024 nominees were 41.9% Indian citizens, is the main route to permanent residence.
About 1.35 million people who reported “Indian (India)” as an ethnic or cultural origin live in Canada: 1,347,715 in the 2021 census. That is a national figure, not one for Winnipeg alone. Source: Statistics Canada, Census 2021, table 98-10-0356-01
1.Winnipeg at a glance
Correct or addContents ↑Winnipeg is Manitoba’s capital and by a long way its largest city: the 2021 census counted 749,607 people in the City of Winnipeg and 834,678 in the census metropolitan area (CMA), which adds the municipalities around it. About 34,200 people who reported “Indian (India)” as an ethnic or cultural origin live in the CMA — 34,200 at the 2021 census in the table our Canada guide uses, up from 19,855 in 2016. (Wikipedia’s transcription of the census profile reads 34,195; we keep the Canada guide’s figure so the two pages agree.) The count is everyone who gave India as an origin, alone or with another, so a person who wrote only Punjabi, Gujarati or Tamil is on a separate line and is not in it. The wider measure is nearly twice as large: 63,805 people in the CMA (7.78%) were South Asian in 2021, against 38,100 in 2016, and 62,460 of them lived inside the city itself.
Indian Winnipeg is concentrated in two areas. In the north-west, The Maples, Amber Trails and Mandalay West — with Inkster Gardens and Tyndall Park alongside — are where Punjabi-speaking Sikh households are most concentrated. In the south, Waverley West, Waverley Heights and Fort Richmond are more mixed, and Hindu and Sikh households are about equally common. Between them sit the places that serve everyone: the BLS centre, a South Asian supermarket and a sweet house on McPhillips Street, the Hindu Society’s temples on St. Anne’s Road and Ellice Avenue, and the University of Manitoba and Red River College Polytech campuses that bring in students. Winnipeg is the city people mean when they talk about “the PNP route” to permanent residence, and 5.0% unemployment in Manitoba in September 2026 was the lowest of any province.

2.The community, and where it lives
Correct or addContents ↑Indian Winnipeg is older than its newest suburbs. The Hindu Society of Manitoba’s own history says that in the early 1960s very few Hindu families lived in the province, mostly in Winnipeg and mostly professionals — teachers, professors and physicians — with a few more arriving in the early 1970s. The India Association of Manitoba dates itself to 1965; the Sikh Society of Manitoba was formed in 1969 when a small group of Sikh immigrants rented a space, and its members broke ground on the Mollard Road site in 1983; the Hindu society was registered on 9 December 1970 and opened its first temple, on Ellice Avenue, on Diwali day, 21 October 1979. The recent wave is the large one. The 2021 census counted 28,245 people in the metro area who were born in India, 13.6% of its immigrants and up from 19,635 (10.8%) in 2016, and of the 46,500 people who immigrated to the metro area between 2016 and 2021, 11,205 (24.1%) were born in India — the largest single source, ahead of the Philippines at 7,970 (17.1%).
Religion and language follow the Punjabi pattern. The census counted 33,435 Sikhs (4.08%) and 14,925 Hindus (1.82%) in the CMA, and 24,565 Muslims (3.0%). On the question about knowledge of languages, which allows several answers, 40,105 people in the CMA (4.89%) said they knew Punjabi, 23,670 (2.89%) Hindi and 4,280 (0.52%) Gujarati, against 64,725 (7.9%) for Tagalog. The largest group of immigrant neighbours is Filipino rather than Pakistani, which the neighbours section explains.
Where Indians actually live
The City of Winnipeg publishes a profile for every neighbourhood, built from the 2021 census. These are the figures for the places people ask about; “South Asian” is the census’s visible-minority category and includes Pakistani, Sri Lankan and other South Asian residents, so it is wider than “Indian”.
| Neighbourhood | Population | South Asian | Punjabi (knowledge) | Born in India | Sikh |
|---|---|---|---|---|---|
| Amber Trails | 9,080 | 4,130 (45.5%) | 36.5% | 26.5% | 39.6% |
| Inkster Gardens | 6,190 | 2,600 (42.0%) | 35.1% | 26.1% | 36.8% |
| Prairie Pointe (Waverley West) | 2,265 | 850 (37.5%) | 17.0% | 20.3% | 17.0% |
| The Maples | 14,430 | 4,200 (29.1%) | 22.9% | 16.7% | 23.9% |
| Mandalay West | 6,000 | 1,710 (28.5%) | 22.2% | 16.3% | 24.7% |
| South Pointe (Waverley West) | 7,535 | 2,020 (26.8%) | 8.3% | 11.0% | 10.2% |
| Peguis (Transcona) | 6,810 | 1,490 (21.9%) | 14.2% | 14.0% | 14.3% |
| Waverley Heights | 5,150 | 1,055 (20.5%) | 8.8% | 9.2% | 8.4% |
| Fort Richmond | 12,290 | 2,355 (19.2%) | 3.3% | 4.7% | 3.4% |
| Bridgwater (four neighbourhoods) | 14,330 | 2,155 (15.0%) | about 5% | about 7% | about 6% |
| Tyndall Park | 12,555 | 1,865 (14.9%) | 11.0% | 8.3% | 11.1% |
| Garden City | 6,475 | 280 (4.3%) | 3.0% | 2.5% | 3.5% |
For comparison, the City of Winnipeg as a whole was 8.5% South Asian, 4.2% Punjabi-speaking and 4.4% Sikh. The City’s cluster profiles tell the same story: the Seven Oaks West cluster (The Maples, Amber Trails, Mandalay West and Rosser–Old Kildonan) was 33.9% South Asian with 8,805 Sikh residents; Inkster West, 26.6%; Fort Garry South, which holds Waverley West, 19.5% South Asian with 3,905 Sikhs and 3,660 Hindus; Transcona as a whole 5.7%; and the two St. Vital clusters 9.2% in the north and 7.0% in the south. The City’s index page links the profile for every neighbourhood, so you can look up the one you are considering.
- The Maples is the address people name first, but it is as Filipino as it is South Asian: 29.5% of residents are Filipino and 29.1% South Asian, and 4,280 of its 14,430 residents were not Canadian citizens in 2021.
- Amber Trails, the newer of the north-west pair, is the most South Asian of the neighbourhoods we checked, and the only one over 45%.
- Garden City, often named in Indian conversations, is 32.8% Filipino and 4.3% South Asian: by the census it is a Filipino district, not an Indian one.
- Transcona is not an Indian district either. Its Peguis neighbourhood is the exception at 21.9%; Kildare–Redonda, Radisson and Melrose are under 1%.
- Waverley West and Fort Garry in the south are where Hindu families are most visible: Prairie Pointe is 9.1% Hindu, Waverley Heights 6.2% and Fort Richmond 5.4%, against 2.0% for the whole city.
3.Your first two weeks in Winnipeg
Correct or addContents ↑The national paperwork — the Social Insurance Number, banking, a phone, how tax works — is in the jobs guide and the cost-of-living guide. This is the Winnipeg order, and in Manitoba the order matters because the health card needs no waiting period but does need an application.
- A short let, not a lease. Landlords ask for Canadian references and a job letter you do not have yet. Asking rents for one- to three-bedroom flats are down on a year (the two-bedroom average by 7%) and CMHC found 2.8% vacancy, so there is no need to sign the first lease that appears; a furnished room for a fortnight lets you view flats in person. A deposit above half a month’s rent is a warning sign, because the province’s limit on a security deposit is half the first month’s rent.
- The SIN. Apply to Service Canada as soon as you land; you need it to be paid. Details in the jobs guide.
- Manitoba Health, the same week. Permanent residents can apply from their date of arrival. Work-permit holders can be covered from the date the permit was issued, if it was for at least 12 consecutive months, and a spouse and minor children can apply if their own status is valid for at least six months. Study-permit holders are not eligible and have been excluded since 1 September 2018. You send the application with your passport, every IRCC document issued to you and your family, and proof of Manitoba residence. Details in health.
- A bank account and a phone. Banks open accounts on a passport and a work or study permit; compare newcomer offers rather than taking the first one at the airport. Remittance options are in the send-money guide.
- A peggo card, or cash. Winnipeg Transit’s cash fare is $3.45; a reloadable peggo card costs $5 once, and a monthly e-pass is $119.35. See getting around.
- A family doctor. Register with Manitoba’s Family Doctor Finder, online or by phone; until you have a doctor, use Health Links–Info Santé on 204-788-8200.
- Schools. Register children at the local public school for your address, bringing proof of address, immigration documents, the child’s birth certificate or guardianship papers, immunisation records and the Manitoba Health card. See schools.
- Your driving licence. You can drive on a foreign licence for about three months. Manitoba Public Insurance (MPI) exchanges licences from some countries without tests, and we found no sign that India is among them, so budget for the knowledge and road tests. See getting around.
- Winter clothing before November. Winter-route parking bans can start on 1 November, so buy the coat, boots and gloves in October. See winter.
- The temple, the gurdwara or the society. A Sunday at the Hindu Society’s temple on St. Anne’s Road (open 10:00 to 19:00 on Sundays), the Sikh Society on Mollard Road or the Tamil prayers on Fridays will get you a landlord’s number and an accountant faster than a search engine, and the Winnipeg groups on Namaste Community do the same without your having to know anyone first.
4.Neighbourhoods and renting: 2026 rents, the Manitoba rules and what to check
Correct or addContents ↑Rent is the largest line in a Winnipeg budget, and in 2026 it is moving the renter’s way. Zumper’s average asking rents for new listings, on its Winnipeg page updated 22 October 2026, were $1,075 for a studio, $1,395 for a one-bedroom, $1,700 for a two-bedroom and $2,040 for a three-bedroom — the one-bedroom down 2% on a year, the two-bedroom down 7% and the three-bedroom down 3% — with a median of $1,549. The page moves daily: the cost-of-living guide quoted $1,399 and $1,708 a few days earlier. CMHC’s 2025 Rental Market Report put the average purpose-built two-bedroom at $1,571, with a vacancy rate of 2.8%; it said conditions softened in 2025, that vacancies rose mainly in suburban neighbourhoods and most in St. James and West Kildonan, and that increases for sitting tenants stayed below the provincial guideline. Condominium apartments had 1.1% vacancy and a two-bedroom average of $1,468. Put those figures beside any quote you receive; an asking rent on a new listing reads higher than CMHC’s average because the average includes sitting tenants on older leases.
| Area | Who lives there (2021 census) | Asking rent (Zumper, 22 October 2026) |
|---|---|---|
| The Maples, Amber Trails, Mandalay West | Punjabi and Filipino families; the Seven Oaks school division | Zumper publishes no average for these; compare current listings beside the city figures |
| Inkster Gardens, Tyndall Park | Punjabi and Filipino families; 42.0% and 14.9% South Asian | No separate average published |
| Waverley West (Bridgwater, South Pointe, Prairie Pointe) | Newer development; 13–38% South Asian by neighbourhood | Waverley West average $1,806 |
| Fort Garry: Richmond West, Fort Richmond, Pembina Strip | Families, University of Manitoba students; Richmond West 15.9% South Asian | Richmond West $1,775; Pembina Strip $1,540 |
| St. Vital: Alpine Place | Mixed; 9.2% South Asian in the northern cluster | Alpine Place $1,375 |
| Downtown and the West End | Students at the University of Winnipeg and Red River College Polytech, single professionals | Downtown $1,465 |
| Transcona | 5.7% South Asian overall; Peguis 21.9% | No separate average published |
Zumper does not say which bedroom count its neighbourhood averages describe, so use them to compare areas, not to budget.
The Manitoba rules
Tenancies are governed by The Residential Tenancies Act and the Residential Tenancies Branch (RTB), which takes calls on 204-945-2476 in Winnipeg and 1-800-782-8403 toll-free. - A rent guideline, not a freeze. The 2026 guideline was 1.8%. The Branch has set 3.0% for 2027, effective 1 January 2027, and a landlord needs to have given three months’ written notice, so for a 1 January increase the notice had to arrive on or before 30 September 2026. Rents can generally rise once a year. The guideline does not apply to units renting for $1,670 or more a month in 2026 — the threshold rises to $2,000 for 2027 — to buildings first occupied after March 2005, or to social housing, co-operatives and a few other categories; a landlord can apply for a larger increase if costs justify it. - The deposit. A security deposit cannot be more than half of the first month’s rent. A pet damage deposit collected since 1 August 2014 can be up to one month’s rent. The landlord must tell you before you sign, give a receipt, pay interest, and return what is not claimed within 14 days of the tenancy ending. You may use a deposit for the last month’s rent only if the landlord agrees in writing, and a dispute can go to the Branch for mediation and a decision. - Unsafe or unlicensed suites. If the unit is in a basement or a house let by the room, check that the smoke and carbon-monoxide alarms work, that each bedroom has a window you could climb out of, and that there is a separate exit; City services, including bylaw complaints, are on 311.
Scams to expect
A two-bedroom at half the going rate, a landlord abroad who will post the keys, an e-transfer for the first month before a viewing, or a room offered to international students with no visit: each is the opening line of a fraud. Pay only after you have seen the unit, met the person and checked that they own or manage it; never hand over a passport or study permit as security.
5.Getting around: Winnipeg Transit, driving in Manitoba and the airport
Correct or addContents ↑Winnipeg is a car city with a bus network: Transit is run by the City and there is no train. The fares changed in January 2026, when the Manitoba government’s circular put the regular monthly pass at $119.35, up from $115.50.
| Winnipeg Transit fare (2026) | Full fare | Youth | Senior | Post-secondary |
|---|---|---|---|---|
| Cash | $3.45 | $2.95 | $2.95 | $3.45 |
| e-cash (peggo) | $3.10 | $2.30 | $1.55 | $3.10 |
| 24-hour e-pass | $11.45 | $8.50 | $5.75 | not sold |
| 7-day e-pass | $31.00 | $23.00 | $15.50 | $24.80 |
| 28-day e-pass | $110.05 | $81.65 | $55.05 | $88.05 |
| Monthly e-pass | $119.35 | $88.55 | $59.70 | $95.50 |
| Semester e-pass | — | — | — | $324.65 |
Full fare is for people aged 17 to 64 who are not at high school or a post-secondary institution; seniors are 65 and over and must show photo ID; children 11 and under ride free with a fare-paying customer. A peggo card costs $5 once. The low-income WINNpass gives a monthly pass at $59.70 to people aged 64 and under who meet its eligibility rules. Students aged 11 to 21 enrolled in a Winnipeg-based public, independent or home-school programme for 2026–27 can get a free youth transit pass. The post-secondary fare needs a peggo card bought at your own institution, with a validation sticker on your student ID; apprenticeship and continuing-education students do not qualify. All fare purchases are non-refundable.
Driving: the Manitoba licence
A newcomer can drive on a valid foreign licence for about three months. MPI, which licenses drivers and sells the province’s public Autopac insurance through brokers and service centres, exchanges licences from some countries without tests; the exchange costs $75, you receive a temporary licence for up to 45 days and MPI keeps your original. MPI publishes the list of eligible countries but the page we read did not reproduce it, and we found no sign that India is on it, so phone MPI on 204-985-7000 to confirm before you rely on either answer. For a country without an agreement, MPI says you must take a vision test, a knowledge test ($12) and a road test ($35) to keep driving after three months. If you fail the road test you wait 14 days, and after three failures you need five hours with an MPI-permitted driving school before a fourth attempt. Bring your original licence, with a translation if it is not in English or French. The cost-of-living guide notes that Manitoba’s car insurance is the public MPI.
The airport and the flight to India
Winnipeg Richardson International Airport (YWG) is the province’s only commercial international airport. We found no nonstop flight between Winnipeg and India: the Skyscanner route page for Winnipeg–Mumbai said no airline flies it directly, though we could not reopen it to check on the day, and the Air India and aggregator pages we saw offered only connections. Plan on a change at Toronto or Vancouver, where Air India flies to India, or at a Gulf or European hub, and read the layover before you book. The what to take to India guide covers baggage and customs.
6.Winter in Winnipeg: cold, parking bans, Hydro and gas bills
Correct or addContents ↑Winnipeg’s winter is long, dry and very cold. At the airport the 1991–2020 normals give a January mean of −16.3 °C and a July mean of 19.5 °C, with 126.2 cm of snow a year, a record low of −47.8 °C and, on average, twelve days a year when the wind chill is below −40. Dress for the wind chill, not the thermometer: it is the wind on an exposed bus stop that does the damage.
The parking bans
The City can declare five kinds of winter parking ban, and a ticket or a tow is the usual lesson. The winter route ban can start at any point from 1 November to the end of April, is announced seven days ahead, and bans parking between 2 a.m. and 7 a.m. on streets marked WINTER ROUTE or SNOW ROUTE. An extended winter route ban starts at midnight, after a big snowfall. A residential parking ban clears the side streets by snow-zone letter, in 12-hour shifts from 7 a.m. to 7 p.m. and 7 p.m. to 7 a.m.; it normally takes about five shifts to finish the city, a violation can cost a $200 ticket ($150 if paid early), and the City suggests finding your zone through the Know Your Zone app, the online address lookup or 311. During a residential ban the winter-route ban is suspended. Licence-plate cameras identify violators and tickets come by mail. A snow emergency ban, declared by the Mayor, prohibits parking on winter routes and brings tows rather than tickets. The fifth is the temporary no-parking sign, posted where one street needs extra clearing, with a ticket and a tow for anyone left there. Sign up for the City’s ban notifications and ask a landlord which snow zone the building is in.
Manitoba Hydro
Manitoba Hydro supplies both electricity and natural gas. Electricity rates rose 4.0% on 1 January 2026: the residential energy charge is a flat 9.970¢ a kWh with no tiers, and the basic charge is $9.84 a month for a service up to 200 amps (or $19.68 above that). Natural gas rates from 1 August 2026 are a $14.75 monthly basic charge, a commodity charge of 6.60¢ per cubic metre and delivery of 15.83¢ per cubic metre. Some flats include heat and some do not, so ask in writing what the rent includes before December, when the bills rise.
What to buy and ask
Buy a long coat, insulated boots, a hat, gloves and a scraper in October. If you buy a used car, ask whether the engine block heater works, because a car left at −30 °C without one may not start. In a rented house, put in the lease who clears the snow. The City also publishes hot and cold weather safety advice, and the first winter is easier if you ask the neighbours which streets are cleared first.
7.Work and employers: health, trades, manufacturing and the 2026 market
Correct or addContents ↑Manitoba has the lowest unemployment rate of any province in 2026. The Manitoba Bureau of Statistics’ bulletin of 9 October 2026, from Statistics Canada’s Labour Force Survey for September 2026, put the provincial unemployment rate at 5.0%, the lowest among the provinces and well under the national 6.5%. The Winnipeg CMA stood at 5.9%, against 7.4% a year earlier. September was not a good month — employment fell by 4,400 (0.6%), part-time work by 5.3% and public-sector jobs by 5.0%, and youth unemployment rose to 12.1% — but over the year employment grew by 12,300 (1.7%). The detail on occupations, medians and the LMIA rules is in the jobs guide.
Who hires
- Health care and social assistance. The Manitoba Labour Market Outlook names it, with wholesale and retail trade and manufacturing, as the Winnipeg region’s three largest industries by employment. Job Bank’s 2026 scan found Winnipeg added about 11,000 jobs in 2025, the most of any Manitoba region, and that health care and social assistance employment across the province rose 7.9% (9,100 jobs) after the 2025 provincial budget put weight on that workforce. The jobs guide explains the licensing routes for nurses, doctors and technologists.
- Trades, transportation and manufacturing. The MPNP’s own draws show the demand: the 27 August draw invited 600 candidates in technical trades and transportation and a further 62 as family physicians and bus drivers or transit operators; the 30 July draw invited 605 in manufacturing and utilities and a further 74 in a list of occupations that included aerospace engineers, aircraft mechanics, pilots and aircraft assemblers, along with family physicians. Manitoba’s transportation and warehousing employment fell 4.7% in 2025, but Job Bank says the sector is expanding as CentrePort Canada’s rail park is developed north of Winnipeg.
- Education, public sector and utilities. The 8 October draw invited 211 teachers, early-childhood educators and teacher assistants who were already working in Manitoba. Manitoba Hydro, a Crown corporation based in Winnipeg, and the universities also hire; their own career pages are the place to look.
- Business, sales and service. The five-year outlook expects the most openings in business, finance and administration (17,600), sales and service (17,200), education, law and community services (13,300) and trades, transport and equipment operation (13,200) between 2025 and 2029.
Pay, tax and the LMIA
Manitoba’s minimum wage is $16.40 an hour from 1 October 2026. Provincial income tax for 2026 is 10.8% on the first $47,000, 12.75% to $100,000 and 17.4% above that, and Manitoba charges a 7% retail sales tax on top of the 5% GST. For employers, Manitoba’s high-wage LMIA threshold is $31.33 an hour; from 10 July 2026 the federal government resumed processing low-wage LMIAs in Winnipeg, after the CMA’s rate fell to 5.6%, below the 6% line. The list is revised quarterly — the next revision was due on 10 October — so check the current one before any offer is built around it.
What actually helps
Get your credentials assessed before you land if you can, use the free newcomer employment services rather than anyone who charges for “placement”, and use the community: the gurdwara and temple notice boards and the WhatsApp groups carry the “my team is hiring” messages first. The rule that defeats most fraud: you never pay to be hired. A job offer, an LMIA or a support letter that costs money is not a job; the jobs guide’s scams section explains why and where to report it.
8.Staying on: the Manitoba Provincial Nominee Program in 2026
Correct or addContents ↑Manitoba runs its own route to permanent residence, the Manitoba Provincial Nominee Program (MPNP), and it is why many people choose Winnipeg. This section follows the province’s own pages as they stood on 23 October 2026; the federal side — Express Entry, the 600 points a nomination adds, the other provinces — is in the jobs guide.
The streams
- Skilled Worker in Manitoba (SWM): for people with ongoing Manitoba employment. You need a valid work permit and a full-time, long-term job offer from a Manitoba employer after at least six months of continuous full-time work with that company (a year if you graduated in another province). Self-employed people and people who do not need a work permit are not eligible.
- Skilled Worker Overseas (SWO): for applicants with a connection to Manitoba through family or friends, earlier education or work there, or a direct invitation from the MPNP under a strategic recruitment initiative.
- International Education Stream: the Graduate Internship Pathway stays for eligible master’s and doctoral graduates who complete a Mitacs internship. On 11 June 2026 the province changed the Career Employment Pathway: candidates with an active profile and six months of Manitoba work experience are invited to move into SWM, where Manitoba graduates are prioritised in draws.
- Business Investor Stream: the Entrepreneur and Farm Investor pathways; the province says draws for this stream are not currently being run.
You need a Settlement Plan showing that you intend to live and work in Manitoba. The MPNP says refugee claimants, temporary workers living in another province, spouses of Canadians or permanent residents, and people with an active application under another programme cannot apply.
The 2026 numbers
IRCC allocated Manitoba 8,000 nominations for 2026: 6,239 in January and a further 1,761 in August. From January to September the MPNP issued 4,589 nominations and refused 529 applications. In 2024 — the latest annual report — it issued 9,540 nominations, of which 3,987 (41.9%) went to citizens of India, ahead of Ukraine (19.7%) and the Philippines (8.8%); 87% of skilled-worker nominees had a job or job offer, 33% had studied in Manitoba, and 80.6% named Winnipeg as their destination.
The Expression of Interest draws, July to October 2026
| Draw | Date | Letters of Advice to Apply | Who was picked | Lowest score (where published) |
|---|---|---|---|---|
| #282 | 22 October | 1,304 | Top-scoring SWM profiles with Manitoba post-secondary study (734) and all eligible SWM profiles (513); 57 strategic recruitment | 816 and 846 |
| #281 | 8 October | 340 | Health occupations (46); teachers, early-childhood educators and teacher assistants (211); 83 strategic recruitment | — |
| #280 | 24 September | 474 | A family physician; natural and applied sciences (417); 16 Francophone; 40 strategic recruitment | 760 |
| #279 | 10 September | 793 | Health occupations (233); Manitoba post-secondary study (508); 11 Francophone; 41 strategic recruitment | 825 |
| #278 | 27 August | 741 | Physicians and bus drivers (62); technical trades and transportation (600); 21 Francophone; 58 strategic | 731 |
| #277 | 13 August | 53 | Strategic recruitment only | — |
| #276 | 30 July | 766 | Aerospace-related and other listed occupations (74); manufacturing and utilities (605); 17 Francophone; 70 strategic | 632 |
| #275 | 16 July | 2,146 | Graduate Internship (78); physicians (24); Francophone (84); Manitoba post-secondary study (1,874); 86 strategic | 825 |
The province’s draw page lists ten draws since 18 June 2026, and in the 22 October draw 353 of the 1,304 invitations went to candidates who declared a valid Express Entry profile. Two things stand out. In these draws the Skilled Worker in Manitoba selections, apart from the Francophone and Graduate Internship ones, picked people already working in Manitoba or educated there, while Skilled Worker Overseas appears only through strategic recruitment initiatives — employer services, ethnocultural communities, regional communities, the Francophone community and a temporary public policy. And the broad draws for Manitoba graduates and top-scoring workers closed at 816 to 846 in July, September and October, so a profile without Manitoba work or study is unlikely to be reached.
The Manitoba Workforce Transition Bridge
On 6 July 2026 IRCC signed a temporary public policy that lets the MPNP extend the nomination deadline from 31 December 2026 to 31 December 2027 for people who already held a Manitoba support letter from the 2024 or 2025 policies, and allows up to 2,700 new support letters for them. It is not a new route for anyone else. The province also says that receiving a work permit does not guarantee nomination. No consultant can promise one, and a nomination is not permanent residence until IRCC approves it.
9.What Winnipeg costs in 2026
Correct or addContents ↑Winnipeg is among the cheapest of the big Canadian cities to rent in, and the cheapest in our family-budget table. Our cost-of-living guide works through a family of four — two parents, a three-year-old in licensed daycare and an eight-year-old in school, renting a two-bedroom with one car — and puts it at about $5,900 a month in Winnipeg in October 2026, the lowest of the cities in its table; a single student sharing a house needs about $1,500 a month before tuition. Those are estimates built from the sources on that page; the figures below are the official ones for the lines Manitoba controls.
| Item (2026) | Winnipeg |
|---|---|
| One-bedroom asking rent | $1,395 (Zumper, 22 October) |
| Two-bedroom asking rent | $1,700 (Zumper); $1,571 purpose-built average (CMHC, 2025) |
| Adult monthly transit pass | $119.35 (City of Winnipeg) |
| Electricity | 9.970¢ a kWh plus $9.84 a month (Manitoba Hydro, from 1 January) |
| Natural gas | 6.60¢ a m³ commodity plus 15.83¢ delivery plus $14.75 a month (from 1 August) |
| Licensed child care | $10 a day at funded centres (infant, preschool and school-age) |
| Sales taxes | 7% Manitoba retail sales tax plus 5% GST |
| Minimum wage | $16.40 an hour (from 1 October) |
| Income tax, provincial | 10.8% to $47,000; 12.75% to $100,000; 17.4% above |
| University of Manitoba student health plan | $1,320 for the 2026–27 year |
| Driver’s licence, new resident | $12 knowledge test and $35 road test; $75 for a licence exchange |
What costs less and what costs more
Rent and child care are why Winnipeg is cheap: the $10-a-day maximum covers infant and preschool care and, since December 2024, school-age care on non-school days. What costs more than newcomers expect is winter — the Hydro and gas bills between December and March, the coat and boots, and a car — and tax: as the cost-of-living guide notes, Manitoba’s income tax is heavier than Ontario’s at middle incomes. The cost-of-living guide shows take-home pay by salary, and remittance fees are in the send-money guide. We could not read current shelf prices for the Indian grocers, so there is no Winnipeg grocery basket here; the grocery section of the cost guide shows how the national numbers work.
10.Health: Manitoba Health, finding a doctor and the hospitals
Correct or addContents ↑Manitoba’s public plan is Manitoba Health, and for most newcomers from abroad there is no waiting period. The province’s page for people moving to Manitoba applies a three-month wait only to people moving from another province or territory.
Who qualifies, and how to apply
- Permanent residents and citizens may apply from the date of arrival in Manitoba. - Work-permit holders can be covered from the date their valid permit was issued, as a rule if the permit lasts at least 12 consecutive months; a spouse and minor children can apply if they hold legal status valid for at least six months. If you have applied to IRCC to extend a permit, proof of the application can temporarily extend your coverage. - International students are not covered: study-permit holders have not been eligible since 1 September 2018. - Visitors are generally not eligible, except the spouse or child of a work-permit holder whose permit is valid for 12 months or more, if the visitor record is valid for at least 183 days. You send Manitoba Health your passport, all IRCC documents for you, your spouse and your minor children, proof of Manitoba residence and the documents that match your status.
A doctor, and what to do until you have one
Register with Family Doctor Finder, which helps you find a home clinic: online through the province’s form, or by phone on 204-786-7111 in Winnipeg or 1-866-690-8260 toll-free, Monday to Friday, 8:30 to 16:30. For advice at any hour call Health Links–Info Santé on 204-788-8200 (1-888-315-9257 outside Winnipeg): registered nurses answer around the clock, the call is free and interpretation is offered in more than 200 languages. For anything life-threatening call 911.
The hospitals near the Indian neighbourhoods
The Health Sciences Centre, St. Boniface Hospital and Grace Hospital kept emergency departments when the city’s emergency rooms were consolidated in 2019. Seven Oaks General Hospital, at 2300 McPhillips Street in the north-west, runs a 24-hour urgent care centre for non-life-threatening problems in place of its old emergency department. Check Shared Health’s pages before going, because services have been moved between hospitals more than once.
Students and the University of Manitoba
Since Manitoba Health does not cover students, the University of Manitoba arranges the Manitoba International Student Health Plan (MISHP) with Manitoba Blue Cross and Alumo, and the charge is added to tuition: $440 for Fall 2026 (1 September to 31 December), $880 for Winter 2027 (1 January to 31 August) — $1,320 for the year, with a family add-on for a spouse or dependants under 18 within 30 days of the start of term. You can opt out within 30 days if you have comparable cover, for example Manitoba Health through a spouse. Ask your own college or university what plan it requires; we saw only the University of Manitoba’s.
What Manitoba Health does not pay for
Parents visiting on a super visa are not covered, because visitor records generally do not qualify. An employer’s group plan, where there is one, is what usually fills the gaps for adults, and the cost-of-living guide lists the public programmes and what super-visa insurance costs. For a mental-health crisis call or text 988.
11.Schools, child care and the colleges
Correct or addContents ↑Winnipeg has six public school divisions, and where you live decides which one: Seven Oaks covers the north-west, including The Maples and Amber Trails; Winnipeg School Division covers the centre and River Heights; Louis Riel covers St. Boniface and St. Vital; Pembina Trails covers Fort Garry and the south-west, including Waverley West; River East Transcona covers the north-east and Transcona; and St. James–Assiniboia covers the west. The province’s newcomer guide says your child has the right to attend the local public school if residency requirements are met, that public schools charge no tuition, and that funded independent schools charge tuition and may set their own entry rules. The Schools of Choice initiative lets you apply to a different division.
Registering
Take what you have: proof of address such as a lease; your immigration documents; the child’s birth certificate or guardianship papers; school reports from previous schools, translated if possible; the child’s immunisation record; and the Manitoba Health card. Visitors, temporary residents and permanent residents have different lists of parent and child documents, so ask the division office which applies to you. Programmes run in English, in French Immersion (which can be entered in Kindergarten, Grade 1 or Grade 7) and, for families whose first language is French, in the Français programme; the province also lists Settlement Workers in Schools among the supports for newcomer families. In Seven Oaks, CTV reported in August 2023 that Amber Trails Community School would add a Punjabi–English bilingual programme in the new school year; ask the division whether it is still offered and in which grades.
Child care
Manitoba’s fees are among the lowest in the country. Parents of children in infant, nursery and preschool programmes pay $10 a day for regular hours of 4 to 10 hours at licensed centres that receive operating grants; school-age children attending before school, at lunch and after school also pay $10 a day, and since 8 December 2024 so do school-age children on non-school days. Fees are lower for part-time sessions and higher for care over ten hours. Use Manitoba Child Care Search to find licensed centres, and ask each one about its waiting list as soon as you have an address.
Colleges and universities
The University of Manitoba, the University of Winnipeg and Red River College Polytechnic teach a large share of the city’s Indian students. The rules that govern them are national and are tightening, and Manitoba’s share has shrunk: the province’s international-student allocation fell 40% from 18,591 in 2025 to 11,196 in 2026, and Red River College Polytech cut programmes in 2026 as its international enrolment declined. Master’s and doctoral students at public institutions no longer need a provincial attestation letter. What a student year in Winnipeg costs, and the 24-hour work rule, are in the cost-of-living guide. Manitoba graduates are prioritised in the MPNP draws, though no draw guarantees an invitation (see Staying on).
12.Indian groceries, sweets and where to eat
Correct or addContents ↑Winnipeg has no single Indian high street, and the listings we could open sit along McPhillips Street in the north-west and in the centre of the city around Portage Avenue. The places below are ones whose own page, a listing or a news report we could open; shops change hands, so phone before a long drive. We could not confirm a Chalo FreshCo in Winnipeg, and we found no verified listing for a halal butcher, so ask in the groups.
North-west: McPhillips Street
- Sabzi Mandi Supermarket — 1375 McPhillips Street, Winnipeg R2V 3V1, in the Moore Centre. It is the Surrey-based South Asian grocery chain’s first Manitoba store, with products supplied locally, nationally and internationally; a flyer directory lists it open 09:00 to 21:00 daily, which you should confirm.
- Sharma Ji Sweet House and Restaurant — 1043 McPhillips Street, an all-vegetarian restaurant and sweet shop listed with the telephone number (204) 417-1100; reviews are mixed on consistency, so judge for yourself.
- BLS and the hospital are on the same road, at 2358 and 2300 McPhillips Street, so a day of paperwork and shopping can be combined.
Downtown
- Clay Oven — 1 Portage Avenue East, a dine-in restaurant founded in 2005 by the Ahluwalia family, whose Downtown Winnipeg BIZ listing shows halal, vegetarian, vegan and gluten-free options, opening hours of 11:30 to 22:00 on weekdays and the telephone number 204-982-7426.
Sweets, vegetarian food and Diwali
Vegetarian and Jain-friendly food is easiest to find at the vegetarian sweet houses and near the Hindu Society’s temples. For mithai before Diwali, order a week ahead; sweet shops can sell out on the weekend before. Because the list above is short, the groups are where the rest of the city’s thali houses, tiffin services and home bakers surface. The businesses listed on Namaste Community’s directory for Canada appear below for Winnipeg as they are added; if your grocer or thali house is missing, add it.

13.Temples, gurdwaras and other places of worship
Correct or addContents ↑Winnipeg’s Hindu worship is concentrated in the Hindu Society of Manitoba’s two temples, and its Sikh worship is spread across several gurdwaras. The addresses below are consistent with our Canada temples guide; this page adds the details each society publishes.
| Place | Address | What to know |
|---|---|---|
| Hindu Society of Manitoba — Hindu Temple and Dr. Raj Pandey Hindu Centre | 999 St. Anne’s Road, Winnipeg R2N 4G5, (204) 254-4638 | Opened 26 June 2005; a 30,000-square-foot centre with a puja hall, classrooms, library, community kitchen, cultural hall and gymnasium. Monday–Saturday 09:00–12:00 (puja 10:00–12:00) and 18:00–20:00; Sunday 10:00–19:00 |
| Hindu Society of Manitoba — Hindu Temple and Cultural Centre | 854 Ellice Avenue, Winnipeg R3G 0C5, (204) 774-9197 | The society’s first temple, opened on Diwali day, 21 October 1979 and renovated in 1984 and again recently. Monday–Saturday mornings and 18:00–20:00; Sunday 10:00–12:00, with no evening session; the society’s pages differ slightly on morning hours |
| BAPS Shri Swaminarayan Mandir | 1488 Red River Drive, Howden, MB R5A 1K2; BAPS lists +1 204 504 2277 | In Howden, south of Winnipeg, so it is a drive for most families; visiting times are on BAPS’s Winnipeg page |
| Winnipeg Murugan (Tamil Hindu Group) | 999 St. Anne’s Road, Winnipeg R2N 4G5 (the address on its site) | Friday prayers from 19:30, coordinated by the Tamil Cultural Society of Manitoba; the group also runs Thaipoosam and other Tamil festival programmes |
| Durga Devi Mandir | 499 Jamison Avenue, Winnipeg | Listed by Manitoba Education’s Hinduism resource; we could not reopen its own site, so phone before a visit |
| Sikh Society of Manitoba | 1244 Mollard Road, Winnipeg, in the north-west corner of the city | Formed 1969; described by CBC as Manitoba’s oldest and largest gurdwara; a $4.5-million expansion opened in August 2021 with Khalsa School classrooms, a bigger library and a bigger worship space; organises the annual Nagar Kirtan |
| Guru Nanak Darbar | 900 McLeod Avenue, Winnipeg (the charity’s registered address) | The province gave it a $250,000 capital grant on 24 April 2026 to expand from 10,000 to 18,000 square feet |
| Singh Sabha Winnipeg | Sturgeon Road, Winnipeg (4000 Sturgeon Road on the charity register) | A registered charity; we could not find the gurdwara’s own page or programme times, so phone before going |
| Gurdwara Kalgidhar Darbar | 2762 King Edward Street, Winnipeg (registered charity address) | A registered charity; we could not find its own page or programme times, so phone before going |
Notes
The Hindu Society of Manitoba is the community’s anchor: it was registered in 1970, runs the Diwali Mela at the RBC Convention Centre and operates Vidya Bhavan, the Hindi school founded in 1978. Tamil families use the St. Anne’s Road temple for the Friday prayers and the Karthigai and Tamil festival programmes, and the BAPS mandir is the Swaminarayan centre. ISKCON Winnipeg also has a temple in the city, listed in the Canada temples guide. For Sikh families the Sikh Society of Manitoba, Guru Nanak Darbar, Singh Sabha and Kalgidhar are the four names you will hear. Muslim Winnipeg is large — 24,170 people in the city were Muslim in 2021, 3.3% — and for Kerala and Goan Christian parishes and for Jain families we found no verified listings, so ask in the groups. Many details above come from the societies’ own pages and from directories, and times change by season: check the page, or phone, before a first visit. The directory’s temples listings and the nearest-temples list under the groups section show what is close to you.

14.Associations, students, culture and classes
Correct or addContents ↑Winnipeg’s Indian community organises itself by religion, region and language more than by city, and it runs on a calendar: Folklorama in August, the Nagar Kirtan in the first week of September, Diwali in the autumn. The halls are the temples’ own, the RBC Convention Centre for the large events and rented banquet halls, and most associations welcome anyone who asks.
City-wide and cultural
- India Association of Manitoba (IAM) — established in 1965, described in a University of Winnipeg release as the longest-serving organisation of the Indo-Canadian community in Manitoba. In November 2013 it signed an agreement with the University of Winnipeg to set up an India Centre for academic, business and community work, and it is listed among Folklorama’s members. For its current programmes, ask it directly.
- India School of Dance, Music and Theatre — a Folklorama member, established in 1980, teaching Bharatanatyam and Kathak, folk and Bollywood dance, and classical music.
- Hindu Society of Manitoba — runs Vidya Bhavan, which opened in 1978 and teaches Hindi to anyone aged five or older, with maths classes for junior-high and high-school students taught by volunteer university professors and students. It also offers a seniors’ wellness and yoga programme every Thursday, badminton and pickleball sessions through the week, and a library.
- Sikh Society of Manitoba — the Khalsa School teaches language heritage, music, Sikh history and how to read religious texts, and its library and multi-purpose room are open to the community.
- Panjab Foundation of Manitoba — held a Vaisakhi celebration at the Punjab Cultural Centre, 1770 King Edward Street, on 13 April 2025; ask it about 2026 programmes.
- Tamil Cultural Society of Manitoba and the Tamil Hindu Group — Friday prayers at the St. Anne’s Road temple and the Thaipoosam and other Tamil festivals.
Settlement help
Manitoba Start offers orientation, needs assessments, referrals and employment support, and provides a settlement workbook and fact sheets; IRCC publishes a searchable directory of funded newcomer services, and Settlement Workers in Schools help families. Eligibility depends on your immigration status, so ask each one.
Students
Most Winnipeg universities and colleges have South Asian, Punjabi, Hindi or Malayali student societies, and for an international student they are the most useful first contact: they know which landlords to avoid, which campus jobs are hiring and how the Manitoba nominee draws affect a graduate. If your institution’s society does not answer, the student groups on Namaste Community are the next stop. We found no current listing of Malayali, Telugu or Gujarati associations in Winnipeg from a source we could open, so ask in the groups rather than paying a membership fee.
15.The festival year in Winnipeg, 2026
Correct or addContents ↑Winnipeg’s Indian festival calendar has two events that draw thousands: the Hindu Society’s Diwali Mela and the Sikh Nagar Kirtan, which is held at the end of the summer rather than at Vaisakhi. What follows is what the organisers had published as of 23 October; the live listings under this section and the Winnipeg events page carry what is added later, and the Diwali page for Winnipeg gathers the Diwali events in one place.
| Festival | When (2026) | Where | Organiser |
|---|---|---|---|
| Vaisakhi | We found no Winnipeg organiser date for 2026; in 2025 the Panjab Foundation held a celebration on Sunday 13 April, 15:00 to 20:00 | Punjab Cultural Centre, 1770 King Edward Street | Panjab Foundation of Manitoba |
| Folklorama | 2 to 15 August; 45 pavilions; the India Pavilion was at the Pembina Curling Club | Pavilions across the city | Folklorama; the India Association of Manitoba is a member |
| Nagar Kirtan | Sunday 6 September | Downtown, around Memorial Boulevard, York Avenue and Broadway | Sikh Society of Manitoba (it organised the 2025 procession) |
| Diwali Mela | Saturday 10 October; doors 16:30; free | RBC Convention Centre | Hindu Society of Manitoba |
| Diwali | Sunday 8 November | Lakshmi Puja at home and at the temples; Bandi Chhor Divas at the gurdwaras | — |
| Guru Nanak Gurpurab | November (the date is set each year) | The gurdwaras: akhand path, kirtan, langar | The gurdwaras |
Folklorama and the India Pavilion
Folklorama calls itself a nonprofit, member-based festival of ethno-cultural arts. Its 55th festival ran from 2 to 15 August 2026 with 45 pavilions and, by its count, 362,397 visitors; the 56th is announced for 1 to 14 August 2027. The India Pavilion in 2026 was at the Pembina Curling Club: on 5 August CTV News photographed vendor booths, a display of sarees and a cultural exhibit there. We could not find the pavilion’s own run dates on Folklorama’s pages, so check them before you go next year.
The Nagar Kirtan
Winnipeg’s big Sikh procession is on the first weekend of September, not in April. In 2025, on Sunday 31 August, thousands gathered at Memorial Park across Broadway from the Legislature, with free food, music and prayers at noon before the parade, organised by the Sikh Society of Manitoba, to mark the 421st anniversary of the installation of the Guru Granth Sahib at the Golden Temple. In 2026 the City closed Memorial Boulevard between York Avenue and Broadway from 7 a.m. to 7 p.m. on Sunday 6 September.
Diwali in Winnipeg
Diwali is not a statutory holiday, so the public events fall on the weekends around it. The Hindu Society of Manitoba’s Diwali Mela, its flagship event, is held every year at the RBC Convention Centre and was on Saturday 10 October in 2026; the society says more than 4,000 people attend. We found no Winnipeg organiser who had published a public programme for Sunday 8 November. The temples post their Annakut and Lakshmi Puja times a few weeks ahead on their own pages, and Sikh families mark Bandi Chhor Divas the same day at the gurdwaras.
Fireworks: what Winnipeg’s rules say
Consumer fireworks in Winnipeg need a free permit from the Winnipeg Fire Paramedic Service, which the City says is required “for setting off all consumer fireworks”. The applicant must be 18 or older and have the property owner’s written consent, the fireworks must be fired at least 100 feet from buildings and trees, and the City notes that most private properties do not meet that rule. Setting them off without a permit can bring a fine of up to $500. The notice we read is from October 2024 and we found no change for 2026. The sensible reading for a family: go to a public event, light diyas at home, and apply for the permit well ahead if you insist.

16.WhatsApp groups, and finding your people on Namaste Community
Correct or addContents ↑Indian Winnipeg runs on WhatsApp. There is a group for each temple’s volunteers, each college intake, each flat-hunt, each regional association, each cricket team, the Amber Trails parents, the MPNP draw watchers and the truck drivers — and Facebook pages where people post asking for the links. The groups are how the community has organised itself for years, and nothing here replaces them.
What the groups are good at, and what they are not
They are fast and generous. Ask at nine in the evening whether the 2 a.m. winter-route ban is on, or which clinic near Mandalay West is taking new patients, and someone answers before ten. But you need to know someone to get in, the links that circulate are often dead, and the live ones are where the “room in the Maples, international students only, e-transfer the deposit today” and “LMIA job, pay the agent first” messages start. A group of a thousand people has nobody checking who joined, so the same questions about the health card and the rent guideline return every autumn and the answers scroll away; every member can see your phone number; and the MPNP draw numbers that circulate can differ from the province’s own, as some third-party draw tables did this year. The only source for a draw is the province’s own page.
What Namaste Community offers
Namaste Community is a community platform for Indians abroad, on the web and as an app. The app has groups, events and a directory, and on the website: - the local groups for this city are listed at /groups/in/canada/winnipeg, with the ones near Winnipeg under this section; the groups are moderated and tied to a place, so what you read is relevant to where you live; - the events near Winnipeg — Diwali melas, temple programmes, garba nights, Bollywood parties — are on the Winnipeg events page; - the directory lists the grocers, restaurants, temples and services across Canada, and businesses can add themselves; - in Ask, members ask about paperwork, housing, schools and where to find a good dosa, and people who have been there answer; the app also has an anonymous mode for questions you would rather not put your name to.
Your first week, practically
- Find the group for your neighbourhood or your language on the Winnipeg groups page and read before you post; the health card and parking-ban questions are usually answered already.
- Pick one event in the next fortnight — a temple programme, a Diwali evening, a cricket match — from the events page. It is the fastest way from “the Indian community in Winnipeg” as a phrase to three people whose names you know.
- Ask the question you actually have, and say where you live: the answer for Amber Trails, Waverley West and Transcona is rarely the same.
- Never send a deposit, a passport scan or a fee to someone you met in a group without meeting them and checking who they are. Report anything that looks like a scam.
- When you have found your flat, your doctor and your grocer, leave a review or an answer for the next person from Ludhiana, Ahmedabad or Chennai.
If the group you need does not exist yet — Kannada parents in Fort Garry, a Telugu cricket team, Malayali nurses at the Health Sciences Centre — start it, so the next person searching finds it here.

17.Filipino, Pakistani, Nepali and other neighbours in Winnipeg
Correct or addContents ↑Indian life in Winnipeg is shared every day with other communities, and the largest of them is not South Asian at all. Everything on this page about renting, Manitoba Health, schools, transit and scams applies identically to all of them; the differences are the mission, the festival calendar and the aisle you head for.
Filipino
The 2021 census counted 81,135 people of Filipino origin in the metro area, 9.9% of it and more than twice the Indian count, and the City of Winnipeg’s profiles give Filipinos 11.3% of the city’s population, the largest share of any major Canadian city. In the neighbourhoods this guide is about, Filipinos are the Indian community’s next-door neighbours: 29.5% of The Maples, 30.1% of Amber Trails, 32.5% of Mandalay West, 33.4% of Inkster Gardens and 46.2% of Tyndall Park. Tagalog was known to 64,725 people in the metro area, more than Punjabi at 40,105. On a Maples street a neighbour is about as likely to be Filipino as South Asian.
Pakistani and Muslim
Wikipedia’s table of the 2021 census lists 4,660 Canadians of Pakistani ancestry in the Winnipeg metro area, up from 1,590 in 2011 and 560 in 2001. The metro area had 24,565 Muslims in 2021 (3.0%); in the City of Winnipeg 24,170 (3.3%). Urdu and Punjabi are shared languages across the border, and Pakistan’s Independence Day on 14 August falls the day before India’s.

Nepalis are a small community: 805 people of Nepalese ancestry lived in Manitoba in the 2021 census, 3.7% of the 21,975 in Canada, and they share Tihar’s lights with their Indian neighbours’ Diwali.
Bangladeshi and Sri Lankan
We found no 2021 count of Bangladeshi or Sri Lankan Winnipeggers in a source we could open. Tamil Hindu families have their own group, Winnipeg Murugan, which holds Friday prayers and festival programmes; for Bengali, Sri Lankan and Bangladeshi associations, ask in the groups for the current organisers.
Shared ground
The Folklorama pavilions, the schoolyards of Seven Oaks, the cricket and soccer fields of the north-west, the student societies and McPhillips Street’s plazas are where the communities mix most easily. Political quarrels from home reach Winnipeg’s streets from time to time, but the ordinary Winnipeg experience is a Punjabi landlord, a Filipino neighbour and a Tamil nurse on the same street, in a city that takes that for granted.

Correct or addContents ↑Consular services
Manitoba is served by the Consulate General of India in Toronto, at 365 Bloor Street East, Unit 700, Toronto M4W 3L4 — not the Vancouver consulate that covers the other Prairie provinces. BLS International’s own page lists Ontario (except the K postal codes), most of Quebec, Manitoba and the Atlantic provinces under the Toronto consulate. Passports, OCI cards, visas, police clearance certificates and renunciation are lodged through BLS International, the consulate’s outsourcing partner, and the decisions are made at the mission. Your mission is decided by the postal code of the address you can prove, not by convenience.
| BLS centre | Address |

| Mississauga | Unit 404A, 3461 Dixie Road, Mississauga L4Y 3X4 |
| Halifax | Unit 101A, 998 Parkland Drive, Halifax B3M 0A6 |
BLS lists the Winnipeg centre as open 8:00 to 16:00, Monday to Saturday, with submissions from 8:00 to 14:30 and enquiries and collection from 15:00 to 16:00, and says that all walk-in centres, Winnipeg among them, are open for submission; appointments are booked on its portal, and you must carry the printed confirmation and your current original passport. Visa applications and, since 5 April 2026, OCI applications are taken in person only, because biometrics are captured. The full process, documents and timelines are in the passport renewal guide and the OCI guide. We found no consular camp announced for Winnipeg in 2026, so plan on the BLS counter.

Safety, honestly
Winnipeg is a large Prairie city, and its crime figures are higher than the national ones. Statistics Canada’s police-reported Crime Severity Index for the Winnipeg CMA in 2025 was 113.4, against 75.0 for Canada, with a crime rate of 7,899 per 100,000 people against 5,585; the index was 9% lower than in 2024. Manitoba’s provincial index was 130.0, also 9% lower. Those are police-reported figures for the whole metro area, not for any neighbourhood in this guide. The dangers that most often hurt Indian newcomers here are financial: - LMIA and job-offer fraud. A Canadian job, an LMIA or a support letter for a work permit is never for sale, and an agent who says otherwise is committing a crime that leaves you, not them, refused and banned. The jobs guide explains the schemes and where to report them. - Housing scams aimed at students. View the unit in person, meet the landlord, put the terms in writing and pay only by a traceable method after signing; Manitoba’s deposit cap is half a month’s rent, so a request for more is a warning. - Fireworks fines. A family that sets off fireworks without a permit can be fined up to $500; see the festival year. - “High Commission” calls. The missions have warned about callers who claim to be officials and demand money or a passport number; they do not make such calls. Hang up and report it. - The study-permit cap. Manitoba’s 2026 allocation of 11,196 attestation letters is 40% below 2025’s, so an agent in India who promises a “guaranteed” college seat and permit for a fee is selling something no one can guarantee. Check the institution’s designation on IRCC’s pages before you pay a deposit.
What to read next
The national rules on work and visas are in the jobs guide, budgets in the cost-of-living guide and remittances in the send-money guide; the businesses near you are in the Canada directory. For the places of worship across the country, see the Canada temples guide.
Questions people ask
- How many Indians live in Winnipeg?
- About 34,200 people who reported “Indian (India)” as an ethnic or cultural origin live in the Winnipeg census metropolitan area, at the 2021 census, up from 19,855 in 2016. People who reported only a regional origin such as Punjabi or Gujarati are counted separately and are not in this figure. On the broader measure, 63,805 people in the metro area (7.78%) were South Asian, 28,245 were born in India and 33,435 were Sikh. Source: Statistics Canada, Census 2021, table 98-10-0356-01.
- Where do most Indians live in Winnipeg?
- In the north-west — Amber Trails (45.5% South Asian in 2021), The Maples (29.1%) and Mandalay West (28.5%) in the Seven Oaks school division, with Inkster Gardens (42.0%) and Tyndall Park (14.9%) beside them — and in the south, in Waverley West (Prairie Pointe 37.5%, South Pointe 26.8%) and Fort Garry. Garden City (4.3%) and Transcona (5.7%) are not Indian districts; Garden City is mainly Filipino. These are the City of Winnipeg’s 2021 census neighbourhood profiles.
- What is the average rent in Winnipeg in 2026?
- Zumper’s average asking rents for new listings, updated 22 October 2026, were $1,075 for a studio, $1,395 for a one-bedroom, $1,700 for a two-bedroom and $2,040 for a three-bedroom (the two-bedroom down 7% on a year); Waverley West averaged $1,806. CMHC’s 2025 report put the average purpose-built two-bedroom at $1,571 with 2.8% vacancy — lower than asking rents because it includes sitting tenants.
- How much can a landlord raise the rent in Manitoba?
- By the provincial guideline, which was 1.8% for 2026 and is 3.0% for 2027, effective 1 January 2027, with three months’ written notice and generally once a year. It does not apply to units renting for $1,670 or more a month in 2026 (the threshold rises to $2,000 for 2027), to buildings first occupied after March 2005, or to social housing and co-operatives; a landlord can apply for a larger increase. A security deposit cannot be more than half the first month’s rent.
- Is there a waiting period for Manitoba Health?
- No, for people arriving from outside Canada. Permanent residents can apply from the date of arrival, and work-permit holders can be covered from the date the permit was issued if it is for at least 12 consecutive months, with a spouse and minor children. The three-month wait applies only to people moving from another province. International students are not eligible and have been excluded since 1 September 2018, so the University of Manitoba arranges the MISHP plan, $1,320 for 2026–27.
- How much does Winnipeg Transit cost in 2026?
- The full cash fare is $3.45 and an e-cash fare on a peggo card is $3.10; a 28-day e-pass is $110.05 and a monthly e-pass $119.35. Youth fares are $2.95 cash and $88.55 a month, the post-secondary monthly e-pass is $95.50 and the semester e-pass $324.65. Children 11 and under ride free, and a peggo card costs $5 once.
- How does the Manitoba Provincial Nominee Program work in 2026?
- You submit an Expression of Interest, are ranked, and may receive a Letter of Advice to Apply in a draw. In 2026 the draws mostly pick Skilled Worker in Manitoba profiles of people already working or educated in Manitoba; the two broad selections in the 22 October draw closed at 816 and 846. Manitoba was allocated 8,000 nominations for 2026, and 41.9% of its 2024 nominees were Indian citizens. A nomination is not permanent residence until IRCC approves it, and no consultant can guarantee one.
- Where are the main Hindu temples and gurdwaras in Winnipeg?
- The Hindu Society of Manitoba runs the temple at 999 St. Anne’s Road (open 10:00–19:00 on Sundays) and the one at 854 Ellice Avenue; the BAPS Swaminarayan mandir is at 1488 Red River Drive, Howden. The Sikh Society of Manitoba is at 1244 Mollard Road, and other gurdwaras are Guru Nanak Darbar (900 McLeod Avenue), Singh Sabha on Sturgeon Road and Gurdwara Kalgidhar Darbar on King Edward Street.
- When is Diwali 2026 in Winnipeg, and what is on?
- Diwali is Sunday 8 November 2026. The Hindu Society of Manitoba’s Diwali Mela was on Saturday 10 October at the RBC Convention Centre, with doors at 16:30 and free admission. We found no public programme published by a Winnipeg organiser for 8 November; the temples post their Lakshmi Puja and Annakut times a few weeks ahead, and the gurdwaras mark Bandi Chhor Divas the same day.
- Can I set off fireworks for Diwali in Winnipeg?
- Only with a free permit from the Winnipeg Fire Paramedic Service. The applicant must be at least 18 with the property owner’s written consent, and the fireworks must be fired at least 100 feet from buildings and trees, which most private properties do not allow. Setting them off without a permit can bring a fine of up to $500. The notice we read is from October 2024 and we found no change for 2026.
- Which Indian consulate covers Winnipeg, and where do I apply for a passport or OCI?
- The Consulate General of India in Toronto covers Manitoba (365 Bloor Street East, Unit 700). Passports, OCI, visas and police certificates are lodged through BLS International at 9-2358 McPhillips Street, Winnipeg, open 8:00–16:00 Monday to Saturday with submissions until 14:30; postal applications for the Toronto jurisdiction go to the Brampton centre.
- How cold does Winnipeg get, and what are the winter parking bans?
- The January mean at the airport is −16.3 °C (1991–2020), the record low −47.8 °C, and the wind chill falls below −40 on about twelve days a year. The City can declare five parking bans: the winter-route ban (2 a.m. to 7 a.m., starting at any time between 1 November and the end of April and announced seven days ahead), an extended ban from midnight, a residential ban by snow-zone letter ($200 ticket, $150 if paid early, mailed to you), a snow-emergency ban and temporary no-parking signs.
- How do I get a Manitoba driver’s licence with an Indian licence?
- You can drive on a valid foreign licence for about three months. MPI exchanges licences from some countries without tests ($75 for the exchange), and we found no sign that India is among them; otherwise you pass a vision test, a knowledge test ($12) and a road test ($35). After three failed road tests you need five hours with an MPI-permitted driving school. Phone MPI on 204-985-7000 to confirm for your licence.
- Is there a direct flight from Winnipeg to India?
- We found none. Skyscanner’s route page for Winnipeg–Mumbai said no airline flies it directly, and the other pages we saw offered only connections, so plan on a change at Toronto or Vancouver, where Air India flies to India, or at a Gulf or European hub, and check the airline’s own booking page for the routing and layover.
